Barr is parroting the Conmunist talking point, which is typical deflection, distraction and disengenuos, and as far as I know, is NOT any legal standard established in election law.

One man, one vote IS established in the SCOTUS Reynolds decision, which ALSO clarified (as stated in article 9, which says the Bill of Rights was never intended to be a complete list of our Fundamental, Constitutionally protected rights)
that the Right to vote, to ONE MAN, ONE VOTE IS a Fundamdntal, Constituitionally protected right.

It goes on to describe TWO different ways, that a “State action” (municipal, County, State or Federal) COULD infringe on a citisens free excercise of this right.
The first way is Direct action, of simply blocking or preventing a voter, class or group of people from voting. Jim Crow laws, but also laws prohibiting children, convicted Felons and (at least in Az) those adjudged mentally incapacitated.
USUSALLY refered to as “DISENFRANCHISEMENT”.

HOWEVER, SCOTUS recognised a SECOND WAY, reffered to as “DISSOLUTION”, which actually uses,….NUMBERS to detect it!

Reynolds was about “apportionment and districting, and elections are aboutcounting votes, so of coarse SCOTUS HAD to “look at the numbers”.

They were examimining how some voters votes could be made “less valuable”, or less impactful, as a result of redistricting, in effect”watering down” their votes. They clarified, in Reynolds, that One man one vote, where EACH legitimate vote counts as ONE vote, whether the voter is rich, poor, black, white, male, female NOT anything MORE or LESS than ONE VOTE.

IF you have say,…one county with 999,999 legitimate votes, and each is countedas such, regardlessof who they voted for, each voters vote is counted as ONE.
Now, add in ONE illegitimate, invalid fraudulent vote, and each legitimate vote counts as .9999 into infinity, and thats with just ONE Fraudulent vote.

And, the ONLY way you can restore the legitimate voters votes to a value of ONE, is to disregard the illigitimate vote.

The Government CAN impinge on citisens freedom to excercise even fundamental, Constituionally protected rights, they do it all the time.
“Can’t yell fire in crowded theater”, despite freedom of speech.

But, they must pass a two part test, called “strict scrutiny”, and have to pass both parts;
A) does the State have a COMPELLING interest?
B) is the government action the LEAST intrusive means for addressing the compelling interest?

Putting aside that Covid is a hoax, and for discussion say the State DOES have a “Compelling interest” in preventing in person voting from becoming a “SuperSpreader event, was mass mail out balloting, which the Carter/Baker commision, recent experience and common sense tells us, will INEVITABLY lead tomore fraudulent ballots, the LEAST intrusive means for addressing the States compelling interest?

No. Because the States still conducted in person VOTING, both “early” and on election day. They even gave official statements SAYING it was “perfectlysafe” tovote in person, because they had;
Instituted Socialist distancing at the polls.
Had poll workers gloved and masked.
Spread out poll booths
Instituted sanitation of poll booths.

Therefore, BY THEIR OWN ADMISSIONS AND ACTIONS, these States had instituted measures which addressed the compelling State interest of prevented polls from being superspreader events, and which did NOT increadethe liklihood of fraudulent ballots being counted, thereby impinging on every legitimate voters right to One man, one vote thru dissolution.
