There are, I believe, main lobby level, terrace level, down more stairs to ballroom level.
The doors at that security check appear to be terrace level exterior doors that have been secured.
He made it down to the terrace level somehow, assembled the gun, then raced through the security check, but judging by the pictures was somehow stopped at the top of the stairs leading down to the ballroom level.
Best I can tell.

Cole Tomas Allen ran unimpeded right through the security setup, and towards the ballroom door. He should not have been able to make it that far.
In the future, block off the end of the magnetometer area by stationing 2-3 large sturdy individuals with weapons directly in front. That would have stopped the lunatic in his tracks. As it was, he got by them all, and they had to turn around to fire at him.
