A few days ago we noticed an article in a Texas newspaper highlighting a proposal to build a transitional housing facility for 3,500 illegal aliens.   The proposed facility name was noted in the media as “Abraham Lincoln Transitional Lodge“.

The proposal was to build a complex on 15 acres located in/around Clint, Texas.   Here’s the general media outline(s):  (our research will follow)

This is the first Associated Press mention of the facility CLINT, Texas (AP) — Authorities are considering a bid to build a shelter in West Texas that would be the largest in the U.S. to hold unaccompanied children who enter the country illegally.

A number of sites in Texas and elsewhere are being considered as detention facilities for many of the more than 57,000 unaccompanied children who have entered the U.S. since October.

But with 3,500 beds, the proposed Abraham Lincoln Transitional Lodge southeast of El Paso would be far larger than other centers. A temporary processing facility in McAllen holds about 1,000 children.

The lodge’s marketing director, Charles McGuire, tells the Houston Chronicle (https://bit.ly/1AmXUMR ) that the principal backers of the bid previously have invested in housing for oil workers in Texas.

Yesterday Fox14 in Texas picked up the story and did a little more research – TEXAS – A private, unknown company or organization proposed to state and federal authorities to build a shelter, which could house 3,500 undocumented, unaccompanied minors just outside of Clint, Texas.

The site is proposed on the southeast corner of the intersection of Interstate 10 and FM 1110.  KFOX 14 obtained the application form from the Texas Department of Family and Protective Services Monday evening.  In it, the shelter is named the Abraham Lincoln Transitional Lodge.

More than 1,000 sinks and 1,000 toilets would have to be installed, according to the document.  A spokesperson for DFPS, the ratio of staff to a minor is 1 to 8. That means more than 430 people would likely need to be hired as staff.

“I just feel like these kids need different opportunities,” Cynthia Jimenez, who works in Clint, told KFOX 14.  The influx of illegal children looking for those opportunities are mainly from Central America as they are reportedly flee violence in their home countries.

Clint’s mayor agrees with that, plus there could be some good economic impacts.  Dale T. Reinhardt said.  But, he warns, there could be some unintended consequences. “How do we know there won’t be an outbreak of something? And how do we know it can be traced back to where it came from?” Reinhardt questioned.

While the potential director, Sergio Medina, declined to talk with KFOX 14 over the phone for a recorded interview, he did tell me he has vast experience in doing social work, including migrant child, and says he is a child advocate.

The application also says doctors and other medical staff would be on hand in the event of a child getting ill or an emergency.  Medina said he can’t talk much more about the shelter because he is waiting to get a contract, which is currently tied up in federal bureaucracy. (link)

Our research goes quite a bit further.
Hat Tip for some great Treeper sleuthing by Cetera, who was able to gain the initial child care facility application of Mr. Sergio Medina to the local government in Clint, Texas and forwarded it to us via email.
Against further research some of the aspects within the application don’t quite add up, and this ultimately might explain why Mr. Medina is currently avoiding sunlight.
The primary question we pondered was who would be backing or financing such an operation?
The follow up article by Fox14  indicates “a contract” tied up “in federal bureaucracy“.   Hmmm… perhaps an HHS contract similar to those we have outlined from HHS to BCFS-EMD or Southwest Key, or Catholic Charities ?
First lets take a look at the application:

Notice – included in the Child Care Licensing application Mr. Medina states his current employ is both part of his credibility, and part of his experience.   He states he is an “Associate Director” at Covenant House California.  The addresses match [200 Harrison St], and all of the identifiable details of the organization match, but there is no known affiliation with Mr. Medina.
We spent some time looking through all of the various affiliates and informational outlines of Covenant House.   A review of Covenant House list of executives and officers does not reveal Sergio Medina listed as any of the company officers.
So we go searching through the IRS filing 990 (2013) to locate, through their list of paid employees, his specific professional employment with Covenant House as listed on the application.
No luck there, as he is not listed in the 2013 tax filing either.

However, you might note they are 93.84% government funded.    They rely on government grants for over 93% of their operating revenue.   Taxpayer funds.   Which is a direct contradiction to their claim of being 80% funded by individual contributors.

I digress.
Mr. Medina gets even more mysterious as you look toward the affiliate company listed on the actual application, “Watford Ranch” of 453 South Broadway, Nyack, New York 10960.  With Charles McGuire listed as CEO and Kelly Hering listed as COO.
Watford Ranch is a Service Workforce Housing Company – with few details available from their website, and the actual address listed on the application for them, which is part of the application for the Texas facility, is a private residence in New York.    This would indicate the Watford Ranch business is run out of the home of either Charles McGuire or Kelly Hering at the above residential address.
Mr. Medina lists various experience with refugee housing and settlements as part of his application for a license to house the UAC’s in his proposed facility.   Covenant House is the most recent but Catholic Charities is a former employer with relevant experience in housing illegal aliens.
Adding up all of the various bits of information it would appear Mr. Sergio Medina is applying to HHS for a grant to build the 3,500 bed facility in Clint Texas.   If granted we can presume he would then use Watford Ranch as the contractor to actually construct the facility.
This appears,  for all intents and purposes, to be an independent agent who has seen the lucrative side of using government grants to generate the non-profit taxpayer funded revenues, and chosen to try and generate his own income stream from a process similar to BCFS-EMD, SouthWest Key Inc. or Catholic Charities.
Building a temp housing facility for 3,500 UAC’s would generate an approved initial grant around $12.6 to $25 million with forecasted taxpayer revenues well exceeding $100 million in the longer term.

Understanding The Business of Illegal Immigration

HHS (The Multi-Trillion Dollar Agency) was selected by the administration to facilitate the transition of illegal aliens into local communities. Doing so allows a massive amount of money to be shifted around inside the agency. (emphasis added in the article and after we’ll expand):
rahm-emanuel-6Chicago Mayor Rahm Emanuel, a former Obama administration chief of staff, wants to expand the city’s efforts to house young illegal immigrants from Central America, reportedly proposing to shelter an additional 1,000 of them by year’s end.
“The influx of unaccompanied child migrants is a growing humanitarian crisis that we can no longer ignore,” said Emanuel, according to The Chicago Tribune. “While we have our own challenges at home, we cannot turn our backs on children that are fleeing dangerous conditions.”
The mayor’s office says the federal government will pay for the youths’ shelter, education, health care, food, safety and social services¹.

However, officials are trying to get Chicago lawyers to *provide free legal services² for the youths, who arrived in hopes of staying with U.S. relatives but now face federal deportation hearings.

[ ¹, ² *Remember, Obama and Eric Holder have created a taxpayer funded system to use AmeriCorps to represent the illegal alien families during legal proceedings. Remember also there are no deportation hearings – that part is pure conjecture.]

To be sure, Chicago has its own challenges, including a recent violent-crime wave in which at least 82 people were shot over the Fourth of July holiday weekend, with 16 victims dying.
The Chicago area already has nine such facilities, which according to the National Immigrant Justice Center have roughly *500 beds for illegal-immigrant youths³ already in the United States.

[³ *Remember, despite media reports these are not “unaccompanied youths”; they are with their illegal guardian, usually Mom. HHS own internal data show the average length of stay in transitional housing is 30 to 35 days and HHS spends about $36 to 40k in grant money for each child unit.]

City official have yet to disclose the locations of the new sites and how many they will need and must be retrofitted to accommodate the youths.
Emanuel, also a former Illinois Democratic congressman, announces his plan amid the national debate on what to do with the estimated 57,000 illegal youths who have illegally crossed the southern U.S. border during the past nine months.
They hope to stay in the U.S. based on a 2008 law, enacted to curb human trafficking, that allow youths from non-border countries to live here.

Other cities and states have rejected housing the new arrivals, including the residents of the California city of Murrieta who held protests and turned away buses full of illegal border-crossers.
Earlier this month, Maryland Democratic Gov. Martin O’Malley, a major Obama supporter during his re-election effort, called on the president’s administration to take a more “humanitarian” approach to the crisis.
The White House in turn purportedly leaked work that O’Malley opposed a plan to send some of the youths to a suburban Maryland facility. The governor responded by saying he fears the new arrivals would not be welcome at that particular site.
Emanuel policy chief Michael Negron told the Tribune that his administration is focused on facilities already equipped for residential use, including those once used as hotels and dormitories. (read more)

Hopefully people are beginning to see the picture now.

There are many organizations openly advocating for the continuance of illegal immigration, and the housing, facilitation, processing and eventual placement of those illegal aliens. But what you don’t see, because the media will not report on it, is those same entities have a vested financial interest in the business of illegal immigration.
Just on this aspect of a border crisis alone, the “Unaccompanied Alien Children”, HHS has distributed grants totaling over $669,326,910.00  to contractors, groups, and entities whose entire existence is dependent on the continuance of the flow of illegals.
This includes actual “churches” and simultaneously faux “faith based” organizations who are receiving hundreds of millions of taxpayer dollars to keep the scheme operating.
Why would they want the border secure and the spigot turned off ?
And is it really “charity” when the IRS is used as the plate holder for the taxpayer “offering” toward illegal aliens.
How much has President Obama directed HHS to spend on supporting illegal alien “dreamers”  since his 2012 Deferred Action Executive Order:
