The US Department of Justice has charged a Russian-Israeli dual-national for his suspected role in developing malware and managing the infrastructure for the notorious LockBit ransomware group.
According to a criminal complaint unsealed today in the District of New Jersey, Rostislav Panev, 51, a dual Russian and Israeli national, allegedly helped develop LockBit ransomware encryptors and a custom “StealBit” data-theft tool commonly used in attacks.
The criminal complaint alleges that Israeli law enforcement found credentials on his computer to an online repository containing the source code for the LockBit encryptors and the StealBit tool.
“As alleged in the superseding complaint, at the time of Panev’s arrest in Israel in August, law enforcement discovered on Panev’s computer administrator credentials for an online repository that was hosted on the dark web and stored source code for multiple versions of the LockBit builder, which allowed LockBit’s affiliates to generate custom builds of the LockBit ransomware malware for particular victims,” reads the complaint.
For his work with the LockBit ransomware gang, Panev allegedly earned approximately $230,000 over 18 months.
“Court documents further indicate that, between June 2022 and February 2024, the primary LockBit administrator made a series of transfers of cryptocurrency [the primary utility of them – W], laundered through one or more illicit cryptocurrency mixing services, of approximately $10,000 per month to a cryptocurrency wallet owned by Panev,” alleged the DOJ announcement.

We’ve been replacing our streetlights with LED where I live. One thing I have noticed, and I’m now finding others noticing the same thing, even people with no particular opinions on light, is that if you look straight at them, such as when you are driving down the street and seeing the lights up ahead, the glare is harshe to your vision; but the light becomes dimmer down toward the ground, so that it becomes hard to see walking along the street or looking for businesses, driveways, etc; and there are pools of darkness between the lights.
I have noticed dog wakers and other pedestrians having to bring flashlights so they don’t trip.
My supermarket’s parking lot is darker at night than it used to be, which I don’t much care for, for safety reasons.
Many places are trying to comply with the Dark Sky initiative by changing light levels, colors, aiming, etc. It may be just the switch to LED, but it’s more likely that they are trying to reduce light “pollution” at the same time.
I remember back in the ’70s, mercury lights were swapped for sodium lights. The yellow-orange light was suppose to have less shadows. For me, it was very annoying and dark.
They are great on my caving helmet, but I hate them in my house.
I was a big caver in the mid 70’s to late 80’s. Did a lot of vertical caving. I was a traditionalist for several years using carbide lamps. Had a very good Petzl combo carbide/battery lamp. I’m sure LEDs have revolutionized caving.
Except that most of us don’t walk or climb below ground. Why can’t we have both incandescent above and leds below.
I feel the same way about Daylight Savings Time. But now that has to be changed because there are some who don’t like it. The spring/forward and fall/back is aggravating but it gives us more daylight to get our jobs and errands done.
The question is, ‘why is government mandating the products that businesses may produce, and that consumers may buy?’ There is an assumption that businesses must be regulated in all aspects, beyond just being told how to pay their taxes. What has been the result of this approach? Our country has been almost completely de-industrialized, because those doing the regulating are hostile to the requirements of manufacturing.

I am a bigger fan of a flat tax of no more than 12%, get rid of capital gains, and the inheritance taxes. The only reason you tariff any imported goods is if the country you import it from doesn’t allow the free flow of U.S goods without tariffs
I think streamline the income tax system, and then cut the budget back enough so that everybody pays less.
Getting rid of the IRS and all its rules and regulations would unleash our economy and especially small business. The other benefit would be to take away a great deal of DC power. It is a no brainer. But the political corrupt would put up a knock down drag out fight. We have never gotten legislation passed that improved the citizens lives…. quite the contrary they are about controlling , shackling, stealing from the citizens.
