Let the record be totally clear on this – The Senate HAS NOT Passed a budget for over Three years.   The Senate HAS NOT proposed a budget since 2008.


FACT – The last federal budget was signed into law by President Bush in September of 2007 for Fiscal year 2008.   In 2008, 2009, 2010, the Democrat controlled House and Senate chose not to even propose,  advance, or adopt a budget, and instead used continuing resolutions to pay for government as they raised he debt ceiling.
Raising the Debt Ceiling and Continuing resolutions (CR’s) ARE NOT passing budgets, regardless of how high the ceiling raised or how long the CR is in effect.
In 2011 the now republican controlled House passed a budget – The Senate did not, nor did they “Harry Reid” allow the 2011 budget “Ryan Plan” to come to a vote.   The Senate did vote on President Obama’s budget proposal with failure by a margin of 97 – 3, but again did not present a budget themselves.
In 2012 again the republican House passed a budget, again called “The Ryan Plan”  – The Senate did not propose a budget, and again voted on the President’s budget with failure of 99 – 0 with Republican Mark Kirk (IL) unable to vote due to stroke.
