EXPLOSIVE – FOIA Documents Show Evidence of Weissmann/Mueller Entrapment Scheme…

Recently release FOIA documents into the special counsel team of Robert Mueller reveal the remarkable trail of a 2017 entrapment scheme conducted by Prosecutor Andrew Weissmann to target George Papadopoulos.

[Hat Tip to Undercover Huber and Rosie Memos who have been reviewing documents.]

Before digging into the details it is important to note this is a DOJ/FBI entrapment operation being conducted in 2017 by the special counsel; this is not prior to the 2016 election. The detail surrounds a series of events previously discussed {Go Deep} where George Papadopoulos was approached by a known CIA operative named Charles Tawil.

In 2017 George Papadopoulos and his wife Simona were approached in Greece by a known CIA/FBI operative, Charles Tawil.  Mr. Tawil enlisted George as a business consultant, under the auspices of energy development interests, and invited him to Israel.

On June 8th, 2017, in Israel under very suspicious circumstances, where Papadopoulos felt very unnerved, Mr. Tawil hands him $10,000 in cash for future consultancy based on a $10k/month retainer.

On June 9th, 2017, according to his book, Papadopoulos and Tawil fly back to Cyprus.

In interviews Papadopoulos said he was uncomfortable with the way the encounters had taken place.  He became suspect of Tawil’s motives; something didn’t feel right.  Instead of keeping the cash, Papadopoulos gave the money to an attorney in Greece before traveling back to the U.S. on July 27th, 2017.

Upon arrival at Dulles airport on July 27th, 2017, Robert Mueller had FBI agents waiting.  Papadopoulos was stopped and his bags were searched; however, he did not have the cash because he smartly left it in Greece with his lawyer.  Papadopoulos was detained overnight by FBI agents, and questioned.

[…] Stanley said Papadopoulos arrived on a Lufthansa flight from Munich that touched down at about 7 p.m. on July 27, and the FBI intercepted him as soon as he got off the plane.

“He was arrested [detained] before he got to Customs and he was then held at the airport before being brought to a law enforcement office,” Stanley recalled. (link)

According to Politico:

[W]hen he was arrested [detained] at Dulles Airport on July 27 after coming off a flight from Munich, prosecutors had no warrant for him and no indictment or criminal complaint. The complaint would be filed the following morning and approved by Howell in Washington.

And when prosecutors filed the complaint the next day they got a spoken order from Howell to seal it, but followed up with a written request that they could take to the magistrate in Alexandria, where they showed up almost an hour later than she expected.

All of it suggests something of a scramble, rather than a carefully prepared plan to take Papadopoulos into custody. (more)

Here’s where the recent revelations come in.  According to Andrew Weissmann’s schedule on June 13th, 2017, he was in conversations surrounding the basis of a Cyprus Mutual Legal Assistance Treaty (MLAT):

(Page #5 of FOIA pdf)

So overlaying the timeline:

  • 6/8/17 US intelligence asset Charles Tawil gives George $10K cash in Israel
  • 6/9/17 George Papadopoulos flies to Cyprus w $10K
  • 6/13/17 Andrew Weissmann starts series of “Cyprus MLAT” meetings with FBI
  • 6/13/17 Andrew Weissmann phone call w/ FBI Money Laundering and Asset Recovery “MLARS” section of FBI.

It would appear Weissmann was well aware of the Cyprus “Tawil operation” and engaged in communication regarding Cyprus.  Additionally, he was discussing “Money Laundering and Asset Recovery” w/ FBI.  [MLARS Link]

Taken in combination with hindsight of the search for the cash, and lack of a pre-existing warrant at the airport, this is clear evidence of a coordinated operation to entrap Papadopoulos.

Remember, the preferred approach toward targeting Paul Manafort, Mike Flynn and George Papadopoulos surrounded FARA (Foreign Agent Registration Act) lobbying violations.  Papadopoulos has stated the special counsel threatened him with charges of acting as a unregistered agent for Israel.  There’s a clear picture here.

#1) Papadopoulos was lured to Israel and paid in Israel to give the outline of a FARA premise (ie. Papadopoulos is an agent of Israel).  #2) Bringing $10,000 (or more) in cash into the U.S., without reporting, is a violation of U.S. treasury laws.  Add into that aspect the FARA violation and the money can be compounded into #3) laundering charges.

[A “laundering” charge applies if the money is illegally obtained.  The FARA violation would be the *illegal* aspect making the treasury charges heavier. Note: the use of the airport baggage-check avoids the need for a search warrant.]

Andrew Weissmann was conducting an entrapment scheme that would have ended up with three violations of law: (1) Treasury violation; (2) FARA violation; (3) Money laundering…. All it needed was Papadopoulos to carry the undeclared cash into the U.S.

However, because Papadopoulos suspected something, and left the money in Greece with his lawyers, upon arrival at the airport the operation collapsed in reverse.  No money means no treasury violation, no laundering and no evidence of the consultancy agreement (which would have been repurposed in the DOJ filing to mean lobbying for Israel via Mr. Tawil who would have become a confidential informant and witness).

That operational collapse is why the FBI agents were “scrambling” at the airport and why they had no pre-existing criminal complaint.  The entrapment’s success was contingent upon the cash.

Lastly, to repeat, this entire scenario was constructed by the DOJ/FBI team operation in 2017.  The members of the Special Counsel were running the entrapment operation; the FBI agents were participating in the operation.  This is not *investigating* criminal conduct; this is manufacturing criminal conduct.

Deputy Attorney General Rod Rosenstein was in charge of the Mueller Special Counsel.

The only way DAG Rosenstein and Robert Mueller didn’t know about the operation is if they both claim that Andrew Weissmann was completely rogue and in control over the FBI agents.

Oh, wait, what does the Mueller report say about the FBI agents and their chain-of-legal guidance and command?

With events happening in June/July 2017… Rod Rosenstein, Robert Mueller, former FBI legal counsel Jim Baker, former Deputy FBI Director McCabe, together with current FBI legal counsel Dana Boente and current FBI Director Wray were what?… Hoodwinked?

Yeah, ok. Sure.

I digress.

Papadopoulos was clearly being set up for charges. Luckily (for him), his spidey senses kicked in and he chose not to be entrapped. Is this really how the special counsel and/or the FBI operate these days? Scary for any American who is not fully engrossed in the law.

I wrote this a week ago: I suspect that if Georgie had been caught at the airport with $10k (undeclared), the FBI might have given him the choice between 5 yrs in prison, or else freedom if he agreed to be an FBI undercover informant against PDJT. (This surmise would be credible, IMHO if he were still on the Trump team. Was he in July 2017? Alternatively, since the money was from Israel, they could have gotten a “two-hop” FISA warrant on PapaD, as a supplement to the Carter Page warrant.)

I haven’t read or heard of any indications (yet) that Barr is planning on including the Mueller/Weismann team in the scope of his “investigate the investigators” charter. Everything seems to suggest his focus is on the pre-Mueller origins only.

Do folks here really have reason to believe that an investigation of the Mueller/Weismann investigation itself is also in play? Now that would be some sweet justice but I think it may be wishful thinking.

The special counsel and FBI were operating with one goal in mind at all times – damage President Trump by any means necessary and remove him from office. If that isn’t possible, hound every associate and minimize Trump’s chances at reelection.

The stakes are very high for the Deep State. They know they’ve been caught redhanded tampering with an election for strictly partisan purposes. Their only advantage is that the corruption runs so deep in DC, and they have leverage over so many branches of government, that Trump’s options are limited.

Papadopoulos was lucky the money wasn’t planted on him without his knowing – I’m sure these evil corrupt CIA/FBI professionally know how to do it. I do hope AG Barr, Huber, Horowitz all have this information as they are investigating and reporting on.

Planting more money probably wouldn’t have worked as his Greek lawyers could say (under oath) that they still had the money paid to him by Tawil in their possession.

I think we will find evidence that a Warrant did exist at the time that Popadop was detained at the airport, but that it was predicated on his possession of un-declared money. The delay that ensued was caused by the necessity of the FBI to get a new Warrant.

How much of this entrapment scheme is legal? As I understand it, the job that Tawil offered involved consulting, not acting as an agent. Papa’s book says, I believe, that he didn’t even know who the actual client was. If Tawil were to later testify that Pappa signed on as an agent of Israel, that would be perjury, right? And Weissman would be suborning perjury. Have we got any lawyers out there who’d care to comment? I would love, love, love to find something indictable on Weissman!

    • The problem in this case is that “nothing actually happened.” Because he didn’t have $10,000 of undeclared cash with him. Without the cash, there is no crime.

But very clearly, Federal agents ALREADY had specific reason to believe that THIS passenger [was actually witless enough to have] had $10,000 in his shoulder-bag. This, in and of itself, is ALREADY evidence enough that “something is rotten in Denmark.”

    • sundance says:

Don’t forget, the entrapment relied on the cash, but did not rely on Papadopoulos not declaring it.

If Papadopoulos had declared the cash on his customs form, the declaration would have been used as evidence against him. The “entrapment” was for FARA violations, not carrying the cash.

The FBI needed evidence of the payment. Actual physical evidence.

However, Papadopoulos lucked out and left the cash in Greece. If he had brought it back, even if he declared it, he would have been ensnared. The entrapment was FARA, not the cash.

I hope everyone can see that.

      • Electra says:

Hmm. That’s kind of my point. The FARA entrapment would ultimately rely on Tawil’s testimony–testimony to the effect that Papadopoulos agreed to act as an agent of Israel, which Papadopoulos says is false.

I’m not disagreeing with anything. I’m just wondering if Weissman can be held legally accountable for anything here–like suborning perjury.

Albeit small, How is it he has a succinct recall of all the minute details of all the contacts and “informants” pushed at him, yet cannot (or could not )remember the date of that one contact correctly?
But .. from his various interviews i pretty evident a lot was thrown at him.

So this is even more interesting since according to Comey, the FiveEyes referral by Downer to the U.S. of Papadopoulos was the predicate to spy on Papadopoulos (surveil, if you are uncomfortable with the word “spy”). Why the need to entrap UNLESS through all the spying for which the FBI had official permission had failed to produce a crime to which they had convinced a FISA judge Papadopoulos was going to commit. Working backward, the plan must have changed instead to bust Papadopoulos on the three charges above and then get him to plea instead to conspiracy (at a lesser penalty then the 3 aforementioned charges), thereby justifying the 2016 FISA warrant.

If ONLY he had brought home the marked money.

    Sound about right?

It doesn’t end well. A large percentage of the country will never trust the FBI ever again on anything. Comey et al have forever damaged and tarnished the FBI.

What’s more sobering is that the FBI is little more than a pawn of the DNC and apparently their clean-up crew.

Hannity may not be willing to voice it on air but I don’t mind. The FBI is corrupted to its very core and no amount of shuffling bureaucrats around at the top will fix things. The FBI should be dissolved and burned to the ground. I’m sure the Democrats and Deep State will attempt to corrupt whatever replaces the FBI, but it will take them years to take over a new agency.

One other individual joined the SCO in early June 2017 – Peter Strzok, shortly after Lisa Page joined the SCO on May 28 2017.

I have no doubt overlaying Peter’s text messages with Page, during this time frame, would be very interesting and possibly damaging. However, from the OIG report, no Strzok messages exist between May18 2017, the day AFTER the SCO was announced, and July 5 2017, shortly before his firing from the SCO. Only Page’s messages are available and could provide insight.

I have no doubt Peter’s missing texts are not accidental.

June 23, 2017 Page told Strzok, “Please don’t ever text me again.” – Could the wholly illegal setup of PapaD been the catalyst of Page’s realization she was neck deep in a treasonous coup attempt that was now going even further rogue and wanted out?

As an attorney she would know there is massive difference, in criminal liability, between using poor investigative work/bad information as a criminal defense shield and attempting to defend the manufacture of criminal conduct – intent.
