The President is constitutionally directed to comply with ‘The Budget’ that Congress authorizes.

But… the Constitution doesn’t say anything about an “Omnibus Spending Bill”.
    Does it?
    I don’t think it does.

Ozero was never constrained with having to follow-a-budget…because Congress never passed one that he had to follow!
He spent money on whatever he wanted to.

For example, I don’t remember any funding ‘approved’ for all the arms & ammo that the various fed agencies armed themselves with.
    Who approved all that spending?

These Omnibus Spending Bills are basically “Here’s a bunch of money” with congressional ‘suggestions’ as to how it should be spent.

I suspect that our President is aware of this aspect of these Omnibus Spending Bills.
    It’s a sort of…loophole.
He had to have noticed that Ozero was free to spend whatever he wanted, on whatever O wanted to spend it on…and Congress didn’t do a thing about it!

This is not something that PDJT can talk about, or explain to us.
But it gives me hope that this is why he is going along with this outrageous Omnibus Spending Bill.

What happened to all those “shovel ready jobs”?
        Ooops…didn’t happen.

What happened to all that “Infrastructure Spending” that was ‘approved’ in the other Omnibus bills?
        Ooops…didn’t happen.

And what did Congress do about it? …Nothing!

If things don’t end up getting funded, that Congress is ‘suggesting’ the funding for in this Omnibus Bill…then what can they do?

BINGO! See my post above. Our President is allowing these morons to put a tremendous amount of money on the credit card and will make sure a good chunk is not spent. Only the DoD will spend every penny of it. I have a funny feeling $12 Billion will be used on the WALL because of National Security concerns. Let Democrats and RINOs sue him before the midterms.

        Exactly, Fle.
And like I said…this is not something that PDJT can explain to us.

But he doesn’t ‘have to’ spend the money that is in this thing.
And he doesn’t ‘have to’ spend it on the things that Congress is suggesting that it will be spent for.

The Treasury Dept is a part of the President’s cabinet, and answers to the President.
Pres Trump can direct his Treas Secretary to disburse funds in the manner that he sees fit.

Without an official ‘Budget’…the President is not officially ‘bound’ to spend the money the way that Congress is suggesting.

Wheatie – I’m sure that the courts will view the Omnibus in the same light as a Budget WRT requiring the Donald to spend money. What Obama did and did not do is not an issue – he was the Golden Boy and Trump is the New Hitler and there is no way he would be allowed to get away with the crap that Obama pulled. Just look at he nonsense over a simple congratulatory telephone call to the leader of a major nation vis a vie their response to Obama doing the same thing.

He would then be directing his purchasing agents to break the law. Funds are just thrown into a big pot – they are tied to specific appropriations. Each funding tranche has a specific appropriations number (long-line number) and can only be legally spent on that appropriation. Each appropriation line has a different number (or ‘color’ of money) and juggling funding between can be … intricate. To say the least. Even within purchasing offices/programs contracting officers can run into problems with one program having plenty of money and another program is running short. They can’t just transfer funds if the money for the two programs is a different ‘color’.

Yes, money CAN be reprogrammed, but it takes coordination with and approval by Congressional budget agents. And if Congress specifically did NOT authorize money for the wall what do think the chances are that they’d go along with reprogramming?

      I have more

How long does this bill stay in effect?
Is this Bill for the reminder of the fiscal year of good for perpetuity?
If this Bill is only good for the remaining year, we get the funding for the Military and some Wall Money.

I would say we can let the Sanctuary City thing play out in the courts and through legal channels but considering no one from the swamp has been prosecuted in the last gazillion years for their treason I am doubtful of that being a solution.

        ———————-

An omnibus bill is a proposed law that covers a number of diverse or unrelated topics. Omnibus is derived from Latin and means “for everything”. An omnibus bill is a single document that is accepted in a single vote by a legislature but packages together several measures into one or combines diverse subjects.

Because of their large size and scope, omnibus bills limit opportunities for debate and scrutiny. Historically, omnibus bills have sometimes been used to pass controversial amendments. For this reason, some consider omnibus bills to be anti-democratic.[1]

Then you can read what Pascal Lamy has said. He is clear about what the Globalist want and he was Director-General of the WTO for two terms and high up in the EU before that.
            …….
            Here I will give you a start…

To govern this globalized world, writes World Trade Organization Director-General Pascal Lamy, existing institutions will need to be reformed
            (wwwDOTtheglobalist.com/storyid.aspx?StoryId=9174 )

In the same way, climate change negotiations are not just about the global environment but global economics as well — the way that technology, costs and growth are to be distributed and shared…
Can we balance the need for a sustainable planet with the need to provide billions with decent living standards? Can we do that without questioning radically the Western way of life? …
At the same time, globalization is blurring the line between national and world issues, redefining our notions of space, sovereignty and identity. As we saw during the recent financial crisis, economic turbulence in one country now sends shockwaves worldwide….

This raises a final challenge: How to provide global leadership? Mobilizing collective purpose is more difficult when we no longer face one common enemy, but thousands of complex problems
The reality is that, so far, we have largely failed to articulate a clear and compelling vision of why a new global order matters — and where the world should be headed….

All had lived through the chaos of the 1930s …including the defeated powers, agreed that the road to peace lay with building a new international order — and an approach to international relations that questioned the Westphalian, sacrosanct principle of sovereignty — rooted in freedom, openness, prosperity and interdependence.

“and an approach to international relations that questioned the Westphalian, sacrosanct principle of sovereignty” means getting rid of that pesky US Constitution and American NATIONALISM. (That is why the words ‘nationalism’ and ‘patriot’ is now equated with Hitler.)

Lamy makes that clear when he says…

I see four main challenges for global governance today.
            The first one is leadership…..
The second one is efficiency, i.e. the capacity to mobilize resources….
            The third one is coherence….
The last challenge that I see is that of legitimacy — for legitimacy is intrinsically linked to proximity, to a sense of “togetherness”.….

There is one place where attempts to deal with these challenges have been made and where new forms of governance have been tested for the last 60 years: in Europe. The European construction is the most ambitious experiment in supranational governance ever attempted up to now. [Interesting that he uses word ‘experiment’] It is the story of a desired, delineated and organized interdependence between its Member States….

First, on the question of efficiency, Europe scores in my view rather highly. Thanks to the primacy of EU law over national law. Thanks to the work of the European Court of Justice in ensuring enforcement and respect for the rule of law. And thanks to a clear articulation between the Commission, the Parliament, and the European Court of Justice.

Just keep fighting and never give up. We can do this. won’t be easy but we can do it.

              OORAH!

Some folks can only do what they can do. Everyone makes the sacrifices they can. Some are able to do things others cannot. Some folks can fly planes, others can serve in submarines and others do what they are able to. It would be easier if we all cut the cord, ditched the dish but not everyone for whatever their reasons are cannot do it all. We must accept what each one of us individuals brings to the table and adds to our forces.

I never will disagree with what you say about getting rid of cable because I agree with it 100%. Just not everyone can do it yet. But they do sacrifice and those sacrifices that our comrades make should be recognized and honored as much as those who sacrifice in other ways should be recognized and given a salute for what they do for our cause and for what they bring to the table. 🙂

I hope you see the smiley face and know what I just aid was out of respect for you and respect for all our friends here.

Sincere here. Tazz, you say keep fighting. Ok seriously how? Please explain how to fight this. Marching? Threatening people? Making up lies and getting every newspaper and TV channel to parrot those lies, over and over and over again?

Conservative dont march, if we do, thugs show up and we get blamed for inciting violence. Which is funny because without that, it wouldn’t even be televised anyway.
We usually dont threaten to harm people.
We usually dont lie and slander, but it wouldn’t matter because we dont have TV and newspapers to help us.

They are eroding the internet as an area to have some sort of level playing field. The media remains in their pocket.

You know I am not the most patient person in the world.

I don’t have any magical answers but I do know that if we made through Bush I, Clinton, Bush II and Obama we can make it through this.

How did Washington’s soldiers make it through Vally Forge?
How did the Washington’s Army, the Army that suffered defeat after defeat of 7 long years make it?
Some how some way we must find a way.

We have to get down and dirty at some point. I am waiting until next budget season then will decide my next course of action.

If I don’t see a take no prisoners approach by then…..

I have been trying to keep a low profile her. I will say I agree with PaulRaven1, JoninMD and a few others who flat out state that at some point the battle will have to be joined or we will lose the fight to save America.

I was at that point before Trump ran and won. I am trying to give Trump some time. Truth is, we may have waited too long and we are too far gone. But, Trump may be able to turn this thing around and I am willing to give him that opportunity.

If we and President Trump fail this time. What follows will not be pretty. Maybe some of us will escape the worst but certainly for our children and our grand children won’t. We also owe it to them to keep fighting at least a little while longer.

President Trump fulfilled two key campaign promises with this bill: to rebuild our military and to build the wall. Sure, much more needs to be allocated for the wall, but this is a start, is it not? Shouldn’t we be glad? Planned Parenthood is still funded and so are sanctuary cities, but could any bill that defunds pass both chambers?

I’m not saying this bill is anywhere near perfect or desirable, but in some ways I think it is a win for the President’s priorities. We’re never going to get everything we want, especially when Congress is full of self interested money grubbing gluttons. Why in the hell would the President shut down the gov over a spending bill that somewhat funds his priorities? Think of all the problems he faces. Wouldn’t shutting down the gov over a bill that passed both chambers just add yet another sword of Damacles to hang over his well coiffed head?

If “Trump’s base” want to be pissed, maybe they should pissed at Congress and resolve to do something about it when they vote. For now, I am sick and tired of the threats of “Trump’s base” abandoning him every time the new crisis du jour arises! Seriously people! On the one hand, the media and dems create constant scandals, and on the other, “Trump’s base,” aided by Conservative inc., are in perpetual freak out mode. It is tiring, unproductive, and fatalistic. Good grief, this is a one year budget. The world is not coming to an end. And Trump can start the Wall! Yay! You just know he’s already picked the design and made plans to start it in the place or places where it would have the most immediate impact! I saw somewhere that the funding he got would pay for approx. one hundred miles of wall. I’m tickled pink with that. They probably wouldn’t be able to build much more than that in a year anyway…

The 1.6 billion is SPECIFICALLY RESTRICTED from being used to build a wall.

“In the final wall compromise, $1.6 billion will be available for physical barriers along the Mexican border, but strings are attached. Most of the funding, officials said, can be used only for repairs or for “secondary” barriers along border stretches where there is already a wall. The rest can be used for 33 miles of new barriers, but there are restrictions on the type: Only levees or existing “bollard” fencing can be built, rather than the concrete prototypes Trump appears to favor.” – Politico.

Everyone is all upset over lack of clarity with regard to this “omnibus” bill (the DS LUVS their symbolism!!!)… Republican Congressmen who support POTUS and his agenda will not vote for this bill tomorrow.

We have friends here who sacrificed for America by going off and serving in our military. Whether in Korea, Vietnam or any of the conflicts since they know what it is to move forward and to fall back.

yes the budget is hot garbage but we did get military funding out of it, some Wall money. As long as we keep moving forward and do not cede hard won territory back to the enemy we can live to fight another day.

We are moving forward, just not as fast as we’d like sometimes. Yes, we want to win and to win now. Reality does not always let us win it all, but, as I said previously, if we keep moving forward we have not lost anything.

We are winning. Just have to keep pushing and giving 110% at all times.

We got money for the military but we also got a DNC middle finger at the President over the wall. The strings on the ‘wall’ funding are just a studied insult at the President from both the Ryan contingent of RINOs as well as the democrats.
