Conflict Clarity – The Reason for Conflict Between Horowitz and Durham is Crystal Clear on Page 2…

U.S. Attorney John Durham issued a statement contradicting a key and consequential  conclusion of Inspector General Michael Horowitz, and reads in part:

…”last month we advised the Inspector General that we do not agree with some of the report’s conclusions as to predication and how the FBI case was opened.”

The reason for this conflict, and immediate rebuke by Durham, is stunningly clear on Page ii of the executive summary as highlighted below.  This is a very important element, and needs to be contemplated in its totality:

What inspector general Horowitz outlines in that key section is that: (A) he has reviewed everything, and talked to everyone (current and former) within the FBI; and (B) the ONLY evidence they FBI cited for the opening of Crossfire Hurricane is the singular conversation between George Papadopoulos and Australian Ambassador Alexander Downer and/or Downer’s asst. Erika Thompson.

That’s it.  Nothing else.

There is no other predicate evidence from the FBI investigative unit other than a singular conversation between Alexander Downer/Erika Thompson and George Papadopoulos.

Nothing before that July 26, 2016, contact by Australian High Commissioner Alexander Downer relaying a conversation with Downer on May 10th, 2016, is cited by the FBI as having anything to do with opening Crossfire Hurricane (started on July 31st).

That conversation between Downer and Papadopoulos was George Papadopoulos relaying a rumor he heard from Joseph Mifsud is the totality of evidence used to initiate Crossfire Hurricane.

This investigative predicate is where Durham and Horowitz have a conflict.  Horowitz says the predicate was justified, Durham says not-so-much.

So the totality of the variables to create a conflict is very small.  Papadopoulos, Downer and Mifsud.

Durham says: “last month we advised the Inspector General that we do not agree with some of the report’s conclusions as to predication and how the FBI case was opened“.  This is important because the difference between the inspector general and the U.S. attorney is that John Durham has interviewed Downer and Mifsud, and Horowitz has not.

Therefore for Durham to state the predication was not justified, has to come from his contact with Ambassador Downer or Joseph Mifsud.

However, stay with me, Alexander Downer is not really a variable in this dynamic. Assuming Downer is honest, and there’s nothing indicating inconsistency in the public comments he has made about this contact.  Downer had a conversation on May 10th, weeks later he relayed what he felt was his best interpretation of that conversation on July 26th. There’s not a lot of variable in that sequence.

The variable in this small group dynamic is Joseph Mifsud, and the only variable within the Papadopoulos-Mifsud interplay is the background and purpose of Mifsud.

Horowitz has eliminated all predicate variables on his end by stating all FBI witnesses and all FBI documents agree the Downer contact with the FBI initiated the investigation.  The only variable on the Durham end is…. yep, the background and purpose of Joseph Mifsud.

If Durham is disputing the validity of “predication and how the FBI case was opened”, then it’s the predicate behind Joseph Mifsud driving the dispute. This almost guarantees that Mifsud was *NOT* the Russian operative that current FBI and Intelligence Officials have stated he was or is.

From Page 56 of the IG report:

We also asked those FBI officials involved in the decision to open Crossfire Hurricane whether the FBI received any other information, such as from members of the USIC, that the FBI relied upon to predicate Crossfire Hurricane. All of them told us that there was no such information and that predication for the case was based solely on the FFG information.169

We also asked Comey and McCabe about then CIA Director John Brennan’s statements reported in several news articles that he provided to the FBI intelligence on Russian contacts with U.S. persons that predicated or prompted the opening of Crossfire Hurricane. Comney told us that while Brennan shared intelligence on the overarching efforts by the Russian government to interfere in the 2016 U.S. elections, Brennan did not provide any information that predicated or prompted the FBI to open Crossfire Hurricane.

McCabe said that he did not recall Brennan providing the FBI with information before the FBI’s decision to open an investigation about any U .S person potentially cooperating with Russia in the efforts to interfere with the 2016 U.S. elections. Priestap and the Intel Section Chief also told us that Brennan did not provide the FBI any intelligence that predicated the opening of Crossfire Hurricane. We did not find information in FBI or Department electronic communications, emails, or other documents, or through witness testimony, indicating otherwise. [Page 59 IG Report pdf]

Chapter 3 of the IG report clearly outlines a presumption by all FBI officials that Joseph Mifsud was acting on behalf of the Russian government.  Again, Horowitz eliminates more variables.

The only thing remaining is the conflict between Durham and Horowitz on this predicate issue; and eliminating all other possibilities for the strength of the disagreement expressed by Durham only one reasonable aspect remains to reconcile the disparity:

Joseph Mifsud wasn’t an FBI operative (not in the CHS database); but also Joseph Mifsud was not a Russian operative (hence predicate issue).

Someone else was running Mifsud on behalf of the background effort.

My hunch is CIA asset Stefan Halper was running/instructing Mifsud, thereby creating plausible deniability for the CIA and John Brennan.  Whoever it was, Durham knows.

      My hope is that, once these reports have been issued and fully digested, that charges are filed against Comey, Brennan, Clapper, Strzok, McCabe and Obama for TREASON. Those found guilty need to be hanged in public (I’m not kidding), with the rest sentenced to VERY LONG terms in SuperMax (Guantanamo is too nice for them.) Any remaining minor conspirators need to be destroyed personally and financially, like Gen. Flynn, their reputations shattered and them left broke and homeless.

      Next (and I’m sure they’re already starting this) the Trump teams needs to launch a series of hard-hitting ads followed with campaign rallies to tar and feather the Democrat Party as the part of evil, un-American traitors who conspired to overturn a national election by launching a coup against the sitting President. The goal: Electoral wipeout of the Dems. I’m talking and extinction-level event in which they lose 100+ seats in the House and 8-10 of the 12 Senate seats thy’ll be defending this November. Next come the RINOs; Romney, Murkowski, Collins, et al.

      What this will take is a coordinated effort by We The People. Who among us can commit to get 10 of their friends to the polls to accomplish this? WHO’S WITH ME??

      The future of our republic is a stake.

    So as I understand it, you take Downer at his word i.e. that he met PapaD who got drunk, who spilled something something Mifsud. If that is the case, a couple of questions:

    Why did Downer reach out to lowly PapaD.
    Why did he take his assitant (who seems to be an Aus IC agent)?
    Why does PapaD maintain he tried recording him?

    Also remember Hakluyt, and the 20m for the Clinton Foundation.

Watch his eyes in close-up, in interviews on TV (the mouth is saying one thing, the eyes are telegraphing something different) – he’s always been such an actor.

    You know what? Something that I hadn’t paid much attention to in Durham’s statement. This: “…last month we advised the Inspector General that we do not agree with…”. Is it just me, or does that sound a little like he’s publicly, intentionally embarrassing Horowitz? I mean, sort of like “We told this guy last month, giving him plenty of time to fix his report before releasing it, but did he listen to us?… noooo.”

    Any significance to this? Maybe I’m just reading too much into it, but it sure doesn’t seem to me that Durham HAD TO mention the part about “last month”.

      That’s always been the benefit of having the Durham investigation overlapping the Horowitz investigation.

      We all know that Horowitz always extends the benefit of the doubt to subjects of his investigations. We know he’s a fool in this regard.

      Durham is there to make sure everyone knows that Horowitz is a fool in that regard.

      The report was released yesterday, December 09, 2019…so how could Durham advise the Inspector General he did “not agree” with it last month?
      Durham — “…last month we advised the Inspector General that we do not agree with…”

      1)… was Durham being interviewed by the Inspector General last month as part of the Inspector General’s report
      2)… the Inspector General’s report was completed last month and Durham was able to read it

          Horowitz’s process and Durham’s processes are very different. IG Horowitz has only information from the FBI to go on. He also cannot force anyone to interview.

          Durham has access to everyone involved, and he can compel testimony. He actually wants everyone to know that Horowitz and he spoke about this, and he has information that Horowitz does not have. Horowitz is not in a position where he is allowed to use outside information to decide his investigation, anyway. So, he put Horowitz on notice that his investigation has other ideas, and he wants US to know that, as well.

          I believe that Sundance is thinking A connection to CIA through Mifsud? Something along those lines.

      I think its just Durham letting everyone know that Horowitz did not have access to the same information as he. I don’t see it as a ‘hit’ against Horowitz per se; it’s just his professional way of stating that we’ll need to wait for his report to know ‘the rest of the story.’ (With apologies to the late Paul Harvey.)

      That little nugget really stuck out to me. I doubt Durham’s intent was to embarrass Horowitz, but there are several reasons to include this in a public statement:

      1. Get ahead of the media spin.
      2. Make clear that Durham and Barr are not surprised by Horowitz’s findings, but were already privy to them.
      3. Make clear that any subsequent findings/actions by Barr/Durham are not reactionary, but have been in the works.
      4. Make clear that Horowitz is not the be-all, end-all in this matter of opinion.
      5. Remind the public that they have long had access to info which Horowitz has not.

      The U.K. prime minister had been publicly critical of Trump, and Papadopolous demanded an apology. Downer had to explain to Papadopolous that he was just a pipsqueak who should keep his mouth shut.

        Many older Australian families have close links to the UK and its govt. Even 50 years ago many Aussies called UK ‘the home country” and Downer’s family is of this type. Although we were granted independence in 1900, there remain very close informal and formal (the Queen) ties.

    Mifsud’s own words in a 2017 interview for an Italian magazine before he disappeared:

    “I facilitated contact between OFFICIAL and UNOFFICIAL sources”.

    If so, that means Downer was the OFFICIAL source that provided the legal predicate. But Halper, and his CIA connection with Brennan, was obviously the UNOFFICIAL source that enlisted Mifsud to “push” the foddered rumor to Popadopoulos, so that the official source, Downer, could “pull” it from him.

    A very clear set up.

    (Also Mifsud stated he was a “member” (?) of the Clinton Foundation).

    Mifsud is the key to this entire scam. Unless they had proof that he was a Russian asset there was ZERO reason to open Crossfire Hurricane. AND THEY DID NOT EVEN ATTEMPT TO FIND OUT WHO HE WAS. And the lie, propagated by the same people, extended into the Mueller report. My guess, Mifsud and Downer were working off the books for their buddy Hillary, maybe in co-ordination with Sid Blumenthal and Cody Shearer. In which case, we have proof positive that this was a black -op all along against Trump and his people. And now we know why Mifsud is in hiding and afraid for his life.

      Sure some would have checked him, assuming they didn’t know. A very easy thing to do when you work at FBI (or CIA), because several people in higher echelons know one or more colleagues of Mifsud…

      Mifsud was hired in 2015 (as director) by LCILP by a director who is a former FBI Liason (for counter-terrorism, CT) for the UK, she knows people like Mueller (then head of the FBI) and Brennan (then head of a UC CT agency).
      So any FBI-er looking at Mifsud’s profile would have an easy entry via her.
      Any CIA could go via Brennan, or more easily via other Mifsud contacts:
      – Crawford (MI6) is Mifsud’s collegue at LAD, where je was a director, just like Mifsud. Crawford is an old collegue of Steele.
      – Claire Smith (MI6, JIC) is another collegue. She is like Mifsud a teaching professor at Sterling University. She did at least one training together with Mifsud at LINK campus.
      etc etc.

      Enough people to quickly call for a few quick questions to verify who Mifsud is, assuming that all is on the up & up…

        Remember that Papadopolous said that the FBI wanted him to wear a wire when he spoke to Mifsud. Then they dropped the idea. He did not know it but the FBI talked to Mifsud between those two events. I think that Sundance is right – Mifsud was sent by Halper, or someone else, not FBI.

  11. The huge problem is the FBI started before July 31, 2016. The FBI/CIA/Obama admin/Italian intel initiated the Papadopoulos meeting to start the whole thing.

    It was a set up/ frame job from the start.

    What no one is talking about is what have the CIA/Intel/FBI done to run DC like this in the past?

      My guess would be that it’s routine with pols “kept in line” via threat of skeletons being exposed. Pols know that. Don’t seriously rock the globalist boat unless you have a squeaky clean background which most do not. Note Schumer’s famous “six ways from Sunday” comment.

        George Webb usually explains what is happening now with how these things have been done before so if you’re interested you can look there. It’s a non linear live crowd sourced investigation but there are playlists that help and listening to him overtime makes him easier to understand.

    Mifsud’s lawyer said to John Solomon months ago (see arcticle below) that Mifsud was willing to testify that he was working for NGOs connected to Western intel. Barr and Durham went on a surprise visit to Italy in September to supposedly listen to a taped deposition by Mifsud, the one he made IN THE SUMMER OF 2018 (before the mid-terms!!!) which then leads to questions about WHY that wasn’t listened to LONG ago!!!

    The NGOs listed in the Solomon column probably act as “good old boy” intel retiree networks that provide “justifications” for Western intel investigations, in this case, as Dan Bongino points out, by “parallel construction” providing “justification” to open up and expand on the ostensibly “legal” side an already ongoing, illegal investigation based upon nothing other than angst against people the BHO WH didn’t like (like General Flynn).

    An investigator told Swiss attorney Stephan Roh that Durham’s team wanted to interview Mifsud, or at the very least review a recorded deposition the professor gave in summer 2018 about his role in the drama involving Donald Trump, Russia and the 2016 election.

    Roh [Mifsud’s attorney – Z] told me the information he is preparing to share with Durham’s team from his client will accentuate those concerns.

    Mifsud was a “longtime cooperator of western intel” who was asked specifically by his contacts at Link University in Rome and the London Center of International Law Practice (LCILP) — two academic groups with ties to Western diplomacy and intelligence — to meet with Papadopoulos at a dinner in Rome in mid-March 2016, Roh told me.

    A May 2019 letter from Nunes to U.S. intelligence officials corroborates some of Roh’s account, revealing photos showing that the FBI conducted training at Link in fall 2016 and that Mifsud and other Link officials met regularly with world leaders, including Boris Johnson, elected today as Britain’s new prime minister.

    A few days after the March dinner, Roh added, Mifsud received instructions from Link superiors to “put Papadopoulos in contact with Russians,” including a think tank figure named Ivan Timofeev and a woman he was instructed to identify to Papadopoulos as Vladimir Putin’s niece.

    Mifsud knew the woman was not the Russian president’s niece but, rather, a student who was involved with both the Link and LCILP campuses, and the professor believed there was an effort underway to determine whether Papadopoulos was an “agent provocateur” seeking foreign contacts, Roh said.

    The evidence, he told me, “clearly indicates that this was not only a surveillance op but a more sophisticated intel operation” in which Mifsud became involved.

      The Attorney General of the United States said yesterday, in writing, that the FISA warrants on Carter Page emanated from an “abuse of process” by the FBI.

      This admission by the United States will be of great use to many who will soon be filing motions and/or new legal actions.

    What Nunes said last night. The “spies” used to spy on Flynn in 2014 are the same spy’s who were listening to Papadopoulos and Page, etc, before the Crossfire Investgation opened. He said that needs to be addressed. Why were they already spying on these people? That, he said is the biggest thing that needs to be addressed above all else.

    Horowitz should not have addressed the origins or propriety of Crossfire Hurricane AT ALL. He was charged to look at FISA abuse on the Carter Page warrants. He should have made the assumption, and stated it clearly, that CH was properly begun.

    I suspect this was the real issue between Barr/Durham and Horowitz. What are you doing commenting and purporting to reach conclusions on something you weren’t charged to investigate, particularly when you don’t have access to anything CLOSE to the evidence necessary to opine on the subject?

    This is false. Papadopoulos never “suggested” or stated any such thing. He was never in contact with “Russia” and simply passed along what he thought was a rumor which he’d been told. (Told to him by Western intelligence, as it turned out) This was and is a preposterous “predicate” on which to base an investigation into any US person, let alone a leading Presidential candidate.

    What is MASSIVELY concerning to me is the fact all this hanged on “Russian interference”. The entire origination of Trump surveillance by obama and team was due to “russian interference”. Barr/Durham already found much abuse of power with the faulty Steele Dossier and lawyer’s lying to use it for the basis of everything. Of course, all Dem’s then used it for the basis of continued COUP operation. This entire process of the dem’s coup, even currently with the impeachment scam, is all based still on “russian interference” and its FUBAR origination in the Steele Dossier used throughout the chain of democrats. My MASSIVE concern is this, why hasn’t Barr/Durham spoken with Julian Assange? He is the only one who has stated he has FACTUAL evidence the “russian interference” wasn’t russia but ACTUALLY the DNC. Why has Julian Assange been so sought after all these years to be locked up forever without a trace? Why nobody hears about him now after his claims and evidence against the so called “russian interference”? Seth Rich killed? Barr/Durham must interview JULIAN ASSANGE to be thorough!

      That’ll be interesting, but he’s all but certain to get extradited… Then what happens? Pardon?
