Your iPad needs some better anti-malware protection because one of the stealthy censorship methods these days comes from service providers adding malware to connections that don’t have the “correct” politics.
I get similar pop-ups when I am on my iPhone, but on the same internet using the Brave browser with built-in anti-malware I see no pop-ups at all.
I’m on an iPad right now and have been using a Brave browser for several years w/shields up. Never a problem.

I recommend finding a adblocker/browser/security combination that prevents pop-ups and blocks ads.
That was my solution when it felt like malicious ads were placed at the top of the page and rapidly cycled, each cycling forcing the browser to the top of the page. This only happened on TCTH and felt like an intentional attack to drive me away.

My preferred solution for TCTH is the brave browser. But I have also added adblockers to the other browsers, or just flat out don’t use them.
I used to think it nice but overkill. If I looked up something like when buying cars, all I would get as ads was car ads. Sometimes a nuisance as when I buy things for my mom or my daughter and get ads for romance novels or dresses.
But turning it into harassment, meant to deny me my rights and cut me off from like minded people. They went too far. And now they must suffer being blocked.
And no, the sites aren’t innocent. The sites selling me to people who will abuse me are just as guilty. Until they demand that their site visitors are treated nicely, no site will be whitelisted.

That upon this discovery Gay was not immediately subject to the very same scrutiny and sanction that any other student would be expected to suffer — and still isn’t being held to account, as it appears she will remain on the faculty and continue to be paid even as it is now alleged that it was not one instance of plagiarism but rather many instances riven through her entire body of academic work — is unconscionable.
That it took a public comment that some rich people found rude before this was brought forward into the public is even worse in that it draws a reasonable implication that putting unqualified people in positions is just fine provided they continue to parrot whatever opinions and public policy positions certain rich people want to have put forward and, in many cases as we saw over the last three years, enforced.
