Apparently several websites are all a twitter about recent immigration fraud details released by Judicial Watch.

Taxpayer funds covered free laptops, big screen TVs, $75 per child per day for food, pregnancy tests, and “multicultural crayons”  […] Judicial Watch announced today that on September 9, 2014, it received documents from the Department of Health and Human Services (HHS) revealing that the Obama administration paid Baptist Children and Family Services (BCFS) $182,129,786 to provide “basic shelter care” to 2,400 “unaccompanied alien children” (UAC) for four months in 2014. The BCFS budget included charges for $104,215,608 for UACs at Fort Sill, Oklahoma, and an additional $77,914,178 for UACs at Lackland Air Force Base in San Antonio, Texas. (more)

Back on July 15th, 2014 we posted some details, and a large dose of opinion, about the latest misguided efforts of Glenn Beck’s “Bold and Sanctimonious Tour” – and a strange thing happened…. few, if any, thought our critical outline was controversial.


It would appear the Patriotic U.S. Sleeping Giant is awake, at least on this issue:

Is it really “charity” when the federal government is using the IRS to collect the “offering”?

What followed in the research outlined below back in July was little more depth on the issue of “Faith Based” organizations and those receiving federal grants to facilitate illegal immigration.

We received numerous requests to turn the eye of research into exactly what these organizations are. Specifically, one group that is continually in the media stories when they describe “faith-based” organizations and subsequent assistance to illegal aliens, or unaccompanied alien children, Baptist Child and Family Services or BCFS.
So we took a look.  “Faith Based Organizations“. Has a nice charitable ring to it, no? At least on the surface it’s a great sounding catch phrase. Such descriptivism gives the reader or listener the impression of “charity” in some form. At the very least, as Mr. Teddy Bears and Soccer Balls -Glenn Beck- has recently been espousing, they would seem quite, well, “charitable“.
Alas, not so fast.

He’s the paid President and CEO of Baptist Child and Family Services Emergency Management Division (BCFS-EMD). We found him by backtracking the name of the principal officer posted on their 2012 tax filings.
Paid at an annual salary of $477,799+ I might add.
Not a bad gig for himself and rest of the BCFS-EMD leadership and staff who pulled in, and paid $33,000,000 in wages for 2012.
Yes, that is THIRTY THREE MILLION. In payroll.
You see, BCFS is two entities. You have BCFS and BCFS-EMD.

BCFS Health and Human Services’ Emergency Management Division (BCFS EMD) is a non-profit partner of federal, state and local government and private industry. Our organization specializes in emergency management, incident management, disaster response, public health and medical emergency response, mass care, medical sheltering and planning for vulnerable populations. Call me crazy but I thought that’s what FEMA was for….. oh well, I digress.
Now, at this point I’d usually link to a bunch of internal publicly available information about BCFS-EMD so you could cruise around and dig in for your own analytical curiosity. However, a strange thing happened while assembling this research; the site closed down many of the page functions during my assembly….. presto: “ACCESS DENIED” !

I’ll have to leave it up to you why they did this. But I can assure you the change in sunlight protocol occurred between the hours of noon on Wednesday 7/16/14 and 11:30pm that same day. How do I know? Because for the past two days I’ve been mining data on this organization – and the “Access Denied” only occurred after I had already been assembling the cast of characters and tracking down their tax filings.
For some reason over the past 48 hours “sunlight” has become antithetical to BCFS-EMD, or at least their “Leadership“. [maybe, just maybe, they’re updating? /sarc ] I digress, again…..

Baptist Child and Family Services, along with Baptist Child and Family Services-Emergency Management Division, are the recipients of the Department of Homeland Security (DHS), and the Dept. of Health and Human Services (HHS), grant money.

How much money you might ask?
Well, lets just say a single grant this month was for $190,707,505.00
THAT’s a single grant.
One grant for:

One Hundred Ninety Million, Seven Hundred Seven Thousand, Five Hundred Five Dollars. $190,707,505.00

And there’s more than a few MORE:

And yes as you scroll to the bottom you’ll note that we are only half-way through the year and this entity has received over a QUARTER BILLION dollars. OK, now you’re beginning to get the picture.
Taxpayer dollars.
I’m thinking BCFS can afford a few soccer balls, no?
So what in the world can a “faith based charity group” be spending all of that taxpayer money on ?…. and how big is this “charity” if the federal government portion therein is funding it to the tune of THAT MUCH money ?
Well, apparently, other than “Federal Grant Work”, not much.
In 2012 they pulled in $67,325,953.00 and $63,321,669 of taxpayer funds through DHS and HHS grants/contracts. That’s around 94% of their entire operational “charity revenue” from taxpayers.

Now that CEO Mr. Kevin Dinnin has tripled his “charities” business with the federal government I’m pretty sure he’s making more than the $477,799.00 he was making in 2012.
Consider this Press Release:

BCFS, a global health and human services organization headquartered in Texas, today announced the expansion of its International Children’s Services program to serve unaccompanied foreign youth throughout the country. The new offices, located in New York, NY; Miami, FL; Houston, TX; Dallas, TX; Sacramento-area, CA; and Los Angeles-area, CA, will serve as regional hubs for BCFS’ new family support and evaluation programs.

BCFS will lead these programs as part of the U.S. Department of Health and Human Services – Office of Refugee Resettlement (ORR) strategic plan to provide safe and stable homes for international youth who are granted permission to stay with family or sponsors already living in the country.

The Press Release goes on to note the hiring of: ♦ Celeste Garcia, National Program Director (based in San Antonio), ♦ Alexandra Peralta, Regional Director – Eastern U.S. (based in Miami), ♦ Kelsey Lebrun Keswani, Regional Director – Western U.S. (based in Los Angeles-area), and♦ Michelle Fuentes, Regional Director – Central U.S. (based in Houston-area), along with a brief summary of their skill set.

Final thoughts: It is important to remember this information is only for one of the “faith-based organizations” you have heard about recently. There are many others who are in the same operational business model as Baptist Child and Family Services. For the sake of this outline we stopped with what appears to be the newest and the one everyone was inquiring about.
However, given the scope of the expenditures, you might be interested to know that, again according to tax filing records, the United States Catholic Bishops also received $69.5 million in HHS grants for 2012 (LINK). Yes, that’s $69,500,000+ in grants. And yes, that’s about 98% of the total charity revenue for the organization. And yes, that’s for the exact same type of activity.

We began documenting in July, August and September the “border crisis” of unaccompanied alien children, UAC’s, was a pure ruse, a figment. Constructed simply to create the optics of crisis and support the demand for comprehensive immigration reform prior to the congressional recess.
Evidence continued to mount week after week as we followed the money flowing out of the DHS and HHS agencies to various left-wing social constructs who were profiting from the scheme. Panic and alarm sounded as $3.7 billion was demanded by Obama to cope with the non existent “border crisis” – couched more favorably as a “humanitarian crisis”.

Then in August we shared the fact that well over 40,000 reported UAC’s were missing from this years record keeping. The facts catching up with the ruse.
Well, the truth was/is they’re not technically missing because they never existed in the first place. DHS, which compiles the reports coming from the Border Patrol, and then gives the statistical summaries of the reports, had artifically inflated the apprehension numbers to support the White House narrative.
However, DHS, or more accurately Jeh Johnson, could not divert the end user of the apprehension reports, The Executive Office of Immigration Reform, the entity who controls the court dockets, from recording the missing reports.
Comparative FOIA’s into the recording agency, The Border Patrol, and the end user, The EOIR, showed the statistical ruse.
The reports were missing because they were never written; they were never written because the UAC’s were not actually real.
Then quietly reports surfaced about the (White House) “Administration” quietly abandoning the search for the crisis housing.
The removal of the crisis housing search is a consequence of the reality the UAC’s do not exist:

WASHINGTON DC – The Obama administration has quietly abandoned its aggressive months-long search for emergency shelters across the nation as the number of children illegally crossing the southern border alone continues to drop.

At the same time, three facilities at military bases in Texas, California and Oklahoma set up as shelters are no longer housing children from Central America.

An official with the Department of Health and Human Services, which led the search for shelters, said there’s been a decrease in the number of children apprehended at the border and an increase in the number of children sent to live with families or friends. (more)

Eventually the TRUTH comes out. It always does. The only question becomes “is anyone paying attention to it” ?

AS WE EXPLAINED LAST MONTH – Readers will note that since the word of the border crisis hit the media our research has indicated the entire construct of a humanitarian crisis for children is a ruse.
There simply are not mass influxes of Unaccompanied Alien Children. For almost two months we have been repeating that it’s all a fraud – the influx is families, or more specifically women with children.

There is no border crisis about unaccompanied alien children – period. Sure there are “some” unaccompanied minors, but no-where near the figures that are bantered about in the media. Not – Even – Close.
The evidence to support all of our research surfaces daily.
National Review Online presents an interesting article about almost 40,000 missing receipts for Unaccompanied Alien Children between the Border Patrol apprehension tickets reported, and the Executive Office of Immigration Reform (the immigration court system that gets those tickets for processing).
To flush out the disparity between fiscal years and time lags in court processing several years of data can be added together to analyze and compare.

According to the Border Patrol reporting (chart above) if you combine fiscal years 2013 and 2014 more than 85,000 “recorded apprehensions” of Unaccompanied Alien Children. Yet according to EOIR only 41,592 apprehension reports were received for Unaccompanied alien Children over the same time period (chart below).

That’s a difference of 43,000 UAC’s over two years.

What gives ?
It gets better. Additionally from the article:

…” […] EOIR has recorded 20,814 receipts marked as juvenile in fiscal year 2014 as of June 30, but Border Patrol recorded 57,525 apprehensions of unaccompanied alien children during the same time frame.

This means immigration courts have receipts for fewer than four out of every ten unaccompanied alien children apprehended by Border Patrol this fiscal year.

Mattingly said EOIR stands behind the numbers of receipts it has recorded, but would not speak about the difference between the number of juvenile receipts and CBP’s apprehension data”… (link)

That’s a difference of 37,000 UAC’s this year alone.

The NRO article goes on to discuss the discrepancy as a matter of bureaucratic bungling exposing how inept the immigration processing, and/or processers, is/are. But NRO never stops to ask the question – what if the discrepancy is simply because of FALSE DATA?
Because that false claim, or false data, is exactly what our research indicates.
This entire “crisis” of unaccompanied alien children (UAC’s) is purely trumped up by the White House, and sold by a duplicitous media, to advance a demand for comprehensive immigration reform.
But who would be fudging the numbers to give a false impression of a crisis?
Again, from the article:

…” […] Within DHS, Immigration and Customs Enforcement, U.S. Customs and Border Protection, and U.S. Citizenship and Immigration Services have the authority to charge unaccompanied alien children”….

An ICE spokesperson declined to comment on this story, and a USCIS spokesperson referred questions to DHS, which did not respond to requests for comment. A CBP spokesperson responded to NRO’s requests in an e-mail with a link to apprehension data publicly available on CBP’s website but did not provide comment about the number of NTAs issued to illegal-immigrant children….(link)

Yep, as we have continued to share it’s the Department of Homeland Security, DHS, who holds the keys to the data vault.

WASHINGTON DC – Federal officials testified Thursday their agencies have been overwhelmed by the surge of illegal immigrants in the Rio Grande Valley.

Secretary of Homeland Security Jeh Johnson said two key agencies in charge of border security are about to run out of money unless Congress approves a $3.7 billion emergency funding request from President Obama.

“At our current burn rate within the Department of Homeland Security, ICE will run out of money by mid August,” Johnson testified, referring to U.S. Immigration and Customs Enforcement.

“Customs and Border Patrol will run out of money in mid September,” he warned.

Johnson said surging transportation costs and the need to build additional detention facilities has depleted his operating budget.

Secretary of Health and Human Services Sylvia Burwell said her department is running out of beds for the tens of thousands of children who have crossed the border illegally from Honduras, Guatemala and El Salvador. (read more)

You see, back in June of 2011 DHS Jeh Johnson was the Chief Counsel for the Pentagon -and part of what’s called the administration’s “Office of Legal Counsel” (OLC)- when a little controversial issue came up with President Obama and a country called Libya.
A pesky issue surfaced surrounding presidential authority to engage in military action without congressional approval, and then remain engaged beyond the 30 day legally required timeline for notifying congress.
The President’s OLC is essentially his “plausible deniability” tool if ever challenged as to the legality of executive branch overreach or power. The OLC act as one of the concentric walls around the executive office in the event a penetrating scandal develops.
Let’s just say the DHS post was a reward for Johnson’s, well, willful blindness. Nudge, nudge, wink, wink, say-no-more, say-no-more.
