U.S. President Trump Expands Coronavirus Entry Restrictions – Sec 212(f) Travel Entry Ban From Iran….

On January 31st President Trump initiated an entry ban against non-U.S. persons traveling from China. Today President Trump is expanding the restrictions to include Iran.

WHITE HOUSE – On January 31, 2020, I issued Proclamation 9984 (Suspension of Entry as Immigrants and Nonimmigrants of Persons Who Pose a Risk of Transmitting 2019 Novel Coronavirus and Other Appropriate Measures To Address This Risk). I found that the potential for widespread transmission of a novel (new) coronavirus (which has since been renamed “SARS-CoV-2” and causes the disease COVID-19) (“SARS-CoV-2” or “the virus”) by infected individuals seeking to enter the United States threatens the security of our transportation system and infrastructure and the national security.

Because the outbreak of the virus was (and is) centered in the People’s Republic of China, I suspended and limited the entry of all aliens who were physically present within the People’s Republic of China, excluding the Special Administrative Regions of Hong Kong and Macau, during the 14-day period preceding their entry or attempted entry into the United States, subject to certain exceptions.

The Centers for Disease Control and Prevention (CDC), a component of the Department of Health and Human Services, has determined that the virus presents a serious public health threat and continues to take steps to prevent its spread. But CDC, along with State and local health departments, has limited resources, and the public health system could be overwhelmed if sustained human-to-human transmission of the virus occurred in the United States. Sustained human-to-human transmission has the potential to have cascading public health, economic, national security, and societal consequences.

CDC has determined that the Islamic Republic of Iran (Iran) is experiencing sustained person-to-person transmission of SARS-CoV-2. As of February 28, 2020, Iran had 388 cases of COVID-19, a significant increase from prior days.

In response to that increase, on February 28, 2020, CDC raised its infectious disease alert to level 3, its highest level, which recommends that travelers avoid all nonessential travel to Iran. According to the World Health Organization, as of February 28, 2020, 97 COVID-19 cases have been exported from Iran to 11 other countries.

Iran is not a trustworthy state actor, as it has repeatedly demonstrated through its history of engaging in malign activity, and confirmed most recently by its repeated denials of responsibility for shooting down an international airliner. The United States Government is therefore unable to rely on official information disseminated by Iran, undermining the effective evaluation and monitoring of travelers continuing to arrive from that country.

The potential for undetected transmission of the virus by infected individuals seeking to enter the United States from Iran threatens the security of our transportation system and infrastructure and the national security. Given the importance of protecting persons within the United States from the threat of this harmful communicable disease, I have determined that it is in the interests of the United States to take action to restrict and suspend the entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within Iran during the 14-day period preceding their entry or attempted entry into the United States.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States, by the authority vested in me by the Constitution and the laws of the United States of America, including sections 212(f) and 215(a) of the Immigration and Nationality Act, 8 U.S.C. 1182(f) and 1185(a), and section 301 of title 3, United States Code, hereby find that the unrestricted entry into the United States of persons described in section 1 of this proclamation would, except as provided for in section 2 of this proclamation, be detrimental to the interests of the United States, and that their entry should be subject to certain restrictions, limitations, and exceptions. I therefore hereby proclaim the following:

Section 1. Suspension and Limitation on Entry. The entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Islamic Republic of Iran during the 14-day period preceding their entry or attempted entry into the United States is hereby suspended and limited subject to section 2 of this proclamation.

Sec. 2. Scope of Suspension and Limitation on Entry.

(a) Section 1 of this proclamation shall not apply to:

(i) any lawful permanent resident of the United States;

(ii) any alien who is the spouse of a U.S. citizen or lawful permanent resident;

(iii) any alien who is the parent or legal guardian of a U.S. citizen or lawful permanent resident, provided that the U.S. citizen or lawful permanent resident is unmarried and under the age of 21;

(iv) any alien who is the sibling of a U.S. citizen or lawful permanent resident, provided that both are unmarried and under the age of 21;

(v) any alien who is the child, foster child, or ward of a U.S. citizen or lawful permanent resident, or who is a prospective adoptee seeking to enter the United States pursuant to the IR-4 or IH-4 visa classifications;

(vi) any alien traveling at the invitation of the United States Government for a purpose related to containment or mitigation of the virus;

(vii) any alien traveling as a nonimmigrant pursuant to a C-1, D, or C-1/D nonimmigrant visa as a crewmember or any alien otherwise traveling to the United States as air or sea crew;

(viii) any alien

(A) seeking entry into or transiting the United States pursuant to one of the following visas: A-1, A-2, C-2, C-3 (as a foreign government official or immediate family member of an official), E-1 (as an employee of TECRO or TECO or the employee’s immediate family members), G-1, G-2, G-3, G-4, NATO-1 through NATO-4, or NATO-6 (or seeking to enter as a nonimmigrant in one of those NATO categories); or

(B) whose travel falls within the scope of section 11 of the United Nations Headquarters Agreement;

(ix) any alien whose entry would not pose a significant risk of introducing, transmitting, or spreading the virus, as determined by the Secretary of Health and Human Services, through the CDC Director or his designee;

(x) any alien whose entry would further important United States law enforcement objectives, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees, based on a recommendation of the Attorney General or his designee;

(xi) any alien whose entry would be in the national interest, as determined by the Secretary of State, the Secretary of Homeland Security, or their designees; or

(xii) members of the U.S. Armed Forces and spouses and children of members of the U.S. Armed Forces.

(b) Nothing in this proclamation shall be construed to affect any individual’s eligibility for asylum, withholding of removal, or protection under the regulations issued pursuant to the legislation implementing the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, consistent with the laws and regulations of the United States.

Sec. 3. Implementation and Enforcement. (a) The Secretary of State shall implement this proclamation as it applies to visas pursuant to such procedures as the Secretary of State, in consultation with the Secretary of Homeland Security, may establish. The Secretary of Homeland Security shall implement this proclamation as it applies to the entry of aliens pursuant to such procedures as the Secretary of Homeland Security, in consultation with the Secretary of State, may establish.

(b) Consistent with applicable law, the Secretary of State, the Secretary of Transportation, and the Secretary of Homeland Security shall ensure that any alien subject to this proclamation does not board an aircraft traveling to the United States.

(c) The Secretary of Homeland Security may establish standards and procedures to ensure the application of this proclamation at and between all United States ports of entry.

(d) An alien who circumvents the application of this proclamation through fraud, willful misrepresentation of a material fact, or illegal entry shall be a priority for removal by the Department of Homeland Security.

Sec. 4. Amendments to Proclamation 9984. Proclamation 9984 is amended as follows:

(a) Section 2(a)(viii) of Proclamation 9984 is amended to read as follows: “(viii) any alien (A) seeking entry into or transiting the United States pursuant to one of the following visas: A-1, A-2, C-2, C-3 (as a foreign government official or immediate family member of an official), E-1 (as an employee of TECRO or TECO or the employee’s immediate family members), G-1, G-2, G-3, G-4, NATO-1 through NATO-4, or NATO-6 (or seeking to enter as a nonimmigrant in one of those NATO categories); or (B) whose travel falls within the scope of section 11 of the United Nations Headquarters Agreement;”

(b) Section 3(c) of Proclamation 9984 is amended to read as follows: “(c) The Secretary of Homeland Security may establish standards and procedures to ensure the application of this proclamation at and between all United States ports of entry.”

(c) Section 5 of Proclamation 9984 is amended to read as follows:

“Sec. 5. Termination. This proclamation shall remain in effect until terminated by the President. The Secretary of Health and Human Services shall, as circumstances warrant and no more than 15 days after the date of this proclamation and thereafter on the first and fifteenth day of each calendar month, recommend that the President continue, modify, or terminate this proclamation and any other proclamation suspending or limiting the entry of foreign nationals into the United States as immigrants or nonimmigrants because of the threat posed by the virus.”

Sec. 5. Termination. This proclamation shall remain in effect until terminated by the President.

Sec. 6. Effective Date. This proclamation is effective at 5:00 p.m. eastern standard time on March 2, 2020. This proclamation does not apply to persons aboard a flight scheduled to arrive in the United States that departed prior to 5:00 p.m. eastern standard time on March 2, 2020.

Sec. 7. Severability. It is the policy of the United States to enforce this proclamation to the maximum extent possible to advance the national security, public safety, and foreign policy interests of the United States. Accordingly:

(a) if any provision of this proclamation, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this proclamation and the application of its provisions to any other persons or circumstances shall not be affected thereby; and

(b) if any provision of this proclamation, or the application of any provision to any person or circumstance, is held to be invalid because of the lack of certain procedural requirements, the relevant executive branch officials shall implement those procedural requirements to conform with existing law and with any applicable court orders.

Sec. 8. General Provisions. (a) Nothing in this proclamation shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-ninth day of February, in the year of our Lord two thousand twenty, and of the Independence of the United States of America the two hundred and forty-fourth.

      Only a few hundred miles north of where the Washington state woman died is the province of B.C. where 8 people are presently infected including a woman who just returned from Iran. According to the link below, Canada has not implemented any travel bans only voluntary travel warnings, advisories and recommendations.

      It’s surprising there are only 17 cases across Canada given the steady travel to and from China and other infected areas. Maybe it will soon become evident that travel bans should have been ordered.

      I suspect VP Pence’s group is aware of this.

          Dekester: I think your best protection, other than limiting your exposure to cough droplets, is to avoid touching your face (eyes, nose, mouth) until you can wash your hands *thoroughly.*

          I understand this virus survives for hours, even days on hard surfaces (as many of them do), and *hands* that touch contaminated surfaces typically introduce viruses through the eyes, nose and mouth.

          Hopefully, we can keep these outbreaks to a minimum, at least until we have containment procedures, treatments and vaccines firmly in place, by taking simple precautions to limit our own exposure. Good luck to you, Dekester!

          dear dekester, you might want to look up japanese knotweed as a medicinal. as there was a patch poised to invade my septic system i dug all i could out, and then looked it up. as i have a friend with longterm Lymes disease, looking up the invasive plant led me to it being beneficial for the cytokine storms of Lymes. such immune system storms are what overwhelm the lungs of this current plague. i bet there is a patch near you.

        There is very little reported in the US also, but numerous people have been allowed to travel after being in potentially exposed situations. The CDC has provided defective test kits that produce false positives and false negatives. After this discovery, they ordered states not to use them, while also banning the state medical systems from testing on their own with their own resources. There have only been about 500 tests done in the US while S Korea has performed around 30,000. This means that we don’t know the current circumstances in the US. I think the corona virus is the best shot that the deep state has to damage Donald Trump enough to destroy his presidency. As we have already seen with Rod Rosensteins sister from the CDC leadership, who came out with her statement while Trump was in India, the deep state is not giving up on ways to target him. If they are secretly allowing coronavirus into the US deliberately in order to claim he mishandled the crisis, it will be a challenge to overcome both the propaganda and the truth of the mishandling of this crisis. While it is true that China’s response is not indicative of our potential situation, at least a thousand bodies a day being incinerated in Wuhan and at least 35 mega cities with multimillion populations being locked down, is not something that is akin to the flu. If Trump does not make sure that the CDC is doing its job and has expert virologists overseeing the response, making sure that test kits and testing are done correctly, this could still be the disaster that the hype would predict. I do not believe that the CDC or the NIH is serving him well, and I suspect they are working against him. I have no proof other than the obvious botched screening process and the way potential cases have been handled. After watching the FBI and the DOJ for the last theee years, trust but verify doesn’t just apply to the Russians.

            Yes lolli, I find their mixed signals quite maddening. I am no alarmist, but I am a realist, so I would greatly appreciate a *truthful* assessment of the correct protocols and containment procedures that will limit the spread of this virus.

            For example, testing kits have now been recalled. That is a setback. And, while I understand that face masks are in limited supply, shouldn’t they be made available to those at higher risk, such as international travelers, to contain the spread of the virus?

            Knowing that our “shadow” government will to anything to damage President Trump’s re-election campaign, I do not trust Fake News to properly prepare us for this virus. The WHO and CDC are “politically compromised” as well.

            I would therefore appreciate an honest assessment from President Trump himself. Unfortunately, he is the only one in DC that I trust to put the interests of American citizens first.

              Yes, agree. I tend to feel less assured after the assurance conference is over.
              I definitely understand a panic is the last thing we need, however, I have been following this too closely to think it is nothing.
              The non testing, yet saying we are fine, is a problem for me.
              Too many healthcare workers are being infected while using the precautionary measures we are suppose to be comfortable with.
              I have never seen travel shut down like this over a flu.
              We have no clue how many of our recent “flu” cases/deaths were corona. Because they were not testing for it.
              This virus was already active before we could stop the travel from China. It was great we did, but it did not stop the earlier arrivals. And no one has been tested from earlier arrivals,
              And I never forget globalists are evil and would love to see many people die.

          Exactly @wondering999. Years ago, I used to donate to that Doctors Without Borders group. Then, Obola the Usurper flew their so-called “doctors” into the USA for treatment from high-risk Ebola nations.

          Again, I did not question their need for world-class treatment here in the US.

          What I DID question were so-called medical “professionals” who, despite having contracted Ebola themselves while (presumably) following strict infectious disease protocols, REFUSED quarantine to ensure its containment. Quarantine, to prevent the spread of a deadly contagion that was previously contained to remote regions of sub-Saharan Africa, was apparently an *inconvenience* to them.

          Predictably, new cases were quickly detected in cities across the USA. The Enemedia ramped up it’s fake news campaign, even pronouncing a NYC man “cured” after a month, although the virus is known to survive in semen for up to four years.

          And WHO conveniently changed its website to eliminate the reference of Ebola spreading through cough droplets. (Those hazmat suits were a dead giveaway though).

          But ..that was Obamanation. Thank God we NOW have President Trump, whose common-sense leadership is unmatched. I am sure he will do everything in his power to keep us safe from Coronavirus.

      PDJT is handling this correctly. He will keep the Covid-19 outbreak here under control, then in one month, warming weather will keep the epidemic from exploding. The stock market will reasonably recover by summer, not to 29,000 Dow level, but over 20,000. Employment will return to near-historic levels.

      Frankly, PDJT thrives on crises that look to terminate his presidency. He gets hit with vicious blows and knocked down to the mat, then gets up and pummels his opponents. In this he is masterful: nobody likes a dominating win-everytime bully, but America loves an underdog fighter who is on the ropes and then prevails at the end.

      For example, we loved the Chiefs in the Superbowl:they hadn’t won the Superbowl in 50 years. It looked like they were going to lose to the 5-time-Superbowl-winning 49ers for nearly 4 quarters, then they pulled out a win with 2 minutes left in the game.

        blood plasma transfer seems to be a good therapy….and also ventilators with special anti-viral medicines ….to treat symptoms and give the body some time to kill the infected cells and to recover…

        but those things are expensive, time consuming and it’s not going to be enough ….look at masks…same sort of thing…scarcity is going to happen.

        a prophylatic “pill” …vaccine to prevent infection is a great idea…but I think it’s time we start looking at something else. Like how we might be able to deliver a special nano-chemical treatment..that binds to the c-virus itself.

        think: a man-made virus that kills virus…literally copies the same sort of mechanism….

        I know it sounds really scary….and it is…but I think long term, this is where we should also be looking to deal with some of these very nasty diseases. I have no idea if it can be done. But I think it’s worth looking at.

          And it’s not just death, we’re talking about some serious illness that could require hospitalization. I ride out flus at home, it’s not fun, but I don’t need to be hospitalized.

          Also, there are vaccines for flu. They’re not 100% effective but they do cut down on the number and severity. There is no vaccine for COVID-19. It could spread quickly and widely as H1N1 did. H1N1 killed 12,000 people in the US in a one year period. Few people had immunity to it.

          I am suggesting that people take COVID-19 seriously and a bunch of you want to argue about it and say it’s not so bad. But it is bad, it just hasn’t blown up yet.

    The danger isn’t necessarily the virus. It’ll hit the elderly hard, but everyone else seems to fight it off fairly well with no major symptoms/complications. The danger is having it spread TOO FAST. That’ll overwhelm the system, in that we know 10-15% will need hospital type care. Everyone would be smart to limit their possibility of contracting this, not cuz it’ll kill but, but to keep the spread slow…

    I believe a review about how people can most effectively prevent being infected or infecting a family member etc. should be included in every official WH press conference on the virus. This level of action is the true front line in the battle against this virus IMO. The links below have the CDC recommendations for prevention and avoiding spreading of the virus. ie. Droplets from someone’s previous sneeze on a surface like a hand rail can lead to infection—thus wash hands etc. Viruses can survive outside a host’s body between 1 to 24 days on a contact surface. I don’t know how ling the C Virus survives.

    Some people are still unaware or misguided on some issues including the father who was interviewed (Hannity?) about his recent non infection diagnosis. When he coughed a few times, he blamed it on nerves and grabbed his daughter’s water bottle and drank from it before giving it back to her. She then took a sip. Very unwise.

    Kids sports games were still conducted
    Sporting event on TV seemed to be well attended
    The stores were full
    The gym I use was in normal use
    People still greeted each other
    Not a single racial comment was made to the many Asians who were out and about

    In other words people were moving on with life, a little more cautious and aware, but life is continuing in a NORMAL way.

    Now if only Wall Street, the Democrat Party and their media-celebrity sycophants would get the message.

            We are about to have our Fiesta here in San Antonio. Huge yearly festival.
            I will be surprised if we see any testing locally, or results until that is over.
            Yet, we have active cases here. From the ship. Some were in local hospital until the city stepped in.
            We had 2 schools shut down due to “flu” last month. But no one has been tested to check for corona. All “unknown” flu cases just sent on their way.

    That said, the threat from this virus is very real. Think about it, China and the rest of the world suffer thousands of deaths every year due to influenza. For those chumps out there who are saying that covid-19 is just the flu, I have a question for you.

    If it’s just a simple influenza virus, why is China quarantining entire cities? Why is Italy doing the same? No this is NOT a normal influenza virus. When was the last time any country quarantined entire cities for the darned flu?

    Here are a few facts:

    People infected by covid-19 take up to two weeks to show any sign of illness. Within 24 hours of becoming infected a person will begin pass the virus on to others. The virus is airborne and can pass six feet from the infected person to infect anyone they even pass by.

    From what I have read, unlike regular influenza ,the immune system does not make antibodies for this corvid-19. This means that one can catch it again. Reports indicate that the virus is far more deadly the second time one is infected with it.

    The virus is also capable of remaining active on any surface for at least nine days. Touch a shopping cart handle in the supermarket after a seemingly perfectly healthy person has used it and you can easily become infected. Open your mail and a postal worker may have left the virus on an envelope. open a Fedex or UPS package, same thing. Touch or eat off a plate served to you in a restaurant. Maybe the chef or the waiter was infected.

    When one looks at these facts it is way clear that this virus is going to spread all over the planet.
    Indeed, it already has a head start. Take a look at this data map from Johns Hopkins University that shows where the virus is, how many are infected, how many are dead and how many have recovered. This map was restricted last week and only came back unrestricted yesterday. The map update on a regular basis. As I write this there are 86,979 cases. The numbers are going up.

      If one does not produce antibodies to a viral infection the virus would not stop and you would not be without symptoms.

      If you still have symptoms then you are not capable of being reinfected because you never stopped being infected.

        Your statements don’t make sense relative to what devilbat posted.

        There are people who have been infected with COVID-19 and have not shown any symptoms at all, yet they passed on the virus to others. And as devilbat pointed out, people who are infected who eventually do show symptoms can pass on the virus to others before the symptoms appear. This is what makes it so difficult to control the spread.

        As for reinfection, I don’t know about COVID-19 but it’s absolutely possible with some other viruses to be re-infected. Norovirus is one. Immunity to norovirus lasts only a couple of months at best.

      Last I checked Italy already have more than 1000 cases and 29 deaths.

    If we haven’t been testing for coronavirus, then how do we know it hasn’t been here for a long time? There were some nasty viruses going around in November and December that made several members of my family extremely ill. We would never know at this point whether or not it was a strain of the coronavirus.

      The probability is extremely low if not 0 that what your family suffered from in Nov and Dec was caused by COVID-19 unless they had travelled to Wuhan or had direct contact with someone from Wuhan. Wuhan was absolutely ground zero for this virus.

      But your comment does raise the question: how many people are sick from COVID-19 right now but are not being tested because their symptoms are not severe? I ride out illnesses at home, I wouldn’t see a doctor unless I had severe symptoms. Most COVID-19 cases are not severe. WHO says 1 in 6 will have “serious illness”, so many of the other 5 are probably going undiagnosed. This increases the danger of the illness spreading.

      This is what I question. How many of our flu cases from Dec-Jan were corona?
      We have not been testing, so how would we know? Flights were going in and out when the virus was active in China, before the hype.

    First cases:

    Mar 17: Mexico
    Mar 28: US
    Apr 27: Canada, UK, Spain
    Apr 29: Austria, Germany, South Africa
    Apr 30: Ireland, Netherlands, Switzerland
    May 1: Hong Kong, Denmark, France
    etc

    On May 2 WHO reported that 15 countries had 615 cases
    By May 5, two people in the US had died.

I’m stocking up so that I have 2-4 weeks of food and supplies in case I want to stay home and not expose myself to other people. I have some masks, too.

      Nyquil seems to have a very good effect on the Coronavirus especially in the elderly and immune compromised but the stores are out of it already due to hoarding and the Nyquil factory can’t keep up with the demand. Black market prices for one bottle of Nyquil have soared to $1,800 already while Dayquil is running a close second at $900. It’s really, really bad!

      In 2009, H1N1 started sweeping the US in April 2009. By the end of June the CDC estimated 1 million cases. And then there was a second spike in October. The pandemic wasn’t declared done until August 2010, well more than a year later.

          Speaking of 1976, that’s an interesting debacle. It infected 200 people at Fort Dix but didn’t spread to locations, and yet there was a nationwide push to vaccinate everyone in the country? It reminds me of China hastily building a hospital for the COVID victims, a red flag IMO that someone knows something. And the 1976 vaccine caused a relatively large number of cases of Guillain-Barré so they had to shut down the program. What a mess.

    Given the rapid rise in cases of coronavirus infection in Iran blocking travel from Iran is eminently wise, and a great idea in its own right.

    But it occurs to me that the travel ban provides a significant bonus. Given the reports of Iranian terrorists (no doubt disguised as “tourists” or “students”) coming to the US to infiltrate and set up terror cells, the restrictions will prevent proliferation of this source of risk.

    One more thought on the apparent epidemic of COVID-19 in Iran. My guess is that the disease will weaken the evil dictatorial regime even more than it is now, in the process draining already strained resources to the breaking point, leading to overthrow of the regime.

    Of course time will tell if that last supposition comes true, but such developments are hardly unprecedented. And for sure it couldn’t happen to more brutal, despicable set of strongmen.
