It’s not so much junk because it’s imported, it’s mostly because the material we are getting is recycled metals where the mechanical properties are anything but consistent. Recycled metals are great for ornamentation, but for structural applications, not so much.

Bring back shop class in middle and high school.
One of the great things about the manufacturing sectors is that you learn on the job for most occupations.
Most if not all professions there is a fair amount of on the job training. As I reflect back on my engineering career I see how much I had to learn to become capable of doing the job. To me what makes the difference is when a company invests in coaching and nurturing their people. I applaud those that can see past what a person brings to the table to the potential a person can become. To your point, some things can be taught in school, but everything a person does is by doing.
People are working there now, but also remember people have families who grew up in steel. Young people grew up hearing how it used to be and many are looking for a future that allows them to have such a family life again.

While the clapping proceeds, I’m cognizant of two American companies, Cleveland-Cliffs and Nucor, not Japanese, putting together an offer to purchase U.S. Steel that was very competitive, 10 billion versus 14.9 billion.
Then anti-competitive arguments were raised due to a potential domestic monopoly on steel-making. Selling to a foreign corporation solved that. Now a foreign corporation controls U.S. Steel’s percentage of production.
Perhaps my age has something to do with my skepticism. Any of us raised by WW2 vets likely have experienced it. Perhaps some of it comes from the Chinese buying Smithfield, the domestic meat producer, and many other incursions by foreign entities into our domestic production channels.
Scores of tons of U.S. steel passed through the machines in my shop over the decades. I made it a point to buy U.S. produced metals for my work. Why? America first.

Generally speaking, lack of thoracic spine mobility is the cause of 70% of cervical pain. Whether you have a thoracic spine problem, shoulder, problem, or a neck problem, approximately 80% of the exercise exercises will be the same.
Let’s assume you have limited head rotation or side bending. But I would do during an evaluation to see how far you could move all that up with an exercise that I thought would make it move better. And then retest the rotation or side bending.
If you are up for trying, YouTube wand, horizontal abduction, and wand flexion. Also search thoracic rotation and thoracic extension.
Shredded ligaments, degraded discs, dysautonomia and brain-stem fever are hard to therapy one’s way out of.
I am though, doing what I can, and stabilization of aggravating conditions is on my plate, but severely limited by the damage that could only be addressed via repair techniques that don’t yet exist, but could soon, were I to hook up with the right surgeons looking to revolutionize their fields.
Most physical therapies only make everything worse, and many conditions derived from dysautonomia make much of it impossible. I wish I had a refrigerated salt-water pool, the only environment I could push some of these regions without dire consequences.
