I think that is Marco holding the note — the camera took the photo before Marco handed it to President Trump. I saw a different photo and the hand didn’t look grubby. It’s probably light/reflections with the photo blown up that make it look that way here.

Prior to the foolish enactment of the 19th Amendment, the “Several States” could have easily resolved the present impasse by recalling their Senators.
“The 19th” caused both Houses to become carbon-copies of the same thing. Instead of the very-different role for the Senate that our Founders had in mind.
Perhaps it is now clear why the same Several States should now convene an Article-IV “Constitutional Convention” to repeal this Amendment, among many other things.
