Why does this matter?

Is this the same bracelet?

If so, who is this guy?

He appears to be a photographer, he has a camera.   The original hand print pictures are credited to the AP and first ran in the publication The Daily Mail for their story:  Bloody hand prints, stolen documents and shocking security failings: Harrowing  pictures inside crumbling U.S. consulate in Benghazi after attacks that left  ambassador and three others dead

A Libyan man explains that the bloodstains on the column are from one the  American staff members who grabbed the edge of the column while he was  evacuated, after an attack that killed four Americans on September 11th.

Was this “Libyan Man” present on the night before?   If so why?  Did anyone know he was present when Ambassador Stevens body was removed?  Has anyone talked to him besides the Daily Mail reporter: Beth Stebner about what he knows?

Bottom line:  Who is he?
