Jessica Lane Chambers Murder – Day #83 – The Lead Investigator, DA Champion…

The full 20 minute press conference with DA John Champion is available HERE. After some initial review, here is some takeaway.

Champion outlines not only the timeline for Jessica’s activity on December 6th, but he also inadvertently timelines the investigative authority. Confirmed within the press conference is a confirmation the Panola County Sheriff’s Department, Sheriff Denis Darby, was the first law enforcement agency to respond to the murder (Saturday 12/6/14).

The next agency to assist on the case was the US Marshals Service (USMS), who became involved the next evening (Sunday 12/7/14), which is the same day DA Champion responded to the crime by arriving in Courtland Sunday afternoon.

The third agency was the Federal and/or State Alcohol Tobbacco and Firearms (ATF) team who engaged by the end of the first week due to the arson aspect of the case. Those agencies were soon followed by the FBI who, according to Champion and Darby, they asked for forensic and technical assistance.

This agency aspect affirms all of our prior research and becomes important because it affirms the USMS was active in the area in some capacity prior to the event that led to Jessica’s death.

Some people have speculated that Jessica might have been subject to the Federal Witness Protection program (WitSec) due to the speed of USMS involvement. While that is wildly speculative, given the nature of the inconsistencies within the known details, it actually cannot be ruled out.

Why would a District Attorney be lead investigator? Why would the USMS be so rapidly involved? Why would a crime scene be so disengenuously handled? Why would the most critical evidence, the burned vehicle, be removed from the scene within an hour?

These brutally odd factual realities, along with a few more less conspicuous outcomes, support those who theorize the WitSec aspect – and keep the consideration from being dismissed completely.

john championBack to the Champion Press Conference. Just like every time Sheriff Darby or DA Champion speaks to the public there are some wildly non-understandable outcomes as a result of the content they deliver.

Champion gives a timeline for Jessica’s activity on the day in question. The activity is based on CCTV capturing her movements, interviews with people who talked to or saw her on the day in question, and USMS technological forensics in tracking her cell phone; this is called geo-location.

The “geo-location” capability of the USMS is the most technologically advanced in the entire Federal arsenal of law enforcement.  The USMS also have “stingray” technology, which are devices that capture EXTENSIVE transmitted data; because they are known to have been conducting some kind of activity in the area it is quite possible ‘stingray’ units were already in place.

Regardless of Stingray deployment the traditional cell tower ping logs and geo-location from GPS would still be highly accurate in locating the signal from Jessica’s cell phone.

The cell phone tracking is what was used (mostly) by Champion to frame and focus the media during press conference.

However, it should be noted -early and often- that phone tracking is only that, tracking a phone. The assumption is the phone is with the owner; regardless of probability this is an assumption and not a verifiable fact.

It is assumed that Jessica’s phone was on her person during the timeline presented.

Additionally, it must also be noted that just because the phone is operable, this does not evidence the health or well-being of Jessica while the phone was “on” or “trackable”. Again, the assumption is that Jessica was alive and well during the timeline as described.

According to DA Chambers Jessica was home, or near home, for most of the day up to a point at approximately 5:00pm when she left home to run errands as described by her mother Lisa Daugherty:

♦ Sometime shortly after 5:00pm Jessica received a phone call and she left home. The caller is identified and as a friend, and Champion said “no bearing on the case”.
♦ Her immediate travel took her to the M&M First Stop gas station where she was identified on CCTV at 5:24pm
♦ She then travels to a “residence” (confirmed “house”) shortly before 6:00pm where she stayed for 5-7 minutes.
♦ She leaves the residence (headed North) and at 6:10 pm is identified at SR #51 and Highway #6 in Batesville where she is identified in the area (via private CCTV) for approximately 10 to 15 minutes.
♦ The timeline then puts Jessica back in Courtland area at 6:30pm (location not given) where a timeline void begins for almost an hour.
♦ At 7:31 pm her phone is identified in the area where she was later found. It is assumed she is with the phone.
♦ From approximately 6:30pm to 7:31pm her activity and location, according to DA Champion, *is not known. This is the period he is requesting the public to provide assistance with.
♦ At 8:09pm a call to the fire department is made.
♦ At 8:13pm the Panola Volunteer fire department arrive. Within minutes, according to responding Fire Chief Cole Haley, he calls for a paramedic, an air ambulance, and a direct call for P1 (Sheriff Darby)
♦ At 9:30pm Jessica’s burned vehicle is photographed on a tow truck at M&M gas station.

In addition, in direct relationship to the missing hour (6:30pm to 7:31pm) Lisa Daugherty has claimed to have had a phone conversation with Jessica for “twenty minutes”. According to Daugherty the call was from 6:48pm to 7:08pm (she also said 7:13pm). Daugherty discussion/interview HERE.

Which begs the obvious question, if Daugherty was talking to Jessica at that time, why is the USMS unable to detect the phone use with the data forensics employed for the rest of the timeline. [Yet another, odd and unanswered question skipped by the media.]

In my humble opinion, this missing hour aspect is intentionally created by Champion.

If you try to reconcile the “claimed” absence of phone tracking, against their obvious ability to track the phone, you might also note something about the presser and subsequent Q&A interview – if you watch the video.

DA John Champion has ‘no reference notes’, yet he is explaining a timeline. Meaning, and/or implying, he is delivering information with an intent to use the media for more than just delivery of critical detail.

He is using the media for a purpose; the purpose, in my opinion, is not just to deliver a timeline.

What that purpose is remains unknown, but this press conference is not just to ask for the public’s assistance – he is creating something. Again, assuming Daugherty is accurate and not lying about talking to Jessica, it could be Champion is protecting something (a witness?) by trying to say they don’t have any information around a time which they should easily have.

In essence, the “void” may have a purpose.

    Unless ….through what she shared at Leah’s, having reached their ears from some unknown source, led the ABC agency to believe her info or ability to get info – of vast importance. Maybe they promised her a brighter future.

    Told her no one would know and she wouldn’t have to hide. Offered money for college, etc.
    The CI theory isn’t my top thought, but this a thought of what could lead to it from either side.

    If CI is the deal they failed her on all levels, as happens with naive but helpful or coerced amateurs.

      this murder could simply be a murder by some low intellect animal down there for any number or reasons and there are SO many of those types down there….

      but the CI angle is interesting….it might be the reason why momma and papa haven’t been out there protesting the slow movement on this case….could they have been told that Jessica was a CI and if they kept their distance they would receive big bucks as a secret settlement?…….probably not but it would explain things…

    As for who was at the scene with Jessica ……LE cannot bring charges based on cell phone contact there. They can add certainty to further other evidence, but a cellphone showing in that location is all that would be – a cellphone showing in that location. Placing the person who owns said cellphone there also is the necessary piece. That would call for witnesses placing those cellphone users with Jessica that night.

    Perhaps they do have some fingerprint ID(s). Maybe they are quite sure others were there also and want to reel them all in…..or they want to hook the big fish, the one behind the plan (if there is one).

      Of course if the feds have greater technology that allows conversation ability then they could qualify that info …..but, they also would have that info because they were working there already on much bigger issues. They wouldn’t compromise an investigation for a minor piece (in their minds) . In the long term all would be brought to light.

      Diane, MSSmallTown posted the FB comments about the keys in older comments on todays thread. It says the keys were found by Jerry King while he was walking his baby down the road on Dec 11, and another person says they were found Dec 8. Until we get a verified report, I’m going with the article and posts here that say car in park, brake on, keys in ignition, based on the photos on the truck and at impound.

    I wonder just how long the U.S. Marshall Service has been helping out in Panola County…

    When I was researching the incident between Sheriff Darby and Police Chief Burdette (which Burdette is suing Darby over), I came across an interesting tidbit. The confrontation between the two LEO’s was over Darby butting in on Burdette’s jurisdiction on a shooting incident call. They already had issues with each other, so things got crazy. But that’s not my point right now (although I do think Sheriff Darby has a big problem with arrogance, control, and abusing his power – not a fan).

    At the end of the article, which is from 11/15/2013, it says –

    “Meanwhile, the shooting incident was apparently not a feud between gangs in Como and Sardis as both the alleged shooter and victim are Como residents according to Champion.
    The alleged shooter is known to officials and the U.S. Marshall service is assisting in his capture according to Sheriff Darby.”

    I’ve learned from this site that the USMS would not normally be involved in local stuff like this. Not sure of the importance of this, but it caught my eye.

    Has the USMS been there for over a year, working on something? Is there a link between terrorism and the gangs? Ali was certainly friendly with the gangs. Which brings to mind Gina’s post from January…

    ”She talked to several people about the book. She has started a journal about the abusive relationships and the rape. She had shown very good progress in dealing with her emotions and had replaced her negative coping skills with positive ways to deal with her low self esteem.

    The gang had heard about the journal and thought it was the “book.” She had the rough copy with her that night in her car. She was going to make a wonderful life for herself”…

    This still rings true to me.

    In the very first press conference, Darby said something to the effect of “we know what happened to Jessica”. I realize my middle aged memory isn’t what it used to be, but I actually wrote that down as a point to revisit. I went back to that video, the statement is not there. Does anyone else remember this, or am I mistaken?? Just thought maybe someone had an early copy of the video that could verify…It seemed interesting at the time, now with the new time line facts and speculation that she was a CI, just seemed to be worth another look.

      If she was a CI and Darby DID in fact know that, that could account for the quickly cleared scene and attempt to keep all under wraps. Ali blew that effort with his fb pictures and spread of info.

      That would mean Darby knew of the feds involvement though. I don’t know how they work but can’t imagine feds share with locals when locals are so often some of the criminals that they take down in the end.

      Doesn’t seem plausible.

        I’ll have to look for the video. He said that but I remember thinking that he meant they knew what happened to her in a general sense. It was early on in the investigation and at the time when he seemed more concerned about there not being any street talk.

          It was the first press conference, the one they did together. I have pulled up videos of it and watched again, but don’t see it now. Glad to know someone else remembers it. I, too, thought it meant more in a general sense of what happened, but it was just one of those things that set my spidey sense on alert.

          there was a video that went with that. The written article is a recap of the video that was reported by the Clarion Ledger or one of the local news. Things are disappearing since DA made his timeline announcement.

    Dagnabbit – Sorry folks! In the MSOR post above the Ebnx is listed at 289 HERRON RD SUBDIVISION. However, to arrive at the above link, I used 124 Main as the “search data” and it gave a list of SO’s with 124 Main as MATCHING his address. Both are right around the corner – from one another and 124 is supposedly where the keys were found.

    Jessica’s cell phone. My thoughts are that JC’s last move was to turn it on and toss it in the weeds.

    People have mentioned the perps may have turned it on at 731 to erase incriminating evidence of their own numbers or communications then tossed it. Doesn’t add up for me for three reasons:
    (1) the carrier already has the incoming and outgoing phone numbers archived electronically (not actual text content) so clearing the phone itself is futile;
    (2) ‘wiping’ it the perps would have almost definitely run the high probability risk of leaving fingerprints on the phone keypad, screen, frame and battery before tossing it nearby;
    (3) finally, to toss the phone (versus burning or taking it) is the clincher because all Champion has to do is compare the electronic records/ timestamps against the remaining records on the phone itself to confirm exactly which numbers and names were removed – which would go a long way toward the supposition that the perp(s) erased their own name(s).

    JC’s last move was to turn it on and toss it in the weeds.

      If the perpetrators had access to her phone, why didn’t they burn it up in the car?
      I’m trying to picture the actual time and care one would have to take to pour gasoline onto a car without splashing it onto one’s self in the process. After that, they would have to put the gas can into their own vehicle presuming there’s no trace of said can at the scene, and then light the accelerant from a safe distance. You would not be able to just use a lighter without risking burning yourself. Tossing a cigarette on it? I don’t know. Can you think of ways the perpetrators lit the fire without burning or singhing (sp) themselves?

  9. In investigating cell phone use, when someone turns their phone off, it raises just as much suspicion, if not more, than ping trails to certain locations. Virtually everyone with a cell phone leaves it on at all time. When it is turned off, that tells me somebody has something to hide.

      Or for me, as it happens so frequently, the stupid thing died. 30 minutes go by before I figure out something is amiss with my phone. Then I proceed to dig through my purse for 5 minutes, fail to find it, scour the vehicle, fail to find it, look back in my purse, finally find it, and then hook it up to the car charger where it takes 15 minutes to go from a battery screen back to my home screen. That would account for the phone being off for me, and then randomly turning back on… And I would say this happens to me at least once a week.

    I read a few days ago in Panolian because of weather? jurors were canceled to show up. Figure it’s jury selection for an upcoming trial. Don’t know what trial but we should keep a look see on it in case it involves someone on our Jessica radar list. For other crimes though. You never know.

    I keep thinking about the unaccounted phone call during the “dark period” and I keep coming up with the following:

    IF, and I reiterate IF, JLC was a CI, then whomever the LE agency was that contracted her would be monitoring her phone at all times, not just when calls were made. GPS allows that.
    The “missing” conversation and/or any other conversations would most likely have been recorded in their entirety since the phone JLC was using would most likely be cloned and set to ring or record whenever a call was initiated or received. (assuming LE above the Panola County level was using her as a CI)
    Whether or not the phone call originated from her mothers house or JLC’s phone, the cellular company would have recorded a start and finish time for the call. The phone number would have been noted at both sides of the conversation and time stamped. The minutes used, whether finite or unlimited, are based on a compilation of the calls placed so each call has a start time, and end time and a duration whether they call another cell phone, or a land line. The same would be the case for JLC’s mother. The phone company keeps up with usage to differentiate local and long distance calls. If the phone was set up on a VOIP line or with unlimited local or long distance calling plan, the carrier would still have to log all calls to be able to account for any necessary billing outside of the plan.

    That being said, either JLC’s cell phone bill or her mother’s should reflect the call’s start, stop and duration time. LE should be able to ascertain that information. I am not sure why they are making such a mystery out of it, that is, if the call was actually placed. If not, then JLC’s mother is lying and she is a suspect.

      I think there’s a real possibility Jessica was a Confidential Informant (CI). LE often uses young people like her, and the ones who are found out are murdered in especially savage ways.

        Or one CI had/contracted for the other CI to be killed for something that was personal in nature and perhaps didn’t have anything to do directly with the bigger investigation.

    does anyone else remember Gina777 posts? There are a few things that stand out to me, because they are very similar to statements Lisa has made in a much less erudite manner.

    Gina: she had her journal with her in her car.
    Lisa: her journal would be in the trunk of her car not her room because nosy momma would look in her room and read it.

    Gina: Jessica was making/made good progress at Leah’s.
    Lisa: she was a changed person after Leah’s

    There are a few other remarks that have similarites. Gina’s posts rang true to me anyway, but after comparing them to some of Lisa’s remarks and with some of the other things I’ve come across, I believe them. I don’t believe Lisa and Gina are the same person, but I do believe Gina is someone who knows both of them very well.

    At 7:31 JC and her phone and her car were at the death site.
    At 7:31, JC’s phone was powered up by either JC (trying to contact someone) or someone else. In either case, her desperate problem was underway.
    It is highly unlikely that the gas can(s) was/were on site, otherwise they would have been in use not much longer thereafter.
    It is highly unlikely that an assailant onsite used a phone to call for a delivery of gas cans, or for any other signal to an accomplice. Otherwise the murderer would have been more pinpointed by the feds.
    The Herron Road site is not a decent place to conduct a pre-planned hit.

    Now, work your scenarios around those realities.

    I think I found something. Take a look at this clip. Notice at about 1:16-1:26 is what seems to be a clip of the interior of Jessica’s car. Look carefully at the steering column…is that a flame on the end of the wiper/blinker lever? This view doesn’t show the bottom of the window frame on the passenger’s side like in Ali’s pix, but the “flame” is also in his. So I’m not sure if this was taken at the scene or it’s the same one he took just doctored by CNN.

    Is it possible they DID actually do something right and take video and pix at the scene?
    Does anyone else see what I’m seeing?

                Yes you’re looking in the right place. I can’t tell if it’s the lever/arm or a piece of the dash sticking out, but it’s the “flame” that’s interesting. My car has a blob of plastic on the end of the lever. I would think that would flame until melted and maybe stay hot but not flame up again with a breeze.

      ok one wild idea. Jessica dropped cigs off at the house, but Mom didn’t see her, so she called/texted a few times. Jessica was on the road, so she didn’t answer immediately. She did once she got to Batesville. This would be the activation at 7:08, 5 hours before the screenshot at 12:08. They hung up at 7:13 per Lisa’s timestamp. Five minute call.

But it does fit mine, if she left home around 6pm, went to the other house then to M&M arriving at 6:24, then went to Batesville and it was actually 7:10 when she was in Batesville, wash car and get food, back in Courtland at 7:31 at the scene. Assault and fire between 7:31-8:08. Jessica calls 911 at 8:08. No missing hour.

        I’m wondering if they are fudging the timeline to make it fit Ali’s statement. The fact that they are leaving Lisa out of the loop, ignoring her statements about phone calls, etc. is telling. She has been complaining since day 1 that they don’t keep her informed, they don’t take or answer her calls.

        If their timeline is correct, she could have been at M&M at 5:30 and 6:30, round trip. But there’s a missing hour between 6:30-7:30.

    Disclaimer first.. I’m not posting this because I had an AH-HA moment and I know (or think I know) what happened. Some of my times may be off but I’m posting this to ask you to tear it apart. Right, wrong, I want to hear your thoughts.

    Based on the timeline the DA gave us to go by, I can imagine the scenario something like this…

    (Fact)Jessica was in her car at M&M long enough to have placed a quick call
    (Speculation) Possibly called to see if the person wanted to ride to Batesville with her
    (Fact)She left M&M headed South
    (Evidence) She stopped at someone’s house in Courtland
    (Speculation) picked up a passenger and headed to Batesville
    (Evidence) 6:10PM – Spotted at Batesville at redlight
    (Evidence) 6:30PM – Spotted in Courtland
    (Speculation) Unaccounted hour
    (Unverified) 6:48 – 7:13 phone call with Mom which I don’t believe happened
    (Evidence) 7:31 Present at Crime Scene

    (Speculation) Whoever was riding in the car with her when she parked it on Herron Road lost control (unplanned) and struck her hard (maybe harder than intended) I believe they then panicked and called for help to destroy evidence…. My problem is this – why would gas be the first thing to come to mind as a way to “hide” whatever just occurred unless there was DNA evidence and maybe they “assumed” that they had killed her. Otherwise, in the spur of the moment, I can’t imagine someone even thinking about gas unless… maybe this was not the first time they had destroyed evidence this way.

          My sympathies with Lisa yo-yoes every time more info comes to light, not that it matters. I’m getting the sense as with Bryan Rudd, and Lisa, the two not colluding necessarily but reading here, that they confabulate based on it. The text about where did you go, Memphis? Outright calling her daughter a liar after she’s dead in a heinous manner. Constantly scratching my head. Lisa won’t produce the time of phone call on paper? It would go far. But then again, she’s not exactly cooperative with bloggers. She doesn’t play nice it seems. Very upsetting if this was Jessica’s world, the only person who loved her.

We have all said at one time or another that she was probably nagging Jessica on the phone, they were having a fight, so why criticize her when she finally does give us some information that confirms what we thought?     There’s a better pic somewhere but our in-house artist, Diane, posted this earlier in the thread. Being we already have too many windows open, causing computers to inactivate, I’ll re-post here. This photo is where I presume most of us saw the heart-shaped key ring. It was compared to the intact interior of a Kia Rio and did seem too low to be at ignition point. I formerly thought it was indeed the key ring too. Undecided now. I’m tending moreso to believe the keys got flung into ditch.

When the dark car pulls up on the other side of the pump and the woman (Teanna?) gets out and passes close to her as Jessica is opening her car door. Which to me looks deliberate, seems it would have been easier to go on the other side of the pump by the drivers door rather than between the pumps.

        Teanna (?) or whoever it is, interferes with Jessica’s personal space. It signals intent or ill will. The next phase, is harm. Actual infliction. It’s a wish to do harm……invading someone’s personal space so closely when there was no need to in a big enough area. She’s honed right into Jessica.

        The black and white stripes worn on a couple or a few, a signal of gang hood and criminal ‘togetherness’ also lends to the creepy night air.

        That entire scene caught on video is slimey. Probably a lot more viewing of suspects to the video before and after, but we may have seen the worst of it by virtue of Jessica’s presence.

  30. I’m fairly certain that LE knows who the perps are. USMS and MBI aren’t inept. I’m certain that quite a bit of detailed information has been withheld (or some released info has been ‘modified’) from the media, family, and residents. LE will often release info that can give perps a false sense of security (as in: ‘we cleared John Doe…’) so that they will hopefully go back to their old ways of living and provide more for LE to collect on them. With all the loose ends and people involved, and what appears to be weak scene/trace evidence processing, LE is likely trying to salvage as much of this case as possible and put it together so they at least have a decent chance of conviction in court. A plethora of circumstantial evidence has rightly convicted people in previous cases, but it is not advised to rely on it completely. BTW, what name do you think JC said to the first responders? Jerrick, Derrick, Eric…?

          Bryan is one of the four names mentioned. THAT one stands out the most because there is so much history between him and Jessica. Notwithstanding, the entire family gets into it with Jessica since May 2013, long after he’s been exiled to Iowa. It has only been 1.5 years, and the grudge continuing with his extended family makes a case of motive. It’s practically a gang and then within it another extended gang of what – 5 ppl?

          Brejean and Teapoo, Sandy, Mama Rudd still very high on my list.

      LE said they worked on the crime scene most of the night. I hope they got video of every single inch of the scene plus. Is it possible that LE wants everyone to believe they did a totally sloppy job of processing the scene so the killers will feel confident that they won’t be convicted if caught?
      And, you’re spot on about circumstantial evidence and a lot of convictions don’t have a smoking gun. Scott Peterson was convicted on circumstantial evidence and he’s on death row. He was convicted without showing how he killed Laci and Connor.

        yes, hopfully, my changes are refreshing what everyone can see at the URL. Let me know if it is? I am adding possible driving routes to the locations from Recon’s map (based off DA’s timeline) that I imported.

              I can’t recall exactly the name of the Mclenic or Mcleric who stated to LE he heard loud pipes that night passing through that area. It may be helpful to put that on your map even if the witness is not vetted, and is impossible to vet. But we shouldn’t dismiss evidence too early without more info. I’d be curios to know how close this ‘ear witness’ is. Loud pipes can be as loud as a train. I know it is said mostly white ‘rednecks’ drive loud pipes rather than stealth gang bangers, but I tend to think this is an unfortunate stereotyping and we should consider all possibilities in any case. JMHO. Tyvm in advance if you so do.

                  Depends on which way the zooms went, towards or away from crime scene. I can usually tell which way a loud car is traveling. Aside from the firetruck which may or may not have siren or horns blasting, the truck itself is usually well maintained so not noisy on the pipes itself. It may not mean anything, but it is a so called witness, and we ought to see how realistic the ear witness could be given we’re pinpointing Jessica’s travel and POI, keys dumped and routes of escape.

Yesterday I saw that Boone and DT (now using Rachael DMr on FB) had both join the group – Today Meme Knowitsme is listed as the group’s administrator…Now why would the Admin person invite Boone to join this group?
            The name Meme Knowitsme sounds like another Sandy Letmeshowuhowtodoitbetta Rudd FB page – – a fake JC page to gather info ?

      I see….they want to keep up with the latest news – if you go to Boone’s FB page you’ll see that just yesterday “Meme Knowitsme” sent him the link to the new JC group and he joined it immediately. Did you check out that Gotti Hussein character on Boone’s page?

    I just read that article about Confidential Informants and wow. Very informative. I had no idea that LE would be so careless and feckless with CI’s. Lisa and the rest of Jessica’s family needs to get in touch with the Rachel’s Law parents. If you haven’t read the article, I strongly encourage you all to see it. It fits a lot of the odd things going on with Jessica before she was killed, the weird investigation and the rest. I could be wrong, but wow, just wow.
