Maybe just a wrong impression, but does it seem like not everyone in their regime is on the same page? Saw something this morning saying the head of their parliament, who was the senior man of their delegation to Pakistan and apparently is as close as they can get right now to a civilian head of state, is not exactly seeing eye-to-eye on making a peace deal with some of the surviving leaders of the IRGC. So maybe the surviving speed boats are being sent out to cause trouble for the guy who is head of parliament?
