Allow me to establish from the outset that what Rand Paul is trying is valiant, admirable, and needed. However, simultaneously he is up against a massive institutional complex which has designed the architecture of dependency and need it to remain.

Some may dismiss what Rand Paul is actually trying to promote, I do not.
Beyond policy is something more important – engagement.
The greatest consideration a person or enterprise can give is the gift of understanding. As much as Rand Paul is offering policy suggestions to improve inner cities, he is engaged and listening.
However, one of the unfortunate realities he faces, which actually establishes the slope of the climb he is attempting, is the reality of dependency.
The suggestion for “Jack Kemp’s enterprise zones on steroids” is a solid idea – save for one difficult aspect.
Paul plans to introduce legislation next week that would designate areas with unemployment rates over 1.5 times the average as “Economic Freedom Zones,” where personal and business income taxes would be reduced to 5 percent, capital gains taxes would be eliminated and other incentives would be offered to potential residents and entrepreneurs. He said the measure would “leave over $1.3 billion in Detroit” over 10 years.
The problem or difficulty is most of the beneficiaries of the economic reconstruction he is trying to affirm do not pay ANY taxes now. For them, reductions to 5% are irrelevant.
Hence, you see almost no black or minority faces amid the assembly of people who are engaged to listen to his ideas and policies.

Years of Plantation Dependency from the Democrat Party filled with free stuff, Obamaphones, subsidies, EBT benefits et al, has created a mindset disconnected from the effort / reward equation.
When a man is afore you, with his hat in his hand, he assigns little value when you tell him he can keep what he has.
He is standing before you because he wants what you have, what you have always showed up with, and so the offer to allow him to keep his own does not compute.
He looks at you quizzically while thinking “where’s the pellet”?
