Crowd control remains very difficult for National Guard and other military, even those trained in urban warfare, because they cannot just shoot unless personally directly imminently threatened with serious bodily harm or death. And tasers are useless for crowds. (And, of course, these people are not the grandmas peacefully “parading” on J-6.)

While I would say the same as you, after doing some research it appears there is a “Use of Force” reason behind its uncommon usage in situations such as these riots.
Developed for the Military, there are lowered capacity ones for LEO use, but even they can be misused and cause the “Use of Force” issues as well.
