The “Secret Research Project” – Why Did The IRS Give The DOJ Twenty-One CD ROM’s?…

In October 2015 the DOJ announced it was dropping the investigation into the IRS, Lois Lerner, and the unlawful sharing of taxpayer data in the IRS targeting investigation surrounding True The Vote et al.

As a direct consequence of the DOJ decision, congressional inquiry into the IRS targeting matter seemingly dropped from the radar.

However, if you draw a line from the original intent of the entire enterprise, the post-2010 mid-term “shellacking”/”secret research project“, forward to the 2016 election cycle an interested observer might still be left asking:

“why did the IRS, through Lois Lerner, deliver the 1+ million pages of tax filings, to include the entire donor list of Tea Party and patriot groups, through 21 CD-ROMs and not by electronic data transfer. Information that was specifically sent to Eric Holder and the U.S. Department of Justice”?

This is an obvious question which, despite the numerous congressional hearings on the matter, was never asked – nor answered.

The entire scheme is riddled with complexity; almost too complex for the average person to understand, and seriously difficult to summarize. However, when you boil it down here’s the essential components that are no longer suspicion or supposition, but factually provable:

As a result of a trillion dollar stimulus filled with scheme and graft; and as a result of Obamacare being similarly schemed in backroom deals and late night votes; President Obama was “shellacked” in the November 2010 election.

The White House didn’t see the defeat a flawed policy issue; rather as the entrenched ideologues they are, they saw the SCOTUS case “citizens united” as the principle tool used by the White House opponents to organize and fund political movements, ie. the tea party.

The Obama Team response to the 2010 Shellacking was to use the Dept. of Justice (AG Eric Holder) to weaponize the IRS and go after groups -like Tea Party Groups- organized under the financial umbrella of 501(c)(4) donation structuring.

Years later, when the scheme was discovered – the White House denied knowledge (“not even a smidgen of corruption”), the DOJ feigned ignorance, and the IRS began working overtime trying to hide the construct of the prior communication, planning and strategy.

  • The head of IRS tax exempt division, Louis Lerner, pled the Fifth.
  • Obama’s Chief of Staff Jack Lew was made Treasury Secretary (IRS is sub division of Treasury Dept.) where he was/is able to continue hiding information.
  • And Eric Holder constructed a team of DOJ lawyers to isolate, hide and manipulate the trail of evidence within the DOJ.

Just before the IRS targeting scheme was fully discovered/comprehended, and seemingly overlooked by any curious media enterprise, in February 2013 representative Maxine Waters said:

“The President has put in place an organization with the kind of database that no one has ever seen before in life. That’s going to be very, very powerful. That database will have information about everything on every individual on ways that it’s never been done before and whoever runs for President on the Democratic ticket has to deal with that. They’re going to go down with that database and the concerns of those people because they can’t get around it. And he’s [President Obama] been very smart. It’s very powerful what he’s leaving in place.” (link)

Loose Lips Sink UniParty Scheme Ships

Against, the backdrop of new information which proves the UniParty, both dems and republicans, benefitted from the targeting of the Tea Party and oppositional forces; and with the full comprehension that Mitch McConnell and the republican leadership organized a post Citizens United strategy to work around their financial dependency on the electorate via Super-PACs; aren’t you just a little bit curious what the purpose was to assemble a data-base or “Secret Research Project“?

Lois Lerner’s and other IRS officials’ concerns about how to handle these donor lists came on the heels of an advisory from the Treasury Inspector General for Tax Administration (TIGTA) to her and other IRS officials in late March 2012 of “an audit we plan to conduct of the IRS’s process for reviewing applications for tax exemption by potential section 501(c)(4), 501(c)(5), and 501(c)(6) organizations.”

March 2012 “audit we plan to conduct” was the IG notification for a pending investigation of IRS. Specifically of their handling of Conservative Groups filing applications and status.

We all know the result of that investigation was a finding the IRS was indeed targeting conservative groups – hence the IRS scandal erupted in the headlines.

However, far more troubling were later discoveries into the internal communications which suggested much more nefarious activity regarding the assembly of secret lists, the “Secret Research Project”.

An undertaking by both the Obama Administration and the DOJ together with the IRS began to surface.

The American Center for Law and Justice put it thusly: We know the IRS unconstitutionally targeted conservative groups. We know they illegally demanded, obtained, and held the donor lists of these conservative organizations. Now we learn that in 2012, the height of the targeting, the IRS was involved in a “secret research project” with this confidential, illegally obtained donor information.

That’s more than a big deal. It’s potentially criminal.

The very fact that the IRS was using the phrase “secret research project” should give every American pause. But the fact that this project was conducted as part of a well-orchestrated effort to target and silence conservative Americans is utterly disturbing.

Now, again, ask yourself: Why would Lois Lerner be delivering 21 CD-ROMs of data, lists of every American who joined arms with the Tea Party, to Eric Holder in the DOJ instead of just transferring that data over their internal computer systems?

WASHINGTON […] “After the Justice Department turned over the database to the Oversight Committee this month in response to a subpoena, the Justice Department says it was informed by IRS officials that it contains legally protected taxpayer information that should not have ever been sent to the FBI and it now plans to return the full database to the IRS,” a statement from the oversight committee said.

According to material obtained by the committee, the IRS sent the FBI “21 disks constituting a 1.1 million page database of information from 501(c)(4) tax exempt organizations, to the Federal Bureau of Investigation.”

      Don’t forget health information; All recipients of Federal CMS (Medicare) and Medicaid money who bill for healthcare are incentivised (being forced) to keep health records on a records that meet government specifications, contain government required information, and those systems must be able to transmit information in a government defined format.

      The NSA has 1 million sq feet of enclosed space containing data storage equipment in Camp Williams near Bluffdale, Utah. I know one of the guys that worked there (on site) and helped setup the VA “partition” if you will.

      Every single text, email, phone call, chat, financial transaction and such things as your driving route to work in the morning is stored there. They know everything about us and everyone is assigned a threat “score” and red-flagged if the score is high enough.

      This data base is continually being improved and more facets of your life are being recorded and stored. How much electricity you use, did you get a flu shot, your alcohol consumption (debit cards are handy for that) your viewing habits, your online shopping history…and if they want to record what you’re saying in the “privacy” of your home, that can easily be done in a variety of ways.

      Ever wonder what you’re really giving consent to when you click “I agree to Terms of Service?”

    Why do it via CD? Because unlike emailed data, or data otherwise transmitted digitally, there is no record of who viewed and downloaded the info contained on a CD. There is no trail. Just like playing a vinyl record vs listening to a song streaming online. There is a record of who logged into the song being streamed. There is NO record of who listened to the vinyl record, or of anyone who recorded it. Dead end trail.

      Depends whether or not desktop event logs are collected and forwarded to an event log management system (e.g., Splunk). If desktop logs are collected, opening the files read locally would be logged. Also, the files could have been moved from CD’s, which are very time consuming/slow to read, into a file share. If activity within the share is properly logged, which it should be for sensitive data shares, use and access of the data would be logged and forwarded.

      Of course, 2014 event log availability today would depend upon on backup retention times, since event log data is typically maintained on-line for only about a year due to storage space consumed. Backup retention times are specified by IT policy and driven by contingency planning processes.

      In my view, access to this type of information for long periods of time is essential for the very reason seen here. Corruption may not be investigated within a government agency until after many years have gone by.

      Seems that IF a Trump does that now, Mueller will be tipped of as to exactly what spy gate details are being declassified. If POTUS waits, he can selectively release the details that make Mueller’s final report look like the witch hunt it really is…. a secondary advantage, with Mueller and team NOT knowing when and the details of what POTUS declassifies, will force them to be honest and truthful in the final report.

      I think it is a mexican standoff. Mueller afraid to release his report because he doesn’t know what PDJT knows, and if Mueller knows what he is saying in the report isn’t true, he doesn’t know what is safe for him to lie about. PDJT is ready for the report to be released. Mueller keeps delaying. PDJT knows Mueller has nothing on him. Mueller must also disclose how he got information, and knows he is going to be called out on his illegal methods, as well as already debunked reports.

      In the mean times PDJT keeps sowing winamins all over the world, and racking up points of respect and awe, not only among citizens of the country, but among citizens of every nation who are coming awake to the rape and pillage being done in their own country by the Globalists.

    WHY did Eric Holder announce his decision to resign as AG right at the time of the horrific murder of Colleen Hufford in Moore, Oklahoma . . . did someone try to report a possible threat to the FBI and/or DOJ and it was ignored? They seemed to not want to talk at all about what happened to Mrs. Hufford – all the news media would talk about all day and for days afterwards was about Eric Holder resigning – he announced his resignation on September 25, 2014 – he finally left on April 27, 2015, when he was replaced by Loretta Lynch.

    Someday, somehow – e-mails, text messages, voice mails – something – all will be revealed

Listen to Red Eye and other late night shows and you will realize that we did mobilize, that the enthusiasm was there but rampant corruption compromised everything we tried to do. Voter fraud was bewilderingly efficient. The media tipped it off in the months previous with their blue landslide predictions which was a cover for the operation; caused us to shake our heads, question our commitment,swallow the outcome, all of which was actually light years away from what really transpired. In a very short time, a cleansing must occur or our votes will be epic acts of futility; a source of amusement for the criminals who will rule our lives.

    FDR was the first president to use the IRS against political opponents, such as Huey Long, who was under constant invesigation until his untimrly death. William R.Hearst found himself under investigation when his papers started criticising some of FDRs programs. There were a number of investigations, which led to nowhere. The top tax bracket was over 70% then, so there was plenty of work for the IRS, besides neutralizing FDRs enemies.

    It seems the state of politics is spiraling lower than conceivably possible. I fear for our children and grandchildren. My fear is that there is no way to right this ship. I’m happy that we have educated our children during the past 5 years and they are well aware of what is happening with our great republic.     Reading these articles from Sundance I am relieved to see these things in print. Although somewhat uncirculated to the extent of Fake News, that is the real tragedy. The uninformed do not have a clue about what is happening next door.

    After over two years in there is not much in the way of penalties that would tend to make a dent in the vast corruption of individuals with hands in the evil box. What we all know here but few discuss, no actual proof, these data bases with many very evil people collecting their taxpayer wages are currently doing the filing. That filing contains all the above, waiting. Waiting for the next hidden Soros funded Obama/Hillary what ever to grab the throne. Game on.

    Although President Trump has done an enormous job to date, think of the possibilities a few honest Americans would add. I pray POTUS finds them and the Almighty strikes the evil doers before the leave their comfy evil concealment.

And so, at Carnegie, when Clapper focused on the rump analysis masquerading as an “Intelligence Community Assessment,” the scent of the duck came back strongly.

    Intelligence analysts worth their salt give very close scrutiny to sources, their possible agendas, and their records for truthfulness.     2) A LOT more attention needs to be given as to just how far back the misdeeds took place. Just how commonplace it was for the DOJ to engage in illegal activity. The notion that the DOJ is somehow above the law and Constitution and beyond oversight needs to be killed, and harshly.

    3) Be sure to hit the link SD posted in the piece to the 2014 piece. What struck me as I read it was this is a perfect illustration of how sunlight alone is not a magic bullet. Facts were on the table, but no prosecutions occurred, because there was no honest entity to prosecute it. Sound familiar?

    You’re getting closer. Many nations (and private entities) hoover up vast amount of personal data about individuals all over the planet. The UK is the tech leader in this form of institutional privacy extinction, but the US does it bigger, better, and more comprehensively than anyone else. This includes nearly all EC migrating on major trunk lines and broadcast channels, plus backdoors into all manner of private databases. But the real impact is via the use of AI-based analytical tools to scan and process data with specific purpose. About a decade ago, this data analysis was primarily used to discover and investigate criminal leads. Now it is primarily used to enable subliminal memetic infection of large cohorts of the population (behavior modification). And it working. Mental biases are being altered and created in susceptible individuals via repetitive messaging. We are becoming a population of mental drones. Mandated tracking implants are just around the corner.

  39. After spending most of the last year at the Sundance Tree House School of Technology, I have gotten an education like no other. Due to the nature of my work, I’m on the computer quite a bit and have always read a lot of alternative media and blogs.

    Nothing, however, compares with the CTH when it comes to the quality of the research, writing and analysis. I honestly don’t know how Sundance does it or when he sleeps.

    Only problem is that it’s impossible to “un-see” this stuff once you’ve read it. Whatever slight good feelings I used to have (and there weren’t many) about our “servant” Government have disappeared and I am now utterly convinced that most of the alphabet soup bureaucracies like the CIA, IRs, FBI, NSA, etc. etc. are nothing but criminal enterprises, worse than anything conceived of by organized crime or the Mafia of yore.

    The level of evil and corruption in the Federal government is beyond mind boggling, bordering on the Satanic. Not a day goes by that Sundance does not provide us with proof of just how out of control these agencies are and how they are working to destroy our Country and its loyal, patriotic, taxpaying citizens.

    I have no more sympathy for any of these people or their families- a pox on all of them. Too bad they will eventually get paid after the make believe shutdown- all 800,000 unnecessary POS.

    It was truly a miracle that our President Trump was elected and that the Deplorables won this battle. Time is running out, however and there is much that needs to be done. God bless America.

      The amount of data that can be stored on a CD ROM (or DVD) depends upon the file format used and the amount of data per record (taxpayer) that is included within that record.

      For example, if the data consists of records of taxpayers or 501c4 orgs, the number of records that could fit on each disc depends on how much data per record is included, plus the overhead code for each record as determined by the particulr file format being used.

      If the database from which the data is exported is a proprietary program used by the IRS (most likely), the best possible way to extract/ export data from it for transfer to another database or to avoid deterction via electroinc transfer methods, is in a “text” file which is formatted as a comma-delimited or tab-delimited file. That is probably the most universally-used generic format that can be imported back into most database applications.

      Even in this relatively simple format, each record being archived or copied can consist of hundreds even thousands of bytes of data because of the extensive array of information that was collected from the forms that the 501c4 entities submitted.

      So there really isn’t a way for anyone on the outside to guess at the amount of information or number of records contained within the 21 discs, but we can only assume it is a significant amount.

    Might be worthwhile confirming it was CD’s…if the data was uncompressed on the CD’s, all of it likely would have fit (compressed) onto a single DVD. Someone would have to pretty dumb or using a very old desktop or server to have made CD’s — even in 2010…

    So much unbelievable crime from the Ovomit administration. Nothing surprises me anymore.
    Hearing Hillnag saying she may run again is disturbing. The fact that she has no clearance is bad enough, but the fact that she feels she is so innocent and COULD be allowed to run is scary. Trump had better drop the hammer soon. Our country knowing the truth and people being punished or at the very least publicly shamed, is more important than playing politics. He needs to go ahead and have military do the wall as well.
