The department’s Federal Highway Administration told Reuters states will have flexibility “to set targets that work for their respective climate change policies and other policy priorities, so long as they are in line with the net-zero goals by 2050 set forth in this rule.”
States would also be required to report on their progress in meeting the targets under the proposed rule. Currently, state laws require 24 states and the District of Columbia to set targets and track their greenhouse gas emissions.
This essentially tells the Courts to stuff it … the Government will continue to do as we please.
This part of the quote is in direct contravention of the ruling “…., so long as they are in line with the net-zero goals by 2050 set forth in this rule.”
It aligns with the Court’s admonishment to an Executive Agency about writing a law.

A CONSERVATIVE VIRTUE?
Arguments about helping, or not helping, Ukrainians victimized by Vladimir Putin’s terroristic invasion tactics have me pondering this question.
Is there a commonality of virtuous values generally among most conservatives?
Before the arguments over Russia’s invasion of Ukraine, I took it for granted that the instinct to protect victims from vicious bullies was common amongst conservatives. That is now in question.
The hostility against the idea of helping Ukrainians encompasses justifying Putin’s invasion, accusing Ukrainian’s of evil practices, and blaming Ukrainians for the suffering that Putin’s terroristic tactics inflicts upon them.
This goes beyond refusal to help victims. It ignores the poor victims’ suffering while praising the bully for his brutality.
The vision of conservatism I grew up with included the virtue of protecting victims from bullies.
Either that virtue has fallen out of favor, or, the hostility towards Ukrainians defending their nation is the a way some conservatives stifle their inner guilt for not helping the victim.

You don’t go putting someone else’s house in order when yours is a mess.
It is a utopian fantasy that somehow it’s “all of our” obligations to run around willy-nilly helping every alleged charity case. Nope. The United States is not the police officer of the world, and U.S. taxpayers are not the payors of the world.
(And by the way, where is it anywhere in the Constitution that the federal government has the authority to just give away our assets?)

It’s not “charity” to help nations threatened by terrorist tyrannies like Russia and China. It’s prudent, long range self-interest.
Helping Ukraine is a far better long term self-interest than wasting $6 trillion on “nation building” in Iraq and Afghanistan. At least the Ukrainians are actually using the weapons we give them to fight tyranny.
The idea of helping suffering victims is a conservative value. Another conservative value is evaluating all sides of a conflict to discern the position of each party. Full consideration must be given to each party in order to discover the truth which might not be readily apparent because the mainstream media cannot be relied upon to truthfully inform the public. In this case of Russia and Ukraine, an important issue which affects the analysis is the conduct of NATO toward Russia and the conduct of the United States in financing numerous dangerous biological laboratories in Ukraine, as well as the Ukraine army shelling ethnic Russians in the Donbas region of Ukraine and Russia’s need to defend them.
These different issues must be considered together and must not be ignored in order to determine the truth. We must not consider only one side of the conflict because to do so would make us guilty of bias and would cause an unjust determination. We must also consider the role of outside forces such as NATO and the United States in creating and prolonging the conflict. In the case of Russia and Ukraine, it appears that the suffering victims are on both sides of the conflict and all deserve our sympathy because that is a conservative value.

I hope you really don’t think Ukrainians deserve their suffering because someone may have funded some laboratories.
The Ukraine arguments in this forum define two conflicting interpretations of evidence and events.
So far, those who disagree with me think Russian President for Life Vladimir Put tells no lies and Ukrainians tell no truth.
Hopefully, we can agree that Ukrainians are suffering greatly under Putin’s invasion.
It sounds like you are among those who blame the victims of the invasion for resisting, thus making them guilty if their own suffering, because you believe the invasion to be justified.
That logic would have you siding with King George in crushing our American Revolution, since the “legalities” were definitely on his side.
You have misinterpreted my words that were clear and ascribed motivations to me that are false. It would be charitable (a conservative value) for you to reread my comment and understand what I wrote. I intended to raise ideas for you to consider in evaluating the situation with Russia and Ukraine in an objective manner and the victims on both sides.

It should be no surprise that two very different viewpoints see the same information and events very differently.
Since Russia invaded Ukraine the first time in 2014, the people suffering and dying are all Ukrainian citizens, except for military invaders.
I understand that Putin’s propaganda portrays his invasions as “liberation” of oppressed Russians in Ukraine.
Why anyone would believe or trust a former communist officer in the KGB spy agency that routinely tortured victims into submission is beyond any benevolent explanation.
How anyone can fail to see that Putin is trying to terrorize Ukrainians, and other former subject nations, beggars description.
Why some professed conservatives trust Putin is scary to contemplate.
But the Ukrainian people are not poor helpless victims. Read up on the history of the large Russian speaking population, the Nazi leftovers from WWII, government corruption, and the insurgents that have been causing the turmoil in Eastern Ukraine for decades.
No one is against helping Ukes but they are against the method. Where are the diplomats trying to save lives with negotiations? Where is our state department in trying root out the corruption? Why didn’t the UN step in long ago?

I’m well acquainted with Ukraine’s Stalinist and WWII history.
Stalin inflicted millions of famine deaths on Ukrainians, the Kulak prosperous peasants in particular, for resisting his collective farms. Lots of Jews died because Ukraine had a significant Jewish population.
When the German army invaded Ukraine, many Ukrainians jumped at the chance to throw off their brutal communist oppressors. They formed Ukrainian military units that fought with the Germans against the communists. Some became Nazis in their eagerness to get rid of communism.
As the war progressed, Ukrainians discovered that the Germans really meant for Ukrainians to be dutiful slaves of the German Master Race. They then suffered under the Germans, and suffered even more when Communist forces retook Ukraine.
Ukrainians have excellent historical reasons for resisting Russian rule. That’s why they fight so well and hard with vastly less equipment than the Russian army.
There’s a reason why all nations formerly under communist rule join NATO to get protection from Russia.
I’ll respond on Ukraine’s experiences with Stalin and Nazi Germany a bit down the road. The pro-Putin story I keep seeing repeated leaves out key bits.
