One of the hallmarks of the FBI has been their ability to infiltrate criminal organizations of all sizes, even when lacking an obvious structure or known head. Successfully infiltrating groups is one of the things the FBI is legendary for. With Antifa they may lack a single obvious senior node or cell to infiltrate, so why not start infiltrating each local one instead, as well as those funding their activities and equipping them?
There is no reason why they cannot succeed in that, except that their largely Obama/Biden appointed leadership up to now has not wanted to or been directed not to. Getting inside Antifa and bringing them down, doing what the FBI does best, is the present challenge for Bondi/Patel/Bongino to rise up to.
