With Obama it began before his presidency when he complained that the Constitution was flawed because it was couched in terms of negative rights, that is, the right to be left alone by your government. As opposed to positive rights, the right to get things via government.
One of the manifestations of this mindset was the “you didn’t build that” rhetoric in which government takes credit for anything the private sector accomplishes because they built the road in front of the factory.
Then there was the divisive “1%” rhetoric, laying the groundwork for “us” to take it from “them”. It starts as 1% because it seems easy to deny 1% of the population their rights in a democracy. Then when you run out of billionaires, you move on to millionaires, then it devolves to the 49% if we can get the majority (aka, the mob) to take away almost half of the people’s stuff.
