One of the least understood aspects of congressional oversight is the elite group of elected politicians who are charged with congressional oversight over all intelligence activity. This highly important oversight group is called the Intelligence Community “Gang of Eight”.
A position within the Gang of Eight comes as a result of holding one of the following eight positions: 1. The Speaker of the House, 2. The Minority Leader of the House, 3. the Majority Leader of the Senate, 4. the Minority Leader of the Senate, 5. the Chairperson of the House Permanent Committee on Intelligence, 6. the minority leader from the same committee; 7. The Chairperson of the Senate Intelligence Committee and 8. the minority leader of the same committee.
With Senator Marco Rubio being pulled out of the Senate to work as Secretary of State, we have been waiting to see who would be appointed by Senate Majority Leader John Thune to be the Rubio replacement as Senate Intel Committee Chair and Go8 member. It now looks like Sea Island attendee Tom Cotton will take up position as SSCI Chair and Gang of Eight member.
WASHINGTON DC – Senate Republicans have discussed elevating Sen. John Cornyn to chair of the Senate Intelligence Committee, according to party officials, a move that would hand Cornyn a prized gavel as consolation for losing his GOP leader bid and could help induce him to run for reelection in two years.
The complication, and almost certain deal-breaker: Cornyn would have to leapfrog the Republican next in line to chair the Intelligence Committee, Sen. Tom Cotton (R-Ark.), and Cotton has privately made clear to Cornyn he would claim the position.
Likely ensuring Cotton’s ascension to the chair is the raw politics of last month’s Senate Republican leadership race between Cornyn and Sen. John Thune (R-S.D.). A select rather than standing committee, the intelligence panel’s chair is chosen by the majority leader. And Cotton supported Thune on the private ballot, according to a third Senate Republican, and now Thune is poised to reward him rather than the man he defeated.
A spokesperson for Thune declined to comment.
Asked if he expects to claim the gavel, Cotton on Tuesday said, “No comment.”
On Tuesday night, Cotton spokeswoman Caroline Tabler said: “Senator Thune has told Senator Cotton he’s taking over as chair. He is hiring staff, working with Senator [Marco] Rubio (R-Fla.) on the transition, and planning with Senator [Mark] Warner (D-Va.) for January confirmation hearings.”
A Cornyn representative declined to comment.
But I’m told the Arkansan has already started hiring staff and refused to be coaxed into letting Cornyn take the chair, which will be open because of Rubio’s appointment as Secretary of State. We will see Tom Cotton’s true colors if this is true. We can only hope that Cotton has made a lot of changes since the Sea Island Georgia retreat in 2016. I will take a wait and see on this, but I am not encouraged. Only one person has had the courage to doubt the veracity of the SSCI in the past and that was Devon Nunes. He was threatened repeatedly and eventually just quit on politics. The pressure to go along with the IC on this fiasco is pretty intense. Tom Cotton has good instincts about right and wrong, but I am not sure he thinks the Deep State is out of line with this entire concept to protect the activities of the IC. This development would make it impossible to dismantle the IC apparatchik for getting around Congressional oversight, and that would mean a reversion to the same old same old once we get another mush brained President down the road.

I had thought Tom Cotton was a “good guy”. But there have been many times by now when he could have stood up and didn’t, so I see him now as one of the 535 people allowed to be in Congress because they play nicely.

Tom Cotton was the only US Senator to honor his oath in 2015 by standing up for the Constitution (notably Article II, Section 2 … treaties), as the Obama Administration reworked the Iran deal with Senate acceptance (vote 98-1 with Boxer absent) so that 2/3 of the Senate could negate a treaty completed solely by the President, instead of what the Constitution requires, 2/3 of the Senate to approve a treaty offered by the President.
I seem to recall that Cotton might have been a “spy” at the Sea Island meeting… he has always been a supporter of President Trump.

If they actually feared losing their jobs, even a howl of outrage partway through their term would make them too nervous to proceed.
I suggest we set up such a system. We could call it “voting”. And what would be absolutely essential is for us to see for ourselves that our votes count, because a situation where the people in office tell us that our votes counted, and tell us they investigated and everything is just fine…well, that looks a whole lot like our current situation where our Dear Leaders appoint whoever they want and don’t worry at all about losing their jobs.

Senator Cotton has always been a standup guy. He has, to my knowledge, never spoken ill of President Trump. He may have favored leaving a limited number of U.S. troops in Syria to help the Kurds back in 2018 or thereabouts. That is the only time, if that was the case, where Cotton may have crossed with Trump. I am happy to have a man of his integrity not just on the committee, but leading it!

Cozette, you make a great point. However, one of my concerns are the Democrats who would vote for Cornyn in the primary against a challenger like Ken Paxton. Open primaries in Texas and cross-over Democrat voters are an on-going problem. Will be hard to get rid of open primaries before the next election. In addition, multiple challengers could dilute the anti-Cornyn vote giving Cornyn the “W”.
