But Harry Reid changed cloture to 51 in 2013, the “nuclear option”, for judges, cabinet secretaries, agency heads, ambassadors. In 2017, Mitch added Supreme Court Justices.
They also skip the 60 vote cloture for budget-related matters, war related, trade promotions, review/repeal fed regulations.
