My instincts are always to hold my hand until time to lay it on the table. That said, I am not a politician with a mandate.
Seems to me an early announcement, even it was known well in advance this was coming, incentivizes the target set to expedite the domestic operations/infrastructure they are no doubt building, to act violently between now and Jan 2025 inauguration, to exit the country once the infrastructure is in place. The flip side is if one knows they are a target, they are also incentivized to “get the heck outta Dodge” sooner rather than later.

DHS is an intelligence group. A border czar wouldn’t need to be intelligence per se though I imagine would need to have full clearance access in order to be able to select and prioritize individuals for deportation. This could include any and all foreign agents previously allowed to be here “illegally/undocumented.”
This positioning as Sundance describes it, inhibits the RINO Senate from blocking and interfering. They may attempt to make law against this, but at the end of the day, precedent and powers under the constitution will result in SCOTUS striking down any such law as unconstitutional.
Priority #1 is to get US IC out of domestic affairs as much as possible. Any attempts by the IC to exceed their authority should result in immediate termination.

If I remember correctly, and the law hasn’t changed, the Attorney General (maybe DHS sec now) can issue a National Security Letter for use in deportation, avoiding an immigration court hearing. Never been used to my knowledge. This possibility could be applied to large categories of criminal aliens or aliens connected to foreign intelligence or influence operations.
