The number of BSL4 labs is rapidly increasing, with most of the new construction taking place in Asia.
In 2021, we identified 59 BSL4 labs that were in operation, under construction, or planned in 23 countries. By the beginning of 2023, that number had increased by ten to 69 labs. There are 51 BSL4 labs in operation, three under construction, and 15 planned, all spread over 27 countries.

Introduction
The danger to world or regional public health from the escape from microbiology laboratories of pathogens capable of causing pandemics, or Potentially Pandemic Pathogens (PPPs) has been the subject of considerable discussion including mathematical modeling of the probability and impact of such escapes. The risk of such releases has generally been determined from estimates of laboratory infections that are often incomplete, except for the recent 2013 Centers for Disease Control (CDC) report, which is a significant source of recent data on escapes from undetected and unreported laboratory-acquired infections (LAIs).
This paper presents an historical review of outbreaks of PPPs or similarly transmissible pathogens that occurred from presumably well-funded and supervised nationally supported laboratories. It should be emphasized that these examples are only the “tip of the iceberg” because they represent laboratory accidents that have actually caused illness outside of the laboratory in the general public environment. The list of laboratory workers who have contracted potentially contagious infections in microbiology labs but did not start community outbreaks is much, much longer. The examples here are not “near misses;” these escapes caused real-world outbreaks.

Data from US annual reports on the theft, loss, and release of Biological Select Agents and Toxins (BSAT) which are pathogens or toxins that have been determined to have the potential to pose a severe threat to human, animal, or plant health, or to animal or plant products.
Examples of the causes of a release may include:
■ Bites or scratches from an infected animal
■ Equipment or mechanical failure
■ Spill of BSAT outside of a biological safety cabinet
■ Failure or problem with personal protective equipment (PPE)
■ Needlestick or other percutaneous exposures with contaminated sharp objects
■ Open bench work involving diagnostic samples (later identifed as BSAT) without appropriate PPE

In 2019, FSAP received 219 reports of BSAT release and 13 reports of BSAT loss. By comparison, FSAP has received between 193 and 237 reports of releases each year since 2015, and 8 to 12 reports of losses. As in 2015 through 2018, there were again no reports of theft of BSAT in 2019.
Of the 219 reports of a BSAT release, 92 were submitted by registered entities and 127 were from non-registered entities. For registered entities, the most common cause of a release was due to a failure or problem with laboratorian personal protective equipment. For non-registered laboratories, the most common cause of a release was due to manipulation of BSAT outside of a BSC or other type of equipment designed to protect laboratorians from exposure to infectious aerosols.
■ For 24 of the reported releases, FSAP agreed with the entity that these reports presented minimal to no risk of occupational exposure.
■ The remaining 195 reported releases did involve a BSAT occupational exposure.
◆ In 18 of the 195 reports, the entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 177 release reports, entities provided 1,076 individuals (166 individuals from registered entities and 910 individuals from non-registered entities) with occupational health services, including medical assessments and, if needed, diagnostic testing and prophylaxis.
◆ None of the releases resulted in identified illnesses, deaths, or transmissions among workers or outside of a laboratory.
All 13 reports of a loss met the regulatory criteria for a loss. For each report, FSAP identified the cause of the failure to account for the BSAT. None of the losses resulted in a risk to human, animal, or plant health.

In 2020, FSAP received 13 reports of losses, 158 reports of releases, and no reports of thefts.
For the 158 reports of releases, 69 were submitted by registered entities and 89 by non-registered entities.
■ FSAP agreed with the reporting entities that 24 releases presented minimal to no risk of occupational exposure.
■ The remaining 134 releases involved occupational exposure to BSAT .
◆ In 12 of the 134 releases, the reporting entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 122 releases, the reporting entities provided occupational health services (including medical assessments, diagnostic testing and/or pharmaceutical prophylaxis) to a total of 483 individuals (68 individuals from 25 registered entities and 415 individuals from 77 non-registered entities).
None of the releases resulted in illnesses among the general public, nor did they result in any deaths or transmission among workers or to the outside of a laboratory into the surrounding environment or community.
However, one release reported by a non-registered entity resulted in the illness of one worker after exposure to Coxiella burnetii. The source of the infection was attributed to contact with infected animals in the performance of the worker’s duties. The worker received medical treatment and fully recovered from the illness. The entity notified all workers potentially exposed to the infected worker and found no evidence of disease transmission to others.

For the 177 reports of releases, 71 were submitted by registered entities and 106 by non-registered entities.

■ The remaining 150 releases involved occupational exposure to BSAT.
◆ In 11 of the 150 releases, the reporting entity determined no occupational health services were necessary based on the circumstances of the release.
◆ In the remaining 139 releases, the reporting entities provided occupational health services (including medical assessments, diagnostic testing and/or pharmaceutical prophylaxis) to a total of 576 individuals (52 individuals from 31 registered entities and 524 individuals from 94 non-registered entities).
None of the releases resulted in illness, nor did they result in any deaths or transmission among workers or outside of a laboratory into the surrounding environment or community.

In 2022, FSAP received 6 reports of losses, 170 reports of releases, and no reports of thefts.
For the 170 reports of releases, 63 were submitted by registered entities and 107 by non-registered entities.

I have read those posts by SD about lobbyists writing the laws and of course I agree. But I think there is another layer between those lobbyists and our representatives.
When I read the cr I find it has a ton of provisions that make it easier for our representatives to cover their tracks, make more money, gain more power etc.. These provisions have the feel of an insider track lobbing cherries into the cr.
Those provisions would not have a lobby working on behalf of congressmen to burrow into the government woodwork to the extent they are trying.
I am also aware congressional staff members jump from ship to ship as personal changes, it is a career path.
You can find staffers that worked for a crazy liberal, working for a staunch conservative, if there is such a thing, a few terms down the road.
So it begs the question, who is writing these proposals only insiders on the house floor would understand?

The Social Security ‘Fairness’ Act that expands the deficit by 200 billion doesn’t sound fair to me. Whatever a bill title says, just figure it’s the opposite. Just like the Inflation Reduction Act.
I worked 40 years, paying into social security, a state pension plan, or a combination of the two for those 40 years.
Since I draw a public pension, my earned social security payout is reduced by approx 2/3.
Had I worked for a private company that had a pension plan, my social security payout would not be reduced.
The Fairness Act would restore my full social security benefit, which I earned.
That’s because people in the private sector don’t get pensions anymore, bud.
Teamsters, UAW, and several other private industry union people will get pensions and full Social Security.
So what … if they paid into the Social Security System and qualified they deserve their benefit no matter if they have pension.
If someone pays into two systems, public, private, military, or combination of all of the above, then they should be entitled to the full benefits they were promised when they joined the program. This bill does NOT give Social Security benefits to people who ONLY worked in a government position, for which they are receiving a pension. It is ONLY related to people (like my husband) who spent over a dozen years in a private sector job, paying into Social Security, and THEN became a firefighter.
He was in that job for over 30 years and paid into the state Firefighters’ Fund, which is where his pension comes from. BUT because of the WEP, he will not receive the full amount of Social Security benefits that he earned for his time in the private sector. He is NOT trying to apply for Social Security based on his years as a Firefighter, because he did not pay into the system during that time and he has a pension, but he did pay into SS for over a dozen years (actually more, because he did contract work in construction while he was working in the fire department and paid both halves of the SS on that income as well).

There are issues involving the Government Pension Offset (GPO) rules that need to be discussed but an earned benefit is an earned benefit. His comments are related to the Windfall Exclusion Provision (WEP), which is robbery when applied to folks who actually paid their qualifying taxes.
It’s a benefit one pays into that is being turned into a Social Welfare Program because Politicians do not want own up collecting a Welfare Tax.
Unfortunately, the bill currently under consideration is full of “ornaments” giving benefits to some who never earned them to get support from all our uniparty friends. The issue has been floating around for years and never gained traction until enough glitter was thrown in to please everyone.
To be clear, there are people in the private sector that do get pensions.

Huge “clean” CR is still crap. I would not vote for anything over 40-50 pages. Preferrably, 10-20
So the CR is now considered a preferable solution because Congress has gotten out of the habit of doing their job—for well over a decade now.
And every year, each line item is automatically increased as a starting point, even for programs that are no longer relevant or functioning (as many of them were from the beginning, of course)
And now things are so stupid that, apparently, everyone is relieved that a “normal” CR is going to happen.
