NewsMax explained it as Mayor Bass lied. You have to have a security pin to get into the press briefing. Padilla did not have one. Bass said they should have known a sitting US Senator as there are only 100 senators. But there are 435 sitting members of Congress and the secret service only deals with a few prominent members. In the Capitol the Capitol Police not the secret service is in charge of security.
According to NewsMax Padilla has never run for senator but was appointed to replace Harris so very unknown even in California.
As for his self identiting anyone could run in yelling they are a sitting senator. Also the Democrats keep saying this is a state issue. So why is a federal senator even there with all the Senate hearings and the budget negotiations going on in the Senate? He was certainly not needed but decided to interrupt anyway. Of course this is all contrived by the Democrats.

How he dressed, the removal of all his passes and badges before entering the room, puposeful struggling with security while elevated voice, pre-planned statements by Senate collegues (schumer) less than 15 minutes later. This is all part of the planned NO KINGS demonstrations on Saturday to ruin the Army Birthday and national pride impact it will have.
