The non-technical terms to describe the predictable outcome would be America now prepared to launch the most comprehensive, technological surveillance system in the world.

30 years ago, a guy named Dr.Carl Saunders was working on the micro chip and how they could use it to help people with spinal chord injuries

These technologies may indeed be amazing and civilization altering. However the moral implications are astounding and the potential threats to liberty and free representative government of the people, by the people are profound.
Instead asking can we create this technology? We should be asking Should we create this technology?
If it can be created, it will…unfortunately.
