Not exactly. As the article states, this was an error made a number of years ago that resulted in some drivers getting replacement licenses, and mistakenly having their voter registration updated as “citizens” when they in fact had not presented proof of citizenship as a law change required.
Most are long time residents/voters, and it effects more registered R’s than D’s.

Here is some real science anyone can see when they drive. First, people have said this is the worst I have ever seen. At absolute most that is 80-100 years. Put 2 more zeros on that and then get back to me.
Second, drive most anywhere outside of most coastal plain areas. Basically for most of the southeast it’s called the fall line. For GA, its about Macon. I’m sure that’s a good estimate to wrap around east to carolinas and west thru alabama and mississippi and beyond. Drive those roads. Every single road not cut flat like interstates has a repeated pattern of going up to the peak between one river/creek and the next. Then you drive down to the creek/river. Any flat places down in those low areas is called a flood plain. It’s called that for a reason. Many times (in order to make flat like that) in the last 1000s of years that has been flooded.
Pretty much 100% of the time, the best thing to put in flood plains are golf courses and cool riverside walking trails/parks. With the most substantial construction being picnic shelters and maybe playgrounds.
That is science. And if your liberal friends scream climate change, tell them, that flood plain means it’s gotten up that far many many times.

Here are the 4 counties to watch in North Carolina on election night, along with Biden’s vote total percentage in 2020:
Durham – 80.4%
Guilford – 60.8%
Mecklenburg – 66.7%
Wake – 62.3%
If Harris is anything less than these percentages, she is history.
Those 4 counties out of 100 counties made up 40% of Biden’s vote total.
In contrast, those 4 counties made up only 20% of Trump’s total vote, and he won the state by 1.3%.
