Whereas the 3/5ths rule was used to increase the power of the slave states through their ownership of chattel slaves, the second section of the 14th amendment was a threat to diminish their power for violation of former slaves rights.

The additional of “and subject to the jurisdiction thereof” is a qualifier or limitation I would think. If they left that phrase out then it would be definite that anyone born in the U.S. would be a citizen.

With that, and PDJT announcing that keeping the SoH open is the job of those who rely on it, it’s hard to see any realistic role for U.S. ground forces.
