Honestly, I’ll admit I had to put the research away for a while because it was so disturbing. Yet, every day I’d stare at the white board and kept coming back to the dates. The dates -and- the creepy profile.
What is it about these dates? What it is about this geography? A geography of familiarity because I’ve spent quite a bit of time up and down the Appalachian trail much, much earlier in life. Perhaps that’s what’s so unnerving.
Without going into detail about all the scratched out post-it notes. I think there’s a possibility worth pursuing.
“Summer Camps” in Virginia.
Specifically camps that have summer activities, sleepover camps, for kids. A camp that Jesse Matthew might have familiarity with, or might even have attended. [And or campgrounds that are only seasonally active during the summer.]
Unattended, “off season” summer camps might make a good place for egress and access within distance to the geography.
Vacant camps providing opportunity and quiet?
Here’s a list of “active” summer camps. However “inactive” or no-longer-used camps should, in my opinion, also be reviewed.

Look, I’m no Perry Mason and I darned sure don’t have any expertise which would assign any value to my opinion in such matters. But what I am good at is exhaustive analytical research leading to generally accurate predictable outcomes.
Due to location, in conjunction with other unlisted factors, #5, #7, #3 and #4 should be checked first. There may be others which don’t show up on my simpleton BING search which might also be worth a review.
I would suggest looking toward “summer camps” (active or inactive), away from central utility access and with self-contained septic systems (septic tanks). Look in the underground tanks specifically – perhaps with disturbed ground cover near the buried access lids.
Did Jesse Matthew ever go to a camp as a pre-teen or teen? (Possibly co-ed) Or did he ever hold animosity about not getting to go to a camp as a pre-teen or teen? Did he ever work at a summer camp as a counselor?
Or did Jesse Matthew go camping in a specific campground or region which he would be familiar with as a teen or late teen? A seasonal campground with some amenities such as above.
A place where activity would be happening during the late spring / summer (too busy to use) but would be essentially vacant in late fall as the season changes.

Do the rapes act as opportunities to fulfill a sick urge when the abductions could not be accommodated – because the familiar process was unavailable to be executed?
