Considering that there are no civil service exams any longer, it is likely that most civil service positions ARE filled by the Spoils system in the era.

I think we need to be a little careful here. I personally know many libertarians who are quite practical/strategic, and deliberately vote republican to help move republicans toward the constitution. True libertarians simply believe that government should be as close as possible to what our founders envisioned.

I wonder if anyone ever bothered to check his personnel and security clearance files to see if back in 1980 he really did admit during his CIA application process that he voted for Communist Gus Hall in 1976? I was in the military back in the 70’s and 80’s and know what such information would have done to my TS security clearance.
