One might argue so does the DOJ.
If this were any other software/process design context – such as medical records or finance, where professionally-designed laws like Sarbanes-Oxeley, Dodd-Frank, or HIPAA hold sway – nonsensical software/hardware/human processes like these would be illegal.
If you wanted to design a system that would facilitate fraud, this is exactly how you would do it. From the point of view of any experienced, compliance-trained computer person (such as myself), these things are complete nonsense.
And, well, I just want you folks to know that I and my colleagues do not design systems and processes like this! (Only partly because to do so is against the laws … also out of pride in our work, and keen awareness that people vitally rely upon the things that we design and build.)
As for these systems – “garbage in, garbage process, garbage out.” I would not trust any of the outputs that these systems produced, whether I liked them or not. The basis of trust is nonexistent. “This stuff is pure junk.”

I just received my mail in ballot for the California recall. My ballot does not have the issues we have seen in online videos. No fold through a candidates name and the 2 holes in the return envelope DO NOT show if I vote “yes or no” on the ballot. I’m just 1 county, LA county, but wanted to share. I will be voting in person anyway ??
I am in San Bernardino county and also did not find that thing about the vote showing through the hole in the envelope to be true, either.
I wonder if it depends on the county one lives in. Maybe they are target certain counties but not others.

I’m also in LA County and my ballot has folds in the middle of the circles for two candidates. Luckily, neither one was Larry Elders’, my choice for Governor.
I received my ballot as well (LA County) and there IS a fold in Larry Elder’s “box” AND there is a hole in the back of the envelope through which you can see my vote if I insert the ballot with the Yes/No side of the ballot toward the back of the envelope. When the envelope is shaken the Yes vote shows through the hole. I’m voting in person.
