30,340 First Six Months – List of Sponsor Placements of Unaccompanied Children by State – How does your state rank ?

The application window for HHS grants under the Unaccompanied Alien Children program just closed yesterday. According to the data included in the application the average length of stay for a UAC is 30-35 days prior to unification with a sponsor.

Most (95%+) of the sponsors are relatives of the child.  Most sponsors reunited are the mothers of the children (85%+) who actually brought them along and there is never a disconnect.  All sponsors are subsidized by taxpayers at an average cost of around $4,000 to $6,000 per child/per month. A custodial ‘sponsor’ (mother) with three UAC’s will net about $12,000 per month federal support from the ORR and UAC program(s).

Now that the current UAC grant application window has closed for FY2015, ORR (Office of Refugee Resettlement) has released the data of settlement placement for the first six months of 2014 (Jan-June).   The federal data release matches EXACTLY with the “unofficial” information we have previously discovered  from our own research:

(Via HHS.GOV) Once the Office of Refugee Resettlement (ORR) receives a child from the Department of Homeland Security (DHS), we have the responsibility to continuously seek placement options in the child’s best interest. This typically involves releasing children to sponsors.

Sponsors are adults who can suitably provide for the child’s physical and mental well-being and have not engaged in any activity that would indicate a potential risk to the child.

We try to place the child with a parent, and if that is not possible, with a relative, and if that is not possible, with a family friend. We do not restrict placements based on the immigration status of the parent or other sponsor.

All sponsors receive a background check that includes a public records name and address check to search for criminal history; review of any criminal history the sponsor self-reports during the reunification process; and through interviews with the child. If the sponsor is not a parent or legal guardian of the child, a fingerprint check is also conducted.

We ensure that children are vaccinated and medically cleared before placing them with a sponsor. We do not release any children who have a contagious condition.

The sponsor is responsible for ensuring the minor’s presence at all future immigration proceedings. They are also responsible for ensuring the minor reports to Immigration and Customs Enforcement (ICE) for removal from the United States if an immigration judge issues a removal order or voluntary departure order.

If we cannot locate a sponsor, the child will typically remain in ORR care unless the following happens:

•The child goes before the immigration judge and requests a voluntary departure
•A judge orders the child to be deported and DHS repatriates
•The child turns 18, transferring custody back to DHS
•Legal relief, in some form is granted by immigration judge.

You see, the actual scam here is that there’s not a crisis of “unaccompanied” minors or children at the border.  Sure there are lots of kids, but they are not alone – they are with mom or dad.   The Feds have created a false “narrative” of unaccompanied children.   The UAC is actually an AAF = “Accompanied Alien Family”.

President Obama and the progressive political ideologues keep saying ‘children’ to advance the unlawful entry as a “humanitarian crisis”, and avoid the illegality of the entire enterprise.

Using information within the TAGGS system for Health and Human Services we are able to identify the recipients for Grants specifically designated for “Unaccompanied Alien Children”, or UAC’s.

With that data, a few more search tools, some time and a little more research, we are able to identify the locations of facilities throughout the country where the HHS grants are being directed and the UAC’s are being transferred/housed. There are essentially two broad types: Residence Care, and Transitional to Foster Care Services.

From the FY 2014 HHS Grants we can identify the communities where direct HHS UAC funds have been sent. We can identify the specific facility, or the organization supporting the foster care placement. If you live in, or close to, one of the listed cities below, the UAC’s transfers are already in your community.

It should be noted that where possible we have tried to find out the number of children within the agency unit. For some it was easy, some were listed on the grants, for others it was not possible. Some are housed in Juvenile detention camps; some are in hospitals with specifically designated beds and dorms. A large percentage are/were in transitional housing during placement to foster families, and some appear to have gone directly to foster families as the transition to their permanent family takes place.

We have also included the exact amount of the HHS grant for two reasons. Number one, so that you can see how much this is costing you, the taxpayer. However, there is a more valuable secondary reason. We have identified (through extensive research) that each UAC, each individual, is estimated/evaluated at a HHS cost level of around $40,000 per grant (give or take). So if you see a grant for $2,325,000 you can divide by $40k and find out that’s about 58 (people) UAC’s in that facility or process for the quarter (3 month period), or time they are being transitioned/processed in that facility or organization.

[BCFS-EMD is the single largest facilitator of UAC transition throughout the U.S. – specific housing locales unknown] However, we do know as a result of the $190 million grant BCFS received just before the 7/9/14 Dallas meeting with President Obama they plan massive expansion. (Press Release )

BCFS now operates regional offices in San Antonio, Miami, Los Angeles-area and Houston-area. We have outlined the massive construct behind BCFS HERE and HERE including their 2012 tax documents and the detail of the Dallas visit with the Obama administration. BCFS-EMD is bigger than ACORN was.

The facilities, organizations and entities above all received HHS grants to care for UAC’s. However, some of those organizations may have further sub contracted the actual housing (example BCFS).

Because HHS is not directly paying the sub contractor (grant funds) the sub will not appear on the TAGGS system. Consequently some of the facilities actually housing the UAC’s will not have been listed – only the entities being given $$ directly from HHS.

Some of the facilities above might be included in this map which has been assembled based on “ground reports” and “media reports” of UAC transfers.

However, many of the facilities listed above will not be on this map. Many of the recipients for the HHS grants -government dependent non profits- have quietly put the UAC’s into their community facility, or foster program. Subsequently the community might not even be aware of it. So both the interactive MAP and the above list should be referenced if you are researching your community:

The methodology to update your own research is time consuming but possible with a few bits of information.

The internal HHS coding for Federal Grants related to Unaccompanied Alien Children is #93676. The types of grants (there are thousands) are numerically listed in the HHS TAGGS tracking system.

There is a search function which you can use to identify UAC Grants by Zip code, Date, Award or Recipient. The most useful tool for starters is the Award Search knowing 93676 is the code for UAC Grants (it’s 2/3rds of the way down the drop menu).

You can use a reverse Zip Code Search Engine (like this one) If you are unsure of a location of a facility. Once you have identified the facility you check their “profit status”. If they are an NPO (non profit organization) you can look up their tax records in the state of their filing. That will give you details on the type of facility they are and their business context. You can also find out their organizational structure and their other business interests etc.

You can also see their other governmental business and what additional funding they receive from the tax payers. With this information you can get almost everything you need to pick up the phone and ask specific questions.

        Hey you know “pity scam” criminal racketeers are people too and need money just like everybody else. So they are certainly qualified, entitled really, for some taxpayer assistance in their dishonest effort to defraud the taxpayer.

        It wouldn’t be charitable towards the poor children to deny them such tribute, especially when they aren’t white and would be disparately impacted compared with children of white taxpayers. We all know how unfair disparate impact is to people of color. So we can’t have none of that disparate impact stuff adversely affecting Eric Holder’s and Obama’s “special” non-white people because (of course) that would be racist, and work against the social justice affirmative action official policy supporting preferential treatment of non-white people as a reparation for any actual or imagined historical wrongs.

        White devils are surely getting some righteous payback for what just maybe their great great great grandaddy maybe did wrong or maybe did not have any kind of involvement, but died a hundred years ago without paying his fair share for a debt nobody even knows exists. And clearly that is just plain wrong.

        So naturally that possible injustice nobody knows for sure ever existed, is now taken for granted is an inherited debt for the third or fourth generation white people living now. There is evidently no statute of limitations on reparations from white people for those people of color who imagine they are owed something today for business they don’t like from three or more generations earlier

        So we have an ex post facto bill of attainder type of unconstitutional and legally prohibited type of penalty applied as policy to all white people for what amounts to an unprovable ancestral liability for activity which was for the ancestor living in the time no crime at all nor subject to any liability whatever.

        There is some really convoluted legal theory that holds accountable those not yet born for a couple of generations, liable for the past lawful acts of their long dead ancestors.

    I assume it’s not ‘aiding and abetting’ if the government is involved. I guess I’ll have to apologize to all of the inmates I’ve dealt with who are doing time for same ‘aiding and abetting’. I guess that would include the ‘coyotes’ too. If only my uncle and cousin had been employed by the Federal Government they wouldn’t have served time for ‘transporting undocumented across US borders’. They were before their time…………

    Lawlessness is now the norm and the consequences are going to manifest exponentially at some point, with acceleration. When that happens I’m thinking the only useful response will be local and immediate – something that changes what’s happening on the ground within 2-10 hours. I wonder if the internetz will stay up. I suppose it depends on how tough the kittehs in the tubes are.

    Do we have proof of the $4000 to $6000 per month per child figure? I only know of the one report that said up to $6000 per child per month. Is there coroborating evidence somewhere else?
    This is insanity. If true it would be a huge incentive for illegals to come here no matter the cost. You will never stop it. As soon as they start getting the checks (probably already have) they would broadcast the fact far and wide. Ugh!

This would be great ammo for us to use against the left and to get our congress critters to do something, Is there a way you can break it down some more?         The illegal immigrant is not paying the “mule” to transport them to the U.S. border…. WE ARE. Two ways:

        • First by sending them IRS refund checks ($1,000 per dependent) in their home country.
        • Second, approximately 1/2 of the welfare entitlement is sent back to their home country.

        Team Obama Inc have it set up so that U.S. Taxpayers are the financier’s for the entire “crisis”. Pretty good trick no?

    At the risk of sounding ignorant, I have a question about this paragraph. Does this mean that the illegal alien mother/parent who brought their child(ren) with them across the border is counted as a ‘sponsor’ for their own child and will receive cash payouts from the U.S. Government? The government sees the illegal alien parent as providing some sort of foster care for their own child? Please say it ain’t so.

This is brazen racketeering and graft and corruption and fraud being administered by the government itself, exploiting a problem that the government created in the first place by not enforcing the existing laws.

      It has been pointed out to me, quite succinctly, by someone who works “Refugee” situations for an NGO, that there are already protocols in place to deal with migrant populations.

      The UN has an office dedicated to monitoring the “pre-warning” signs of potential refugees outflows from a region. Huge dollars are spent by western countries to fund these regional operations and staffs.

      When refugees begin streaming out of an area, the protocol is to have the UN set up an in-country or near-country “safety zone” where the refugees can be assessed, given medical care, basic food and shelter, etc until their in-country situation stabilizes and/or a political solution to the in-country turmoil is found/brokered.

      This is the protocol for the rest of the world, and it has been in place for decades. Encouraging mass migration FROM a specific region is against this protocol.

      SO … the Obots love them some UN and are forever blathering on how the US needs to submit to UN control/ideology/treaties (pick a meme)…. What are they specifically ignoring/flouting/rejecting standard UN protocol for these exact situations???

    When the welfare class in the U.S. ever get the drift about how much these illegals are making in money, homes, food stamps, medical care, phones, etc. it will really hit the fan. If the illegals have very many children (which most of them do) they will be making more money than many hard working Americans do. The hard working Americans don’t qualify for extra help either like the illegals get on top of the money.

      Becoming a volunteer refugee would be an upward mobility career decision for many American citizens as the easiest way to immediately improve cash flow into the family budget. Are refugees being provided with a company car and a driver of course, housing allowance, clothing allowance, and expense account? Or are those perks covered by the one payment? It appears now that prequalified refugees who meet the recruiting requirements will be selected by administrative process while still residing in their home countries, and then provided transportation directly so that they don’t have to do so much walking and endure a long stressful journey to come collect their grant as payment they are due for not being born white.

    Such a new great country we live in. We citizens must obey the law or we pay the price, yet government agencies can ignore the law as in this case aid and abet illegals and face no consequence. The illegals face no consequence and instead get big fat checks from our government for more than the average hard working family can possibly earn.

    ADD: It appears that the grant monies to YFT (which both state and federal monies are in excess of $16 M), is an illegal appropriation in Virginia. Which is another reason why all of this is being down in the shadows. It’s against the law.

        YFT responded to the County’s FOIA request and among other assurances, YFT stated that:

        1. They’ve participated in the UAC program since June, 2012. Two years! And nobody, not one person in County government was remotely aware of this? Are we to believe that in their quarterly meeting with the Chief of Police, it was never disclosed that UAC’s were being housed there?
        2. In those two years, YTD aid there were no runaways and no issues involving contagious illnesses. Really? Not one incident?         YFT has essentially changed its mission from a publicly supported charity to provide needed services for At-Risk teenagers, a laudable goal, to one in which it receives federal funds to provide basically a detention facility to illegal immigrants. Why should they retain the real estate tax exemption on their multi-acre land holdings? Don’t tell me PWC taxpayers aren’t subsidizing this function. And when it happens and public safety officers are called to the facility, don’t tell me YFT is going to reimburse the County for those costs.

        Two frigging years YFT has operated this program and nobody knew. Politely stated: boulder-dash.

    I thought I had read that the payments to sponsors of the ‘relocated aliens’ was around $900/mth per person/child per month up to a maximum of $6000. Meaning you would have to house/sponsor 6-7 people to get the 6K per month. $6K/mth per person isn’t realistic even with our messed up gov. $900/mth is too much to be giving them IMO but is more in line with welfare compensation and all the other freebies they will get. That money is for the sponsor to house, feed and clothe them (I am assuming) while they waiting for their hearings.

      Earlier when I was reviewing something on the HHS site $900 was the immediate emergency cash disbursement upon arrival. Everyone who went through the DHS/HHS initial screening rec’d a cash/debit EBT card pre loaded with $900 for initial expenses.

        So …you will have your child establish a new identity and citizenship in another country like maybe Ireland or Holland and then return later maybe as a foreign student / refugee from oppression? Wait, maybe different countries would better fit the sob story for an asylum seeking refugee. I know, maybe Indonesia or Honduras would work better. In addition to the grant money, she could probably even become a community organizer and run for president if her phony credentials and sob story are persuasive enough. For those taking in a child over 16, the total is $1,008.00 per month in reimbursement. If you have a 5 bedroom house and can take in as many as 6 children, you can receive reimbursement of up to $6,054.00 per month tax free.”

    “We questioned the person on the line about the requirements for those who would sign up. Any applicant must pass a criminal background check and take 4 classes, the next of which will be two days from now. As for who is paying for all of this? We were told that for normal foster services, the reimbursement is provided by a series of state and local grants but in the case of the “unaccompanied refugee minors”, 100% of the reimbursement will come from the federal government.”
    “According to the ad, if all goes well, families will be able to begin housing children for that tax free money within 45 days.”
    Crittenton is on the above list. If we are paying someone $6K /person/mth the money would not last long. People would be killing each other to get access to that kind of money. Still $854/mth per person is a lot considering you can put 4 to 6 in a room. For these non-profits it is a windfall because it doesn’t cost close to this to take care of these illegal aliens,

    I am astonished that tax -free social services payments are automatically given to mothers (deceptively labeled as “sponsors”) to take care of THEIR OWN CHILDREN. That’s an end run around laws that make illegals ineligble for govt. assistance! Same for the free housing. W hen these parents arrive here with their kids they are given money immediately and will be provided money for the kid they brought with them and THEIR FUTURE CHILDREN, who will be automatic citizens. Free ride from day one. We will support them until their kids are over the age of 18 and by that time they will have legal status and go on welfare assistance themselves ( many of them). Entitlements are going to break this country if this keeps happening, but the illegals here are not even grateful! THEY FEEL THE UNITED STATES OWES THEM. I also think many of them feel morally superior because our leaders, churches, and charity groups stress the need for taxpayers to give, but don’t stress the need for illegals to give back to this country—maybe because most of them don’t have the education/skills to contribute and not much incentive to acquire them!!

I posted that info on my FB page so parents and teachers will know it’s just started and we’re gonna need more spanish speaking teachers!

    My son is working at a large home improvement store again for the summer. He took 3 years of Spanish & some French so never had issue understanding the occasional question in another language. He mentioned to me yesterday that this summer he has never has some many questions or related problems from people speaking in broken Spanish or some in a language he has never heard.
    So just imagine people that cant get their thoughts formulated enough in English or Spanish are out driving on our streets in all likelihood not understanding the written word either.
    For all law abiding citizens, drive defensively at all times, don’t assume the other out there sharing your space are going to follow the rules of a State or Federal road.
