The Guarantee Clause, found in Article IV, Section 4 of the U.S. Constitution, mandates that the federal government ensure every state has a “Republican Form of Government”. The problem with this is enforcement. The President can issue an Executive Order requiring all states to comply with this constitutional requirement, but we all know they will ignore it. The Congress could refuse to certify election results from states who do not comply – but we all know that this Congress would never do that.
You are right that this is constitutionally required, but we live in a country where a significant portion of the population refuses to comply with the Constitution. IMO this can’t be fixed. We either have an amicable separation or we will have unending chaos.
