I would think it would be easy to locate through the welfare, school or healthcare systems.
The identity of most illegals is really screwed. Most are living in America with stolen IDs, and Fake IDs. Even if they kept using the same ID throughout their time in America, they cannot be tracked down due to government regulations. This is one of the reasons that any type of amnesty program for even DACAs is so very flawed. There is really no way to verify their real entry date into America &/or what their real identity/identities has been in many instances.
Many illegals do and have used several different SS numbers for employment and/or social service, sometimes both! Some states, especially sanctuary states ignore and some even condone the practice even though it is considered a felony.

I thought the SCOTUS was or had addressed the rule making issue. If not, what is needed is for SCOTUS to rule that rule making by anyone but the legislature is unconstitutional. He is correct that it is unconstitutional. Better to get Judicial Watch, et. al., to take it through the courts.
