I agree with you Dutchman about the “four” in leadership D & R. However, I want to add to that. Committee Chairs. No legislation nor anything else gets done unless first it is voted out of a assigned ‘Committee” which is controlled by a Chair person who is supposedly appointed by one of the four in Uniparty leadership..
It works like that also in my WV State Legislature. If Leadership or Committee chairs (along with some suckass members) do not want to address an issue, even though the majority of their constituents want it, it never makes it out of Committee.
Since, I personally know several of my so called “representatives”, I call them often to discuss what happened or is happening with certain issues I am concerned about. The stock answer seems to be “Well that issue was not referred out of Committee”, “that issue is stuck in Committee”, or “I don’t know what is going on because I am not on that Committee”, etc. It’s a stonewall CYA excuse.
However, getting back to “the four you mentioned”, many of the Congress Critters (and in my case WV State House and Senate members) will meet with GOPe leadership clicks, make promises, kiss leadership ass, etc. to position themselves to be appointed to their preferred “Committee’ for more power.
I have had them tell me “I have been mentioned for a certain [committee assignment] and it an honor and big deal to be mentioned. ” I always reply by saying, an honor and a big deal for who? You or the voters?

THIS is how the Four delegate the control they maintain, committee assignments is a big one, and is largely related in how much $ the member can generate kickedback to the Congressional campaign committtees (at the Federal level, at least).
At the State level, its probably kicked back to the State R and D parties, or RNC/DNC.
Point is, the RNC, DNC, DCCC and R Congressional Campaign committees can “direct” UNLIMITED funds to candidates campaigns, or consversely withhold such $’s as they see fit.
An R candidate, running against a D candidate (that has access to this unlimited funding) can not win, without the R party providing a parity of funding.
Hence, without the need for actual “blackmail” TPTB, the “Big Club” can keep their members in line, voting as they are told, and reading their lines/playing their parts in the kabuki theater of

One term and out, is the only way to avoid this control, and if your only going to serve one term, how much can you accomplish, as they will marginalise you for not playing ball.

Eventually it becomes necessary to dig the cesspool out of ground including all of the leaching field and surrounding soil that has become clogged and contaminated. An old clogged up cesspool system just can not be redeemed.
