Citizens of France are required to carry their identification if they want to eat a restaurants, go to shopping malls or attend venues where crowds would gather. People prefer to have a coffee or a sandwich on a parkbench over frequenting a bistro and submitting to this control. It seems many French people make their choice and continue to resist.
