Finally – AP Confirms Horowitz Report “Principal Review Phase” Underway – “Invitations” For Witnesses and Lawyers……

We finally have confirmation of a procedural process that allows us to anticipate the timing for public release of the FISA report from Inspector General Horowitz.

According to the Associated Press:

The Justice Department’s watchdog is nearing the release of its report on the early stages of the FBI’s Russia investigation, a document likely to revive debate about a politically charged probe that shadowed President Donald Trump’s administration from the outset.

The inspector general in recent days has invited witnesses and their lawyers who were interviewed for the report to review portions of a draft this week and next, a critical final step toward making the document public, according to multiple people familiar with the process who insisted on anonymity to discuss it.

As part of that process, the people will have opportunities to raise concerns or suggest potential edits, making it unclear precisely when in the coming weeks a final version could be ready for release. Inspector General Michael Horowitz told Congress in a letter last month that he did not expect a lengthy review period and that he intended to make as much of the report public as possible, with minimal redactions. Generally speaking, and using the 2018 IG report on FBI conduct as a guide, the ‘Principal Review’ phase under Horowitz usually lasts 10 business days, or two weeks. All principals, and lawyers who review the report, are required to sign non-disclosure agreements.

Presuming this is principal review week one (seems certain), that would put the final report publication after the week of November 25th through November 29th. [NOTE: Thanksgiving day is November 28th]

The inspector general may allow principal comments to be added to the final report; however, the IG usually adds rebuttal information for any principal additions. Once the principal review and final OIG referencer check is complete the report moves to publication and public distribution.

In the example of  the 2018 report on FBI conduct in the Clinton investigation, the principal review was 10 days from start to finish.  It seems like Horowitz is following the same schedule.  With Thanksgiving on Thursday November 28th, it is likely the resport will be released the week after Thanksgiving week; however it is possible for the report to be released during Thanksgiving week if IG Horowitz limits principal additions.

Best guess is the week after Thanksgiving.

      Previous two Horowitz reports disappointed. Why should this one be different? Lotta hopeful comments from those expecting.much more from a guy who has done anything but impress on two previous high profile at bats.

      Even damning comments from IG mean nothing if not quickly followed by indictments in jurisdictions away from the Swamp where Patriots reside.

In the Hillary Clinton email investigation Horrible Horowitz predicated his report before even starting the investigation that he would not second-guess any prosecutorial decision by the FBI. So, with that premise at the very beginning why did he even bother to get out of bed?

          Barr was not AG the first two years [recall the speed of Mueller’s investigation completing once Barr was confirmed – 1 week].
          Durham and the IG release are timed because they indict the same people/crimes, so al the IG will do is set the stage for the Grand Jury Indictments.

      I think the exoneration of General Flynn is going to have more impact. It will show what a sham all this was from the very beginning. It brings to the forefront then of how is this current impeachment effort any different than what was done to General Flynn.

      Given the current climate though, dems will probably cite Gen Flynn somehow as proof that Trump must have obstructed somewhere…

      Terry smith, until Barr proves himself otherwise, he may be standing on Adam Schiff’s side of the fence. If the Star Chamber House impeachment produces a favorable SCHIFF RESULT then Barr may well settle in to protect the institutions on Schiff’s side of the fence.

      Until some form of legal comeuppance is initiated against the criminals, Barr remains an enigmatic Bag Pipes kind of guy.

    I read all this to suggest “as soon as,” “as early as,” the first week of December. I’ll believe it when I see it.

    Durham is under NO obligation to wait for Horowitz. His prosecutors can obtain REAL indictments (not just the old “lying to investigators”) of major players whenever they’re ready.

    If Durham acts first, that’s fine with me.

      Greetings, Justin … My understanding is that the DOJIG is permitted to interview only current DOJ-FBI employees. Federal prosecutors, however, are not subject to this limitation and can make the transcribed testimonies of anyone they interview available to the DOJIG.

      Impeachment is dead anyway cause there’s no evidence to impeach on and the transcript is perfect. So the bomb explodes right before the D primary and the Senate investigation.

    November 13 — The networks are salivating about the ratings they are about to get. Their DC Reporters are all on the steps of the Capitol, their “expert” panels back in the studio, telling us what to expect when Schiff gavels the hearings to order. Then ….

    They’re forced to divert their coverage (well OANN and Fox, anyway) to take us to a federal courthouse where, in real time, 5 or 6 well known figures (at least to those at CTH), accompanied by their lawyers are heading in. There’s real breaking news! Durham’s GJ has indicted (you fill in the blanks).

    The Inspector General, please recall, cannot and does not prosecute anyone. He simply shows the Attorney General what the criminal (if it is criminal) situation is.

    To obtain an arrest, on view or via warrant, only requires probable cause.

    You do not need an ironcad case to do so. Indictments are the same.

    There is plenty of probable cause out there.

    Former Gov of Texas, Rick Perry, was indicted with an arrest warrant issued. He turned himself in, did the perp walk through, and, later, charges were tossed.

    What I hope is happening is an extremely thorough investigation that goes above probable cause because there is no other reason for nothing to have happened yet.

      The Congress seems to be planning to remove the president. That doesn’t mean that Barr is going to let that happen by delaying the IG report.

      Possibly, the Congress is about to remove the president and Barr is going to stop them report that destroys the members of Coup Part 1, making it clear to members of Coup Part 2 that if they proceed they will be replaced in next years election by an angry electorate.

          Pretty smug and self-secure, I would imagine. They will always have their press and Congressional allies.
          They will get martyr status on any criticism, and if indicted, an “abuse of power” count will be added to the Articles of Impeachment. They have no concern about funding their legal defense.
          The only way this report makes a splash is if it induces masses to converge on Washington. Otherwise it is just another discomfortable crisis for the government to capitalize on. More laws to hide behind, more bureaucrats to protect and share in the the corruption.

      I won’t speak for Sundance but my interpretation is the fix is in regardless of this IG Report on FISA Abuse.

      IMO, when this was only about Russia Collusion it did not involve many if any of the Republican Senators And was going no where but now that the impeachment has moved to Ukraine where IMO many people are possibly exposed to “other things” it becomes a different matter all together and one that MUST be safeguarded and not see the light of day.

      Thus the vote to impeach no longer hinges on anything we endured for the first 3 years and unless Barr has recently opened an investigation into Ukraine, his and Durham’s work will have no bearing on PT impeachment.

      PT and his attorneys are on their own IMO.

        Schiff is not well-moored mentally or ethically. That boy has a pathological process working inside him. He was an asst US Attorney and now represents West Hollywood.What is viewed as baseline normal among the people in his social circle back in the district? He might want to impress his friends, be a legend among the stars.

        Schiff is a cult leader and is getting terribly puffed up. Trump is his big fish. I think Schiff is going to take this coup drama as far as he can because his ego will be fed as long as he keeps going. If possible, he will try to build the case for treason. Simple removal from office is not the end of punishment for treason.

        If/When Schiff fails, he won’t be able to drop a limp apology and walk away without consequences no matter how histrionic his base behaves while trying to shield him.

        By the time tomorrow is over, he will be completely committed and unable to reverse course. I guess we’ll see where it goes. Tomorrow, I’ll be on the couch with C-SPAN playing.

    Let's face this.
    When the Horowitz FISA report didn't show up by the end of September, it is concerning that they appear to aim for release just before Thanksgiving. They want to bury the report.

    Coupled with the press's push for "a few criminal referrals" over the past two weeks, Horowitz's report is going to try and protect deep staters and deep staters in the FBI/CIA.

    AG Barr should push to cite Horowitz for refusing/ignoring inconvenient evidence.

    What should be revealed by Horowitz:
    A) The teams, i.e. employees, their supervisors and their customers of the data identified as abusing the database and the FISA process/judges.
    B) The abuses performed on not just FISA applications against President Trump's team/Administration, but all abuses against the FISA process for the last four to ten years. If Horowitz's team researched far enough back, they should be able to identify exactly when partisanship corrupted the FISA process.

    I suspect at this point, Horowitz is going to refer a small handful of mid-level employees and McCabe. While claiming that the majority of the FBI are not involved.

    Horowitz should be questioned directly about the 40-50 FBI employees working for Mueller.
    A) Their use of the database.

    Retribution against Tea Party groups and persons will seem benign compared to what comes next.

    The legal mechanisms, legislative bodies, media brainwashing are all orchestrating in sync. Presidential power seems to be a mirage. All the channels through which it is supposed to be exercised are corupt and intentionally perverted.

    Expect a boat load of preemptive leaks to try and get “their side of the story” out before final release. On the up-side, we’ll start hearing some of the details. On the down-side it gives Democrats in Congress a timeline for their impeachment vote which will be quick on the heels of the IG Report if it reports out on significant criminality. If the IG Report is a dud, they’ll wait-and-see on Durham. Impeachment has as part of its goal to protect and preserve the Government Party Loyalists. If they impeach too soon, the report and indictments take the wind out of their sails. But, if they wait, they can cast impeachment as a means to remove Trump from office, halt the Durham investigation and preserve the status quo in the Government Party. Forget about even voting from that point forward. Game over.

    On FOX a few people said that this week the DOJ would release something related to the report before they release the report near Thanksgiving time frame

      The decision the DOJ has to make with McCabe only affects production of documents to C.R.E.W. in a separate case. The judge in the civil case can’t order the DOJ to not indict. The judge in the FOIA case can belay production to C.R.E.W. if the DOJ does indict.
      Note too, this particular potential indictment is on a leak to the media relating to an investigation of the Clinton Foundation.

It follows that any member of the House or Senate who supports the impeachment and does not hail from the deepest blue of blue hells will come to understand that if he supports impeachment or removal, he will lose his seat in November of 2020 or the next time he is up for re-election. Not only that, but those of them who are dirty will want to stay well clear of supporting a second coup where the first had resulted in indictments.

    4. If follows from that that if Barr releases a devastating Horowitz report, the impeachment ends.

      I see Apples and Oranges where A has nothing to do with B.

      Barr is investigating the predicate to Russia Collusion and NOTHING about Ukraine Corruption.

      Even when he exposes and indicts a few or many fall guys for this Russian Collusion hoax, IMO it has zero bearing on this “self contained” impeachment fraud which is totally outside AG Barr and the American people’s control.

      Sure, 62 million people will finally know the Russia Collusion was all a fraud and will also conclude that this Ukraine extortion story is another frame job but the point is THERE IS NOTHING THEY CAN DO ABOUT IT.

      They can be pissed all they want and make as many phones calls as possible but it won’t stop impeachment as the Dems are all in at this point.

      The Dems were smart to abandon the Russia Collusion hoax after Muller went down in flames and concocted a new frame job called “Ukraine extortion to get Joe” because they knew Ukraine was a hot bed of corruption with many dirty hands.

      Dirty hands that could be leveraged to vote accordingly IMO. This was the brilliance of their plan. How do they get to impeachment and control the vote. It’s always about controlling the vote.

      When it was only Russia Collusion it didn’t involve as many dirty hands so impeachment was never going to get through the Senate. But with Ukraine and the threat of many possible dirty hands it became a reality, the net was now big enough to snare 66.

      So, I’ve given up on Barr being the white hat saving PT. Yes, he and Durham will expose the Russia Collusion fraud and that will help many who have wanted justice but unless he has already opened up a full criminal investigation in Ukraine, I see no way he can or will stop this impeachment frame job.

      Public opinion at this point means squat and the Dems know that. It is now a self contained bubble environment where the game is all in the Senate and has always been how to secure 66.

      A great indicator IMO is it is the R’s who are retiring and not very many Dems.

      PT’s only hope is the Supreme Court but even there it could be a crap shoot.

      In the end, IMO looking back over everything it was building the “leverage” on thousands that was our undoing.

      FWIW, the law doesn’t matter anyway. The government snoops to the extent technology and funding admits. It has nothing to do with law.
      Church Committee was supposed to result in curtailed surveillance. It didn’t. Recent FISC opinions were supposed to curtail snooping. They didn’t.
      Congressional hearings are kabuki theater for the gullible. Congress doesn’t and won’t control surveallance by the government. It will put on a show, and the snooping side will appear contrite, but it’s always BS.
      The government is less trustworthy than the fake news.

    The IG is a Swamp rat. If the report is ever released it will be a big fat nothing. It will give talk radio something to stew about for several days and that’s all. The impeachment hearings will pretty much black out all other news. I doubt if there will even be any little guys sacrificed for appearances sake. We can no longer rely on the FBI, DOJ and federal courts to perform their duties.
