Washington DC uses a system of decades-long constructed silos to control and ultimately hide information adverse to the interests of the DC system itself. Put another way, people within our government have constructed layers of systems to hide the corruption that takes place.
This silo system is challenging to understand; but thankfully many more people have started to comprehend how it works. The constitutional separation of power mechanisms has been weaponized by the corrupt actors, as we outlined in the example yesterday of Adam Schiff hiding the transcript of ICIG Michael Atkinson.
All of us have been frustrated to hear politicians in the legislative branch talk about “sending criminal referrals” to the Dept of Justice, and yet nothing happens. Part of this is created by ‘stakeholder equities’, specific ownership of the underlying documents that do not accompany the referral (locked in a non-compliant silo). The intelligence community is notorious for classifying and hiding the evidence of wrongdoing.
Without the direct and specific evidence, and without an aligned intent from the receiver, the referral itself is more of a legislative fundraising narrative than an actionable event. A pitch without a catcher, and sometimes even without a ball.
You are not alone in your frustration. However, you might remember CTH providing a very specific outline of how a key position within government could be used to change things. {GO DEEP} The Office of the Director of National Intelligence, shutting down the IC from hiding evidence is key. An honest and truthful arbiter of intelligence is a paradigm shift in the DC system; it is also a threat.
With Executive Branch DNI Tulsi Gabbard declassifying purposefully hidden intelligence equities, in combination with the Legislative Branch providing source material from their own silo equities, what you get is an unimpeded flow of information to the Dept of Justice.
Two pipes of information, legislatively authorized and intelligence declassified, joining together in a single stream of actionable evidence flowing unimpeded to the DOJ. This is the worst-case scenario for corrupt DC entities who hide within the silo system. From my perspective, this information flow is now in place.
A review of historic ‘Spygate and Russiagate’ activity is taking place in Florida with a grand jury led by U.S. Attorney Jason A. Reding Quiñones. We are now seeing reports of information flows in both directions from DC to Florida, and from Florida to DC.
Requests from Quinones, intermediate transfers at DOJ, prompt responses from legislative silos and returns after review -if needed- from DNI.
This is a very positive indication toward some form of accountability. However, there is also an institutional muscle memory that is annoying. It would be better if politicians dropped their historic fundraising approach when discussing evidence of corrupt activity. It would be better overall if they just kept their mouth shut.
On the topic of prior targeting of Donald Trump, when you hear the term “sent to the DOJ” you can reasonably be certain that means sent to Florida and USAO Jason Quinones.

There is a very small reliable group of lawyers within the Dept of Justice, when considering the scale and scope of the challenges and cases they are assigned.
Obama and Biden had 12 years of importing ideological lawyers into Main Justice and the various U.S. Attorney Offices. None of their lawyers are reliable.
The blue state fraud investigations were obviously starting to bog down the limited resources of the DOJ. Division of labor introduces Vice-President JD Vance to act as a subject-matter-specific Attorney General and USAO Colin Macdonald on fraud enforcement/prosecution.
Treasury Dept financial crimes lawyers are tracing money, domestic and foreign, while supporting both Main Justice and the Fraud Task Force.
This keeps AG Pam Bondi and DAG Todd Blanche focused on defending Trump policy, deportation and immigration removal efforts, election integrity issues and matters of national security (criminal gang elements).
Meanwhile, U.S. Attorney Jason A. Reding Quiñones remains unaffected and on task in Florida.
The silo system is made up, in part, of: The National Security Council (10+ desks, 15 staff/analysts per), the National Security Advisor to the Office of the President, the Dept of Justice National Security Division [DOJ-NSD (foreign review section, counterintelligence export control section, cyber section, counterterrorism section)], Central Intelligence Agency [(CIA), National Intelligence Council, Directorate of Analysis], Federal Bureau of Investigation [FBI (Counterintelligence, Counterterrorism, WMD Directorate, Directorate of Intelligence, Cyber)], the Office of the Director of National Intelligence [ODNI (Requirements, Analysis, Collection, National Counterterrorism Center, Mission Managers)], the House Permanent Select Committee on Intelligence (HPSCI), the Senate Select Committee on Intelligence (SSCI), the Defense Intelligence Agency (DIA), the Dept of Defense [DoD, (Nuclear, Chemical, Biological, Industrial, International)], the National Security Agency [NSA (Operations, Technology, Cyber], and many more.
Each agency/office a silo, with distinct sub-silos; each with equity stakes in the information they gather, review and analyze; ultimately attributing classification level and intersecting analysis with each other agency as mission aligned.
Sound ridiculous? It probably is, yet we’ve merely scratched the surface of the IC networks and information flows that swirl around the Office of the President.
Now do you see why DNI Tulsi Gabbard is important?
Literally hundreds of embeds -across multiple silos- have been removed from the aggregate apparatus. The National Security Council has been taken apart, staff removed, desks shuttered. The National Intelligence Council was removed from the CIA with personnel fired. The Directorate of Analysis is now openly confronted. The ICIG is once again a watchdog.
These actions create optimism that substantive change is possible. Simultaneously, with the corrupt behavior removed from the system, these actions lay the groundwork for honest and deliberate cross-silo information sharing. However, much more work lies ahead.
Someone has to be willing to pick up the ball and run with it.

I once had an AUSA chastise me for the cover page of a CID deposition I did at the US attorney’s office.
After I had transcribed the depo, I call the AUSA’s assistant to ask what to put on the cover page; i.e., caption, attorneys names, case number. THE ASSISTANT gave me the info, and I delivered the transcript.
The AUSA calls me and says “how dare I” put this information on the cover page.
I am generally a nice person, but I stand my ground when needed..I’ve been known to rip a few new azzholes in people 🤣. I told this AUSA off and where the hell did she think I got the info from, I didn’t make it up! There are a tremendous amount of attorneys that think they’re infallible, and a lot of them work for the US government. Nasty pieces of work.

The DOJ – FBI and others need relocation away from DC proper. This is the 21st century.
Put one office in each of the 50 states. Kinda like the national guard. If a defendant is from say Idaho, he/she gets tried in Idaho by the office located there in Idaho. 10,000 DOJ lawyers divided up like House/Senate reps should do just nicely.
But burn down the DC office, salt the earth and permanent change of station orders for each of these lawyerly types. Should be interesting. AG and DAG can visit the states with the biggest problems and never have to worry they are out of the loop. Just an idea from the peanut gallery!

My own digging for years keeps turning up the massive government employee unions putting all of this in play since 1962. Just to protect their own government pensions and pretending they were doing something during their few decades on the taxpayer dime to earn them.
TDS, in its most virulent form, was birthed the very day Trump denied Andrew McCabe his pension .Prove me wrong. Trump touched the third rail in the deep state swamp – their government pensions. There are all borgs, after all.
Pa in the mid 2000’s landed a lucrative job at the airport in IT. Our dream salary and pension, even better than regular state employees had this little niche department carved for itself at the airport.
The people he worked for were burrowed in for the long haul. Everyone had their own office. They all showed up everyday and shut their doors to each other and stretched out work and assignments so long and fruitless that barely anything was ever done and no one ever communicated in timely fashion so the whole system was damaged by design and grid locked.
Pa lasted 6 months and bid them good bye. They were upset because Pa just couldn’t stretch something finished in days, appear to take 10 times longer or even months.
It was a crying shame to fully realize that Howie Carr was never exaggerating about the kiss in the mail for absolutely nothing but Pa couldn’t lower himself and hide out in an office protecting his position and having liquid lunches like the rest. God blessed him and then Me for marrying such an honorable man.
It appears that Pa and I have something in common. I too cannot hide out in an office and do nothing. I get bored silly.
Guvmmint employees are famous and capable at wasting time, doing nothing, but being more than amply rewarded for it. If half all gummint employees were retired, none of us would notice a difference.

Suggestions For President Donald Trump Staffing of Key Positions 2025November 6, 2024
The Office of the Director of National Intelligence (ODNI) – Remember, my goal is to describe the needs of some critical Executive Branch positions from a very practical, non-pretending, perspective of what happens within specific offices. This outline is going to be a little odd, because almost no one knows what the position of Director of National Intelligence (ODNI) is about.
When Barack Obama and Eric Holder arrived a few years later, those newly formed institutions were viewed as opportunities to create a very specific national security apparatus that would focus almost exclusively against their political opposition.
The ODNI was created as an outcome of the 9-11 Commission recommendations. In the era shortly after 9/11, the DC national security apparatus was constructed to preserve continuity of government and simultaneously view all Americans as potential threats.
The Department of Homeland Security (DHS) and the Office of the Director of National Intelligence (ODNI) were created specifically for this purpose.
Washington DC created the modern national security apparatus immediately and hurriedly after 9/11/01. DHS came along in 2002, and within the Intelligence Reform and Terrorism Prevention Act of 2004 the ODNI was formed.
Here is the weird part. The ODNI was formed in 2004, with the intent for the office to be the pivot point of a national security radar. The DNI was intended to provide information to domestic agencies about foreign terror networks that would prevent something like 9-11 from happening again. However, the Office of the Director of National Intelligence has never, not for one day, operated on this intent. This is why they are such a critical position from my perspective.
The office was new, not established yet as a functioning silo, when Barack Obama and Eric Holder arrived in 2009. They quickly dispatched an idiot, James Clapper, into the operation so they could weaponize around the offices’ fulcrum point.
Prior to the DNI office existing, the CIA radar would sweep externally and then report to the Office of the President. The DNI was intended to take external radar sweep (CIA) and make it a full 360° circle, adding a sweep inside the USA that would be handled by the Dept of Homeland Security.
The DHS sweep and the CIA sweep would then be combined into a central collection hub called the ODNI. Everyone with responsibility for “national security” could access the ODNI material. Essentially and presumably, post 9-11 nothing like jihadists practicing flying airplanes would be missed again; at least that was the intent.
The weird part is that because the DNI was immediately weaponized, the office has never functioned to the purpose of its intent.
No one truly knows what the office possibilities consist of because no one has ever seen anyone try to functionally control the hub. If you think I’m joking about the intent of Obama and John Brennan using the DNI watch this video. This is before Brennan became CIA Director, this is when Brennan was helping Barack Obama put the pillars into place.
For the intents of this outline the takeaway is how the DNI office has never been used for good. However, in a strategic way, that can be used to our advantage if you are talking about leveraging silos against each other.
Example: The DNI can assemble material from any silo. Meaning the DNI can reach into any IC silo and extract anything they want. Under the original authorities given to the DNI, this authority exists. So, let’s spread the wings on this office and do exactly what it is permitted to do, only this time extract for the purpose of showing the President what is happening in every silo.
In essence, the DNI *CAN BE* deployed like a super strong cross-silo inspector general’s office. Force the other IC silos to comply with the demands of the DNI. This has never been done. But the DNI has this unique power.
The DNI can make the FBI, DOJ, DOJ-NSD, DoD, DoS and CIA provide anything and everything they demand. Instead of the other silos using blocks and threats against the office of the President, use the authority of the DNI to get them without confrontation. Then use the DNI to declassify the documents (if requested by potus), instead of the originating silo.
Can you see how the DNI office can be repurposed to be a seriously strong weapon in the toolbox of the President, against the schemes of those inside the various IC silos. The DNI becomes much more important than the CIA Director, NSA Director, FBI Director, Attorney General, etc, because the DNI can just show up and say, “give me this.” That’s the whole functional purpose of the DNI office that has never been exerted; let’s flippin’ use it.
Let’s use the office of the DNI as the central information hub that takes information from inside the corrupt silos, then provides that information to the President who puts sunlight upon it. Each corrupt silo penetrated with disinfectant. This could begin a process to pull down the shadow operations and let the American public see what has been happening inside our IC apparatus.
To accomplish this approach the National Security Advisor to the President (NSA), would be the person who tells the DNI exactly what they are looking for.
How does the NSA know what to look for? Because the National Security Advisor is the head of the National Security Council (NSC).
Now you see why I say put the strategic scruffy people like Mike Flynn, Kash Patel, etc etc in a stripped down NSC.
Let the NSC monitor the silos with specific intent, then provide Trump’s NatSec Advisor with details on what appears to be happening and where. With the approval of the President, the NSA then turns to the DNI and says, “POTUS wants this, go get this.”
Raw, unfiltered, unredacted information. The silo administrators end up in a fight with the ODNI, not the office of President Trump. President Trump then uses the power of his office to support the demands of the DNI.
Under this approach the DNI has a lot more power; yet funnily, it’s power they already have – yet have never utilized.
Unfortunately, the DNI needs to be confirmed by the Senate Intelligence Committee – so, this factors into who could achieve the position. [NOTE: Ric Grenell is too valuable in another position.] John Ratcliffe might be a possibility, but I’m not sure he would be strong enough to go up against the system he knows well (and on a character issue he’s bff’s with Trey Gowdy).
Preferably we really want an outsider in this role, yet any true outsider is going to face massive scrutiny getting through the nomination filter.
My gut tells me that Missouri Attorney General Andrew Bailey might be a strong candidate, and as DNI he can build on his reputation for confronting DHS manipulation.

They don’t gather intelligence for the sake of “maintaining our nation’s security.” They gather intelligence to maintain the continuity of government. Which translates to maintaining the grift and fraud of the Big Club.
The silo system is an integral part of the whole “continuity of government” scam.
The non-pretending definition of that phrase is, “continually protecting the UniParty, IC and Bureaucracy from any accountability regardless of who gets elected.”
All stakeholders must be shielded from the voters and/or MAGA type politicians.

Silos are clearly an impediment. They are part of a “culture” in which information is treasure that must be hoarded, lest another agency use it to
make arrests (valuable stats), get media attention. etc. The problem, moreover, is often in recognizing what is significant and what is mere fluff. By significant, I mean information that if not promptly acted on would put Americans at risk of injury or death, or would be a detriment to national security. Significant cases languish, while other cases (some dubious) move forward because they are politically valuable, career enhancing to somebody (or their boss) , or for some other generally foolish purpose.
The Chun-yu Zhao case prosecuted in Eastern District of Virginia was the most significant case I was involved in during 30 years with Customs. Zhao was selling counterfeit Cisco computer equipment of extremely high quality to businesses and the US government . The typical CTH reader, I believe, will read the case synopsis and figure out what was actually the objective in the criminal enterprise. It took about a year to convince ICE to take the case. Sad.
Eventually, after more of such painful delays, I made a proposal to DHS Secretary Neilson to permit first-line supervisors to bypass the chain, the situation room, etc and get information to the Customs Commissioner’s desk immediately. She was not receptive. I can tell you it disturbed me on many occasions to watch solid information involving national security threats to disappear into a black hole.
So yes, tear down the silos. But there must be competent personnel to assess the increased flow if information.
