No. The governor put in an emergency clause to set the date. It is to give schools boards time to get ready, whatever that means. Without that clause it may be months before the normal date of bills passed to take effect. I think it is so many months after the legislative session is ended.
Or through normal General Assembly procedures, it would have become Law July 1. The Gov. made an emergency order to move the start date to March 1.
Been my experience that democraps are going to do what they want. They don’t need no Stinkin’ laws. They just pick and choose the ones they want to obey.

In May 2020 the CDC published their review of 10 random controlled studies (RCT) on masks that were done between 1946 and 2018. RCT is the gold standard of trials. Some excerpts from document:
In our systematic review, we identified 10 RCTs that reported estimates of the effectiveness of face masks in reducing laboratory-confirmed influenza virus infections in the community from literature published during 1946–July 27, 2018. In pooled analysis, we found no significant reduction in influenza transmission with the use of face masks (RR 0.78, 95% CI 0.51–1.20; I2 = 30%, p = 0.25) (Figure 2)
Although mechanistic studies support the potential effect of hand hygiene or face masks, evidence from 14 randomized controlled trials of these measures did not support a substantial effect on transmission of laboratory-confirmed influenza.

Construction of SARS-like chimeric viruses. Both wild-type and chimeric viruses were derived from either SARS-CoV Urbani or the correspond-ing mouse-adapted (SARS-CoV MA15) infectious clone (ic) as previously described27. Plasmids containing spike sequences for SHC014 were extracted by restriction digest and ligated into the E and F plasmid of the MA15 infec-tious clone. The clone was designed and purchased from Bio Basic as six contiguous cDNAs using published sequences flanked by unique class II restriction endonuclease sites (BglI). Thereafter, plasmids containing wild-type, chimeric SARS-CoV and SHC014-CoV genome fragments were ampli-fied, excised, ligated and purified. In vitro transcription reactions were then preformed to synthesize full-length genomic RNA, which was transfected into Vero E6 cells as previously described2. The medium from transfected cells was harvested and served as seed stocks for subsequent experiments. Chimeric and full-length viruses were confirmed by sequence analysis before use in these studies. Synthetic construction of chimeric mutant and full-length SHC014-CoV was approved by the University of North Carolina Institutional Biosafety Committee and the Dual Use Research of Concern committee.

Much of the article focuses on issues parents are concerned about like coronavirus, bathroom access for transgender students, and the teaching of America’s racial history. It also ties in with the new DOJ/FBI investigations described by Merrick Garland’s letter.
This article seems to contain propaganda. Could its purpose be to initiate and encourage more FBI involvement, like raids on parent organizations? Would this result in discouraging advocacy groups like Fight for Schools in objecting to School Board policies?
