A smart deportation policy is as close to “win-win” as possible, which on the face of it, is tough because you’re talking about a LOT of illegal immigrants who sacrificed and simply came to America, to BECOME Americans, and to share in BOTH the burdens and blessings of citizenship. Are they a majority, minority, who knows. Bottom line is, set this up to create a flood of voluntary deportations. For example, offer the plane ticket, assistance with terminating personal affairs (i.e. maybe the government buys their cars and personal property, handing them a check), $5000 to restart their lives back home, and an automatic-completed application for a legitimate US VISA. That process also means forfeiting any illegitimate claims to asylum. A second, different policy to settle the remaining asylum claims – I won’t go into those details, most of you know the issues. Third policy, for anyone who chooses NOT to voluntarily repatriate, fairly draconian consequences. Confiscate any personal property and assets, including banking accounts. Possible prison time (non violent felons), and I’m talking about a fenced, desert compound for low risk immigrants, with no ice cream and maybe, cold showers once a week. A separate policy for illegal immigrant felons, or violent offenders, with a separate, Federally run prison system. (Maybe even contract this function out.)
Bottom line, go home voluntarily and benefit, or become criminals, treated like criminals, NEVER be allowed into the USA again, and rapid deportation. If countries like Venezuela refuse to accept their citizens back, land them using US Navy Amphibs with food, water, and a direction to walk back home. Or air drop them, I don’t care.
Last, for any of those deported, who reoffend/return, 3 year prison, 10 year prison, and life in prison, again, in a specific prison system for foreign nationals, and I don’t care if it’s contracted to Mexico.
Yes, this will all cost American money, but far less than adding 15 million + dependents to the American health and welfare systems.
I say we pause letting people immigrate for awhile while we straighten out our own house first, and when we do start letting them in again they all can’t be from one part of the world.

This is not law its prosecution policy.
Reentry after deportation of an aggravated felon, is a serious felony, prosecutable for up to 20 years. If I remember correctly.

The CBP Officers are trained in both Customs Law and Immigration Law! One inspector does the job of two.
Plus they have specialists at each port of entry for secondary inspections!

It also centralized contracting / budget decisions similar to a pentagon joint chiefs’ organization.
