In order for Barr to proceed the FBI has to investigate a federal felony and find evidence. They then have to present the evidence to a Grand Jury. The Grand Jury will investigate and if the evidence is sufficient they will write and issue a indictment with a charge of of a Federal Felony! When these steps are completed the DOJ AG, (Bill Barr) will assign a prosecutor to prosecute the case. Barr cannot do anything without a Indictment!!
Barr doesn’t have to wait for a damn thing to order federal marshals in to make sure a court order is enforced, especially in a federal election. He can do it right now if he wants.
The order is by the Pennsylvania State Supreme Court. It has to be enforced by state law enforcement. It cannot be enforced by Federal Marshals as it is not a Federal matter yet!!

If they pack the Georgia ballot box to show Biden with more votes, can the Georgia legislature itself contest the vote and either send GOP electors or – more likely – choose not to certify the election results? Georgia has a GOP governor, both houses of its general assembly controlled by Republicans and a Republican Secretary of State. The Arizona legislature is also controlled by Republicans and Ducey is nominally Republican. The AZ SoS is a Demonrat. Both houses of the North Carolina legislature are GOP-controlled, although the governor is a Demon and elections are certified by the state board of elections.
If GOP states fail to certify the election and refuse to send electors, Biden could fall short of 270. Even if he’s ahead, but doesn’t have 270, it would go to the House. Would a majority of states’ Congressional delegations (sworn in on January 3rd) be controlled by the GOP?
