The parliamentary government in France has once again collapsed, and right now no one knows exactly what is going to happen. Prime Minister François Bayrou’s minority government has been taken down following a 364-194 parliamentary vote of no confidence.

Increasingly, French political groups are now calling for French President Emmanuel Macron to resign and reorganize with new elections. However, at this moment no one is sure what steps will come next.
FRANCE – PARIS — French lawmakers toppled Prime Minister François Bayrou’s minority government on Monday evening, thrusting the country deeper into a political crisis that will force President Emmanuel Macron to name a fifth premier in less than two years.
Three hundred and sixty four lawmakers voted to oust Bayrou, while 194 supported him. Macron’s office hasn’t said whether he will speak tonight.
But Macron has limited options to steer France out of this crisis. He is reportedly leaning toward appointing another prime minister — the fifth since January 2024 — but a new premier would face the same intractable parliament. So too would a technical government made up of civil servants.
Another snap election looks unappetizing, though, as it could easily deliver another hung parliament.
In an extreme scenario, Macron could even resign, but that’s highly unlikely given his past statements. (read more)

I remember growing up there was news every few months about the collapse of the Italian government. It’s unbelievable that now Italy has a government more stable than France or Germany. Granted, Italy changed the electoral laws a few years ago allowing larger majorities in Parliament.

While I don’t know what the next step in the sequence is, France is on the path to a live reenactment of Bastille Day.
As political machinery breaks down, the options of those in control become more panicked, erratic, and desperate. These people are not leaders, they are managers who only know how to work with in an existing program with a predetermined sequence of predictable events with predictable outcomes. Handling a series of events which require improvisation, adaption, and imaginative thinking are not only outside their capabilities, but make them fearful and irrational.
We are at the point where those who operate within Western governments are being forced to call new plays faster and faster, certainly faster than they can replenish their playbook. This is not sustainable. Eventually they are going to run out of plays, and when they have run out of plays they lose control.
History suggests that will be good in the long-term, but deadly in the short-term.
I always found it odd that the least capable people, who depend on the scaffolding you’ve outlined, are the ones who are far more likely to try to ‘change’ the existing system, collapsing the scaffolding and imperilling everyone else.
This time the talk in the UK, and I guess in Europe, is about the increasingly chaotic situation (one of Starmer’s ministers refused to be reshuffled, showing the PM to be less powerful than the interests backing the environment minister) and the growing realisation that there’s probably no political off-ramp to escape our current situation.
I understand it the opposite way: the least capable people are the ones least likely to change an existing system, because maintaining their privileged socioeconomic status is dependent on the continuation of that system. Thus they present no threat to the system itself.
People incapable of and disincentivized to making changes are ideal candidates to manage the status quo, until the status quo needs to be changed. But lacking the ability or motivation to adapt and evolve, the system they are responsible becomes frozen, unresponsive, and beings to collapse.
I don’t have much hope for France.
The problem for the French government is that not enough of their parliament are in on the grift that the PM and the president are in on, so they feel free to actually kick out non-performers instead of reelecting them, like we do over here.
Likely that’s a problem for the French Sixth Republic to solve.
What can be said? The French like to change things in government up from time to time.

Governments are large and complex systems. It takes time for enough pieces within the system to reach a point of failure for the system to fail catastrophically, but when the end comes it comes suddenly.
In the current situation ALL Western governments operate within a system that is global in size, global in complexity, and designed to isolate individual failures. However, the system has become too complex and too big for the operators to maintain. As their ability to maintain the system degrades, the rate of decay will accelerate. They more they become aware of their loss of control, the more irrational and ineffective their responses will become.
The Western leaders of today are in the position of Western leaders between 1900-1914, when the complex diplomatic system developed a century earlier began to spiral out of their control.

Macron dug a deep hole when he decided to dissolve the National Assembly, calling for a snap election obviously with hope to strengthen his own centrist coalition. We saw how that decision in June 2024 backfired. It resulted with no single bloc holding a majority and a deeply fractured legislature. Since then, he had not been able to form any stable government with all 3 PMs falling within one year. He can appoint a new PM but a government as such is unable to maintain the National Assembly’s confidence: the National Assembly being split among 5 major political groups. Which coalition is likely to coalesce around a new candidate? A new appointee faces the same legislative deadlock = no confidence.
What options are left for Macron currently? Is he going to push legislation without a vote (flashback 2023) or dissolve parliament and opting for snap elections? The latter move would enable the far-right National Assembly to gain much ground; even if very likely still short of a majority.
With debt servicing consuming around 6-7% (a public debt of almost 3 and a half trillion – €3.346) of government spending, France’s fiscal credibility is under pressure; with credit rating agencies all watching closely.
A snap election offers a path to a potential political clarity, but which does not ensure improved fiscal credibility. It may instead, intensify economic and political instability.
They won’t be able to muster the Muslims to go to Ukraine.

Wednesday is going to be interesting in France. The 10th is a “National Protest Day”, and there is a lot of effort being made into re-invigorating the Yellow Vest movement. Frances’ economy is in the toilet, and the current majority position in Parliament is by the “Bloquons” (Block Everything). At the same time, Le Pen is pushing loudly for a “snap election”. Her appeal gets rolling in January of 2026. And the Nationalists in France are revved up to gain more ground.
Just like in Germany, someone in France made the stupid decision that the best way to neutralize a Nationalist movement is to overtly punish them more resolutely. It has, will, and will always have the opposite effect on nationalism from what is desired by the authoritarians. I hope they never learn the lesson.
