Don’t know about “long history”. Finland was part of Sweden until Russia attacked Sweden in the early 1800s and took Finland as part of Russia, but semi-autonomous as a “Grand Duchy”. That lasted until the Russian overthrow and civil war during WWI after which the new Soviet gov’t of Russia accepted Finland’s independence. But since then USSR realized the strategic importance of Finland and went to war against it at the beginning of WWII. USSR pretty much failed in its war objectives, but after Germany declared war on USSR the strategic situation changed, as Finland allied itself with Germany to renew the war with USSR.
So the “long history of remaining neutral” probably understood as a strategic move to avoid another war with Russia after WWII.
