It’s typically not relatively easy to access a rooftop on a campus building without significant pre-planning, an inside job, or both. Especially while carrying a long rifle. Would also need to know the layout of the event in advance to pre-plan a shooters position.

That looked like a wooden stocked telescopic sighted hunting rifle with a suppressor or possibly only a muzzle brake attached to the end of the barrel.
This IS NOT the tools of a real pro. Yes this gear is more than sufficient at 200 yards or less of range but it is not what a pro would use.
Most avid hunters no longer use wooden stocked rifles because wood is susceptible to humidity. Wood moves like when one of your doors sticks in extremely dry or extremely damp weather. When a wooden rifle stock moves due to humidity it can change impact point by several inches and make the rifle useless until re-sighted in.
That setup is not the setup of a pro shooter who would have a better/larger scope and fiberglass or other material stocked rifle.

I don’t easily recognize that weapon but the barrel suggests a small caliber. Still could have been a .223.
The shot was a direct hit to the heart. Kirk must have been wearing a steel plate because what hit him was likely FMJ shrapnel splashing after hitting his armor. If it had been anything softer the hit would likely have been stopped and the point of impact would have been an inverted cone focusing the debris away from his face.
I can’t know why he was wearing something that would absorb impact. That should be a question for the police to ask the security detail and something for them to answer in public.
If it was the police who gave him the metal plate armor or even recommended it, there’s a problem.
Like anyone else I’m speculating and could be wrong about some things but the T-shirt popped out right where his heart is. And he got hit on the neck. That says some things that aren’t what I would have expected.
That ain’t it. Just looked at stills from that video it is most likely a break barrel pellet gun. They routinely have suppressors (look up gammo pellet rifle). They also have scopes.

One thing I am noticing is that there is not nearly enough security at these events that the people on our side do.
This many have been okay in the old days –which were not very long ago, but it’s certainly not okay today.
These are incredibly dangerous times..
That kind of security did not used to be necessary on college campuses. Back in 1996 during the debates for Prop 209 (anti-affirmative action in California schools), David Duke (KKK) and Joe Hicks (NAACP) were both asked to debate at Cal State Northridge (CSUN). Both speakers came and no one was shot.

When Romney ran, 2012, I went to see his son speak at a University. I noted after the event, it was later in the evening, the son and an aid, friend, whatever the person was to him walked down a side walk w/little lighting, bushes on each side of the walk and neither had a care in the world. Just chatting it up heading to parking lot to drive themselves home. I know because I was following them out to the same parking lot to get in my car and go home. I was right behind them, watched them get into a car, and saw no one w/them. I have zero professional security training but thought it was odd. Rich father running for president? Anything could have happened, kidnapping, shooting, assault.
I am ashamed to admit I supported Romney, but at the time I was being a good little Republican, Romney or barry. Anyway, yes, we are in very dangerous times. Up until recently it was nothing to see our representatives out and about by themselves at town halls, fundraisers, community events, now many of them have friends go along as “security” to keep an eye on things or barrier lines are used. It used to be one of the things I loved about where I live, personal and close access to people running for office, now it is hard to get near them, even at a local level. I don’t blame them really.
I didn’t just fall off a turnip truck, and I won’t pretend to know what the hell is going on in this country, but I do know for sure that our psyches are being played in the most horrific way possible. I think millions were getting too close to the actual truth, and believing that all is not as it seems. It’s a non-stop assault on everything decent, sensible, righteous, good, and normal. I loved Kirk for his intelligence, respect for opposite viewpoints, and engaging in debate on subjects most wouldn’t or couldn’t touch on college campuses. By the way, who’s fault was that? Who’s policies have led to the disasters in our inner cities, and who’s cowardice led it being allowed to happen. Something is so rotten in this country, rotten to it’s very core, and the everyday distractions, pecking at our sanity is obvious and despicable. I don’t know anything except to stand for truth, no apologies, and stop spewing rhetoric that isn’t your own. We are on very thin ice, and no one except God Almighty knows how and when this will play out. Just be on the side of truth, justice and love for your fellow man.
Utah does have firing squad executions right? I hope they use it if they do….
