I am writing this outline because we have many new readers and also to keep everyone on the same page, so to speak.
There is a reason why information held within an administrative agency, within a silo, is called an “equity.” The information has ownership exclusive to the originating agency or silo. A known equity of a specific silo.
EXAMPLE of an “FBI equity” and how it is handled below:
An “equity” is information with ownership belonging to a specific agency or silo. Only the agency head can declassify information within their silo. Ex. The head of the FBI cannot declassify or release the “equity” of the CIA. The head of the CIA can declassify an equity of the CIA, and the FBI head can declassify the equity of the FBI.
Only the President and the Director of National Intelligence (Tulsi Gabbard) can reach into any agency (silo), retrieve information then declassify it. The President and the DNI can work together to release information from any silo.
This process is what we are seeing with the releases of information, FBI equities, from FBI Director Kash Patel. These are exclusive equities of the FBI, and can be released (with approval) from the head of the executive, the President.
Then the issue of distribution surfaces. Once an equity is declassified, Patel then has to determine how to make the information public. He could: (a) release it directly from the FBI to the public; (b) release it to the legislative branch for distribution to the public (Grassley or similar): or (c) release it to a media outlet (Solomon), who in turn releases it to the public.
The White House may not want the FBI to release it directly to the public due to the appearance of politics. The legislative option may not want to be the distribution hub due to the appearance of politics. The media outlet may or may not want to release it for their own reasons.
The office of the President may not want the FBI to release the information directly because it can create a problem for the Executive if the material is framed politically. The FBI is a subsidiary of the Executive. The information can look very political if a political appointee is releasing information that is politically explosive in nature.
In the first set of FBI declassification releases, the White House obviously approved of the release and the office of Senator Chuck Grassley was working with Kash Patel to distribute the declassified information, because it pertained to research and investigations they were conducting. The “equity” was beneficial to their interests.
In the current FBI releases by Kash Patel, the exclusive FBI equities are being released to John Solomon for distribution. This approach is because of a pre-existing relationship.
At the same time Director Patel is releasing information from within the specific FBI silo, DNI Tulsi Gabbard is declassifying and releasing information from both her silo (DNI) and other silos (CIA). In the CIA releases, Gabbard is coordinating with the declassification approval of CIA Director John Ratcliffe.
When you understand the silo system and how information is considered an equity of each silo, you start to realize how certain silos cannot operate without the approval of another.
The DOJ cannot use a CIA equity unless the CIA approves. The DOJ cannot use an NSA equity unless the NSA approves. Regardless of how the information is identified, each silo must approve of their equities being released. If they do not approve the only option is for the President to override the silo head and declassify the information himself.
As an outcome of the way our checks and balances have been modified against our interests, the judicial branch has repeatedly deferred to the DOJ around the issue of “national security.” In fact, if the DOJ labels any Lawfare approach as a national security matter the subsequent evidence therein, the NSI (even when not seen) is accepted by the judicial branch without question. The judicial branch defers to the executive on all matters defined by the executive as “national security.”
This is the area of exploit being discussed by Mary McCord in this segment. However, notice there is one apparatus that can supercede the DOJ-NSD’s ability to weaponize Nat Sec Information, that’s the power of the intelligence apparatus. WATCH:

McCord notes how she and Andrew Weissmann navigate through the process of using National Security Information (NSI) as they move toward their target; the most common reference is their political opposition, Donald J Trump.
This silo process is also how the DC system protects itself from sunlight.
A whistleblower from the CIA cannot go to the FBI with evidence of corrupt activity and expect the FBI to take action on that evidence without the approval of the CIA. If the CIA whistleblower takes the equity evidence to the FBI and the CIA does not permit the equity evidence to be used, the FBI cannot use it.
Similarly, if a non-silo member of the public connects the dots using information/evidence from multiple silos, the DOJ cannot use that evidence without first requesting approval from each of the silo heads.
Silos only know their own information. Silos do not know the information in other agencies. This was the entire premise of creating the DNI, a super-silo that can cross reference each silos’ equities. Using this power is what I have been outlining for the past several years, and this is what Tulsi Gabbard has been doing for the first time since the DNI office was created.
Alternatively, Kash Patel has selected John Solomon for the release of information exclusive to Kash Patel’s silo. Because the equities do not involve any other silo, this is possible. Solomon doesn’t care if the information release is defined as political, and most of the information is expired old news being repackaged for public consumption.
Throughout this process, the MSM regards all declassified information against their interests to be political constructs, easily ignored. Trump as head of the executive is framed as releasing information against his political opposition.
Also understand, each legislative committee or sub-committee within congress (legislative branch) is its own independent silo. The HPSCI doesn’t know what the SSCI is doing, and vice-versa. Additionally, each agency within the executive branch is its own independent silo. There are also silos within the judicial branch, and within each federal court within the judicial branch – including the FISA Court.
Each silo is its own compartment of information holding exclusive equities.
This DC system has been weaponized over time to create the complicated mess that currently exists.
Keep all of this in mind, as you look at the information outflow and distribution network.

Is that so? As far as I remember the silos existed prior to 911, and a lot of the (partisan?) discussion post 911 was related to whether these silos had been deliberately created by the previous adminstration (Clinton) to protect it against investigations and possible prosecutions.
The creation of the DNI – as far as I understood it – was a way to break up the silos and make it less likely that intelligence information would be stuck in one silo to hinder the eventuality of a new 911.
This on the other hand created a conflict with the prohibition of the CIA to spy inside the USA and on US citizens. Some safeguards were created, but as shown by Sundance those were quickly broken down by the Obama administration.
I believe that sequestration of intelligence is as old as the IC. GW Bush saw a formalization and encoding of these less formal rules into hard dogma. This is the result of electing a spook. They were still covert. Obama (and the IC community) thought with his election we had passed a tipping point. Sadly, it’s not stupid. Rather it’s fully intentional to protect each silo to the fullest extent possible. In order not to have their silo examined or exposed, no silo exposed any other regardless of the reason.
It’s a double edged sword. There are credible reasons for robustly controlling the sharing of classified information: for example, methods and means; lives at stake; timing; leakers.
I don’t know where matters sit now – but at one time post 9/11 there was a huge all of gov’t initiative to improve information sharing through comprehensive tagging of all information with well defined semantics for information metadata – to include all forms of information (e.g., photographs, audio, aggregations of more than one info type). Further, at least in the DoD world, there were extensive efforts by various organizational war fighting commanding officers to document ‘critical information requirements’ (organized into taxonomies) needed to support timely decision-making. This initiative had obvious intersections with technology and classification. One of the biggest barriers moving forward was simply the overwhelming volume of untagged information already in existence. Probably a problem in place to this day – too expensive, too time consuming to tag everything.
It all made sense in the context of NetCentric Warfare that took hold in the mid to late 1990s. The underlying concepts were extensible across gov’t.
Methods and means are.my favorite… they still use that from 70 years ago.

I got involved with DARPA for a short spell while at the customer end of things – sort of a representative from the requirements perspective. Some truly brilliant people and projects out of that org. Treason is defined in the Constitution as levying war against the United States, or giving our enemies aid and comfort (presumably in wartime). The crimes of the IC and Justice silos against a sitting President are not therefore Treason, but certainly covered under the broad headings of Sedition and Conspiracy.

I would suggest that it’s not so much a deliberate system but the inevitable result of human nature where departments have discrete functions and deal to any extent with sensitive or secret information.
People tend to get possessive of the information they control (it’s valuahle to maintaining their careers and claims to unique expertise), and so the more of it that can be deemed sort of like a “trade secret” expands over time.

All government agencies have “fief doms” if you will. All bureaucracies attempt to expand and protect their existence. So long as there are separate IC entities there will be silos.

I’m sorry. I don’t think it is easy to understand. I think Sundance is writing clearly. I think the process is illogical and clearly created by those who love the darkness rather than agents of light.
This country has been under attack and dying slowly by the evil intent of greedy people who are putting their interests of power and money above the clearly stated interests and purposes of the citizens of the US and the against the principles of the US constitution. That fact alone makes the need for exposure of information more important than anything else.

But, per my post above, bounding the sharing of information is a double edged sword. There are some credible reasons for doing so – to include concerns about conspiratorial info sharing that aligns with information weaponizing/politicization.
As with most things in life, it gets down to the integrity and honor of the people involved. That’s the deeper problem in all of this. As we are seeing, it is exceedingly difficult to root out and hold accountable the miscreants – the folks with, ummm, ‘character flaws’!

It is thought that the CIA has also recruited employees in other agencies as spies to also keep tabs on what is happening inside those agencies in order to augment and verify the intelligence information being gathered by the formally assigned CIA liaisons.

Our Health institutions comes to mind. Silos where good people think they are working towards better health outcomes but are actually participating in a ways for big pharma, to push out poisons that cause more poor health outcomes. Poor health results in more $$$ for big pharma. JMO but these doctors, scientist, researchers, do not see that the their work product is being abused for profit instead of used for improved health. The silos within the larger health institution keeps them from realizing the end results. So my point is ….it is….silos are not unique tot the IC.
Your comment gives a thought. Is what we eat the reason we’re in such poor health or, is it because we are so prone to seek a longer life though drugs? Kennedy says India is healthier because it doesn’t eat as much process foods, however, what of their need for pharma? Is it more or less?
The tax payer funding of these agencies set up to only protect themselves needs to be shut off.

Essentially, intelligence information that has outlived its usefulness as a ‘viable secret’ for the purpose of strategic advancement within the silo, can be re-minted to take on a new value – whereby it becomes valuable only because the information hasn’t been released yet, hence there is no awareness in the other silos.
The “silo” system is nothing new. It is an inherent feature of ANY bureaucracy. The goal of any bureaucracy is to protect itself. Look at history–palace intrigues and plots are bureaucrats scheming for power.
In intelligence, what Sundance describes is called “compartmentation.” Another term is “need to know.” Each agency is a compartment. Within an agency, various operations are separate compartments. Within an operation, there may be compartments. This is normal for classified operations–for example, the dude providing logistics support for an operation does NOT “need to know” the who/why/where/when of the operation. Each moving part is kept ignorant of the other moving parts, unless there is a “need to know.” This compartmentation provides for damage control, in case one piece of the operation goes bad. The IC term for what is protected by this compartmentation is “sources and methods.”
Downstream from intelligence operations (which gather and create “intelligence”) are analysis and distribution. The information (intelligence) created by operations is useless unless/until it is disseminated to “consumers” or “policy makers.” However, sharing certain intelligence can expose/reveal the illegal/covert methods used to gather/create this intelligence (“sources and methods”). Thus, the originator of each piece of intelligence can control who/who/when/where/why an analyst can use or cite the intelligence. This restriction is indicated by a classification notation–ORCON (Originator Controlled).
This is a great system, in the best case scenario. The problem is that such a system, besides protecting genuine operations, also provides excellent screening for bad/illegal/political operations.
And again, this is nothing new. The exact same problems have been in existence since mankind created bureaucracies. Think of plots to overthrow kings, Benedict Arnold, etc.
This system, created with the best of intentions, was subverted for political purposes. The internal workings of the IC have been used–Russiagate, Benghazi, Clinton, Obama, etc–against internal political rivals.
But again, this is nothing new, historically. A bureaucracy’s main goal is survival and propagation. When bureaucrats sense a threat, they will strike against that threat. The IC bureaucracy, the Deep State, did/does see Trump as a threat. They struck back against him using every trick in their books.
Ironically, the attempt to reduce compartmentation, and to increase inter-agency cooperation, the Patriot Act, besides empowering IC to gather Americans’ data, also increased the ability of Deep State actors to cooperate across compartments for political purposes. In Watergate, CIA didn’t cooperate with FBI. In Russia! Russia! Russia! FBI and CIA worked hand-in-glove, thanks to 15 years of post-9/11 inter-agency cooperation.
No, it’s maybe not a new idea. But one of the reasons I found Sundance’s post useful is that I had no idea that what is generally known as “compartmentalization” is called “equity” in the IC. So now, when I look at that first image posted by Sundance above, and I read the sentence, “…in order that those agencies could take mitigation measures to protect their national security equities,” I actually understand what the FBI means by “national security equities.”
I suppose most people understood that immediately from the context, and maybe I should have, too. But I also think it’s just one more sneaky way that bad actors use and redefine terms to camouflage and grant themselves immunity from scrutiny. Make something sound like it’s above the comprehension (and/or moral rectitude) of Joe Normal, and they’re less likely to question it. In some respects, it’s not much different than re-naming “homeless” to “unhoused” or calling illegal aliens “undocumented residents.” Make it sound complicated or morally imperative, and you can do all kinds of rotten things beneath your banner.
This is why Snowdon was doomed. He had no other options. Give him the pardon.
